Ranjana Prakash Desai<\/strong> is serving as the Chairperson.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Timeframe:<\/strong> It will submit its recommendations <strong>within 18 months <\/strong>of its\u00a0 constitution.<\/li>\n<li><strong>Terms of Reference of 8th Central Pay Commission: <\/strong>While making the recommendations the Commission will keep in view the followings:\n<ul>\n<li>The <strong>economic conditions in the country<\/strong> and the <strong>need for fiscal prudence;<\/strong><\/li>\n<li>The need to <strong>ensure that adequate resources are available<\/strong> for developmental expenditure and welfare measures;<\/li>\n<li>The <strong>unfunded cost of non-contributory pension schemes<\/strong>;<\/li>\n<li>The likely impact of the <strong>recommendations on the finances of the State Governments<\/strong> which usually adopt the recommendations with some modifications; and<\/li>\n<li>The prevailing <strong>emolument structure, benefits and working conditions available<\/strong> to <strong>employees of Central Public Sector Undertakings and private sector.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>About Terms of Reference (TOR) of A Central Pay Commission<\/h2>\n<ul>\n<li><strong>TOR<\/strong> is like a <strong>rule book for a pay commission<\/strong>, <strong>based<\/strong> on which the commission prepares its report.<\/li>\n<li>It has <strong>definitions, terms and conditions<\/strong> <strong>used as a reference<\/strong> for preparing a pay commission report.<\/li>\n<li>It will also <strong>set the boundaries and timeframe<\/strong> for the pay panel\u2019s recommendations.<\/li>\n<li><strong>Drafted by: <\/strong>A <strong>Joint Consultative Machinery (JCM)<\/strong> drafts Terms of Reference (TOR) of a pay commission.<\/li>\n<li><strong>Joint Consultative Machinery (JCM)<\/strong>\n<ul>\n<li>The JCM has <strong>employee union representatives<\/strong> from <strong>each ministry<\/strong>.<\/li>\n<li>Out of 60 JCM members, <strong>12 are selected for the standing committee. <\/strong><\/li>\n<li>These 12 members <strong>discuss TOR topics<\/strong> with secretary-level government employees.<\/li>\n<li>Once<strong> finalised, <\/strong>TOR goes to the<strong> Cabinet for approval.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Approved by:<\/strong> The <strong>Cabinet Committee<\/strong> under the <strong>Finance Ministry approves it.<\/strong><\/li>\n<li>If the <strong>Cabinet <\/strong>wants, it <strong>can decline some TORs<\/strong> or ask the members to <strong>modify<\/strong> them.<\/li>\n<\/ul>\n<h2>About Central Pay Commissions<\/h2>\n<ul>\n<li>They are <strong>periodically constituted<\/strong> to examine <strong>emolument structures, retirement benefits<\/strong>, and other service conditions of<strong> Central Government employees<\/strong> and <strong>recommend<\/strong> necessary changes.<\/li>\n<li>Their recommendations are <strong>usually<\/strong> implemented <strong>every ten years.<\/strong><\/li>\n<li>A <strong>pay commission<\/strong> has the power to <strong>discuss matters outside of TOR.<\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\"><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Union Cabinet, chaired by the Prime Minister, approved the Terms of Reference of the 8th Central Pay Commission.
