At the <strong>Tianjin SCO Summit<\/strong>, a <strong>Global Governance Initiative (GGI)<\/strong> was proposed to strengthen sovereign equality, rule of law, multilateralism, people-centred development, and practical results. It uses <strong>processes, institutions, and frameworks<\/strong> to align efforts for common goals.<\/p>\n<h2><strong>Key Components of Global Governance:<\/strong><\/h2>\n<p><strong>International Organizations:<\/strong> Institutions such as the United Nations (UN), World Health Organization (WHO), and International Monetary Fund (IMF) play a central role in facilitating global governance.<\/p>\n<p><strong>Multilateral Agreements:<\/strong> Treaties and international frameworks, such as the Paris Agreement on climate change, help align national policies with global goals.<\/p>\n<p><strong>Non-State Actors:<\/strong> Civil society organizations, multinational corporations, and academic institutions increasingly influence global decision-making.<\/p>\n<h2><strong>Key reasons for the need for global governance<\/strong><\/h2>\n<ol>\n<li><strong>Rising volatility and harmful \u201cisms\u201d: <\/strong>Unilateralism, protectionism, isolationism, separatism, terrorism, extremism, and hegemonism threaten order. <strong>Without joint rules and coordination, the risk of \u201cjungle law\u201d grows.<\/strong><\/li>\n<li><strong> Shared health risks: <\/strong>COVID-19 showed why <strong>coordinated action, information-sharing, and equitable access<\/strong> matter. <strong>Strengthening global health governance<\/strong> prevents future crises and saves lives.<\/li>\n<li><strong>Climate action and sustainability: <\/strong>The world needs joint effort to <strong>cut emissions<\/strong> and protect <strong>global public goods<\/strong> such as oceans, climate, and forests.No country can protect them alone. Common rules and joint action help reduce emissions, manage resources, and address cross-border environmental harm.<\/li>\n<li><strong>Agenda 2030 implementation: <\/strong>The Sustainable Development Goals are universal. Progress needs cooperation across economic, social, and environmental areas. <strong>Global governance keeps focus on the goals, aligns actions, and supports countries to localise targets.<\/strong><\/li>\n<li><strong>Financing for development: <\/strong>Delivering the SDGs needs predictable finance and capacity. The Addis Ababa Action Agenda offers a framework. Global governance helps mobilise resources, guide investments, and support countries that need assistance.<\/li>\n<li><strong>Peace, security, and stability: <\/strong>Conflicts and tensions spill across regions. Shared mechanisms for peacekeeping, dialogue, and dispute resolution lower the risk of escalation. <strong>Cooperation protects people and upholds basic rights.<\/strong><\/li>\n<li><strong>Inclusive voice and fairness: <\/strong>Many countries seek a stronger role in decisions that affect them. Global governance can <strong>increase participation of developing countries<\/strong> and make processes more fair, transparent, and trusted.<\/li>\n<li><strong>Integrated and long-term coordination: <\/strong>Problems are interconnected, but institutions often work in silos. A coordinated system helps actors work together, review progress, and adjust course based on trends and evidence. <strong>This improves results and reduces duplication.<\/strong><\/li>\n<\/ol>\n<h2><strong>Challenges in Global Governance<\/strong><\/h2>\n<ol>\n<li><strong>National interests and fragmentation. <\/strong>Countries often prioritize national interests over collective action, making it difficult to reach consensus on global issues..<\/li>\n<li><strong>Lack of Accountability and Representation: <\/strong>Global governance institutions are often criticized for lacking transparency and failing to represent the voices of developing countries and marginalized communities.<\/li>\n<li><strong>Limited Enforcement Mechanisms:<\/strong> Unlike national governments, global governance bodies lack the authority to enforce decisions. They rely on cooperation and voluntary commitments from member states.<\/li>\n<li><strong>Institutional misalignment:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Existing structures are not designed for problems that span multiple sectors. Mandates and workflows do not match integrated goals.<\/li>\n<li>Many global regimes cover overlapping areas. This slows delivery on commitments.<\/li>\n<li><strong>Short-term focus: <\/strong>Immediate shocks dominate attention. Trend tracking and timely course correction receive less sustained focus, which affects steady progress toward Agenda 2030.<\/li>\n<\/ol>\n<h2><strong>Global Governance initiative (GGI)<\/strong><\/h2>\n<p>The GGI, raised by the Chinese President at the <strong>2025 Tianjin SCO Summit,<\/strong> addresses the <strong>governance deficit within the existing system<\/strong>. It seeks <strong>better action, effectiveness, adaptability<\/strong>, and <strong>service to all countries<\/strong>, especially <strong>developing countries<\/strong>.It draws from the <strong>purposes and principles of the UN Charter.<\/strong><\/p>\n<h2><strong>Five basic principles:<\/strong><\/h2>\n<p><strong>1: Sovereign equality.<\/strong><\/p>\n<ul>\n<li>Every country\u2019s sovereignty and dignity must be respected.<\/li>\n<li>No country should interfere in another country\u2019s internal affairs.<\/li>\n<li>Each nation should freely choose its own system and development path.<\/li>\n<li>All countries should take part in global decision-making as equals, with greater voice for developing countries.<\/li>\n<\/ul>\n<p><strong>2: International rule of law.<\/strong><\/p>\n<ul>\n<li>The UN Charter is the basic guide for relations between countries.<\/li>\n<li>International law must apply to everyone in the same way, without double standards.<\/li>\n<li>Major powers should set an example by obeying and protecting these rules.<\/li>\n<\/ul>\n<p><strong>3: Multilateralism.<\/strong><\/p>\n<ul>\n<li>Global issues should be discussed and decided by all countries together.<\/li>\n<li>?The systems of global governance should be built and improved by all, and the benefits should be shared by all.<\/li>\n<li>The UN should remain the central platform for multilateral cooperation and be strengthened, not weakened<\/li>\n<\/ul>\n<p><strong>4: People-centred approach.<\/strong><\/p>\n<ul>\n<li>People are the main actors and the final beneficiaries of global governance.<\/li>\n<li>Reforms should promote common development, protect people from shared risks, and improve everyday well-being.<\/li>\n<li>Policies should advance the common interests of different countries and communities.<\/li>\n<\/ul>\n<p><strong>5: Real results.<\/strong><\/p>\n<ul>\n<li>Global governance must solve real problems, not just make promises.<\/li>\n<li>It should tackle both the immediate symptoms and the root causes of issues.<\/li>\n<li>Developed countries should carry their responsibilities and provide more resources and public goods.<\/li>\n<li>!Developing countries should work together and contribute their best efforts<\/li>\n<\/ul>\n<h2><strong>Way forward<\/strong><\/h2>\n<ol>\n<li><strong>UN as coordination hub: <\/strong>Use the <strong>UN<\/strong> to <strong>convene<\/strong>, <strong>coordinate regimes<\/strong>, and give <strong>guidance<\/strong>. Promote <strong>integrated solutions<\/strong> that link economy, society, and environment.<\/li>\n<li><strong> High-Level Political Forum (HLPF): <\/strong>Let the <strong>HLPF<\/strong> review <strong>SDG progress<\/strong>, track <strong>emerging issues<\/strong> and <strong>long-term trends<\/strong>, mobilise <strong>political will<\/strong>, and support <strong>national, regional, and thematic<\/strong> reviews.<\/li>\n<li><strong>Implement Agenda 2030 with capacity and finance: <\/strong>Translate commitments into <strong>practice<\/strong> with <strong>Addis-aligned financing<\/strong>, <strong>localised targets<\/strong>, and <strong>capacity building<\/strong>. Keep a <strong>long-term focus<\/strong> on agreed goals.<\/li>\n<li><strong>Strengthen inclusion and voice: <\/strong>Enhance <strong>participation of developing countries<\/strong> in decision-making. Make processes <strong>fair, transparent,<\/strong> and <strong>representative<\/strong>.<\/li>\n<li><strong>India\u2013China shared responsibility: <\/strong>As key members of <strong>SCO<\/strong> and <strong>BRICS<\/strong>, step up <strong>multilateralism<\/strong>, <strong>coordination on major issues<\/strong>, and defence of <strong>fairness and justice<\/strong>, guided by <strong>people\u2019s well-being<\/strong> and <strong>long-term perspectives<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p><strong>Better global governance<\/strong> is essential to meet <strong>health, climate, development, and security<\/strong> challenges. The <strong>GGI <\/strong>provides <strong>clear principles<\/strong> to renew cooperation <strong>within the existing system<\/strong>.
