{"id":34815,"date":"2018-10-31T13:26:41","date_gmt":"2018-10-31T07:56:41","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=34815"},"modified":"2018-10-31T13:26:41","modified_gmt":"2018-10-31T07:56:41","slug":"powerful-challenge","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/powerful-challenge\/","title":{"rendered":"Powerful challenge:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/indianexpress.com\/article\/opinion\/editorials\/powerful-challenge-prime-minister-narendra-modi-government-saubhagya-scheme-electricity-connection-4871729\/\">Powerful challenge<\/a>:<\/p>\n<p><strong>Context<\/strong><\/p>\n<ul>\n<li>2017 witnessed electrification of nearly 14,500 villages but the problem of power connection taints this achievement.<\/li>\n<\/ul>\n<p><strong>What are the challenges?<\/strong><\/p>\n<ul>\n<li>The government\u2019s record is sullied by the fact that reportedly more than a fourth of the households in the \u201celectrified villages\u201d do not have a power connection.<\/li>\n<\/ul>\n<p><strong>How to tackle the problem of reliable supply?<\/strong><\/p>\n<ul>\n<li>Ensuring reliable supply requires improving the health of discoms.<\/li>\n<\/ul>\n<p><strong>The UDAY Scheme and the Saubhagya Scheme<\/strong><\/p>\n<ul>\n<li>The UDAY scheme, launched in 2015, has made some headway in improving the finances of the state discoms.<\/li>\n<li>The losses registered by these companies have been more than 20 per cent less this year.<\/li>\n<li>Saubhagya allows them the scope to lower tariffs to people covered under the scheme.<\/li>\n<li>UDAY makes it obligatory on the states to pay for all the future losses of discoms.<\/li>\n<\/ul>\n<p><strong>What is the Saubhagya Scheme?<\/strong><\/p>\n<ul>\n<li>The significance of the Pradhan Mantri Sahaj Bijli Har Ghar Yojana, or the \u201cSaubhagya\u201d scheme changes the metric for measuring progress in electrification from the village to the household-level.<\/li>\n<li>Beneficiaries for free electricity connections under the Saubhagya scheme would be identified using the Socio Economic and Caste Census (SECC) 2011 data.<\/li>\n<li>The scheme covers the Unelectrified households not covered under the SECC 2011. These households would also be provided electricity connections under the scheme on a payment of Rs 500, which shall be recovered by discoms in 10 installments through electricity bills.<\/li>\n<li>Free or subsidized connections will take care of the last-mile connectivity.<\/li>\n<li>Government will ensure that Saubhagya ropes till in the panchayats and other village-level institutions.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Powerful challenge: Context 2017 witnessed electrification of nearly 14,500 villages but the problem of power connection taints this achievement.
