A $30-trillion economy by 2047, <strong>net-zero by 2070<\/strong> with major <strong>GHG cuts by 2030<\/strong>, and a young workforce seeking livelihoods all converge in cities. Dense settlements are also <strong>highly disaster-vulnerable<\/strong>, as seen in the pandemic. This figure was about one-in-eight in the early 1950s.<\/li>\n<li>According to the NITI Aayog <strong>Report ~50% of India\u2019s statutory towns <\/strong>are expanding <strong>without any master plan <\/strong>to guide their growth and infrastructure.<\/li>\n<li>According to <strong>Census 2011, 17.3% of the total urban population is living in slums.<\/strong><\/li>\n<\/ol>\n<h2><strong>India\u2019s Approach Towards Urban Planning<\/strong><\/h2>\n<ol>\n<li><strong> Land-use approach: <\/strong>Modern planning grew from <strong>19th-century public-health crises<\/strong> and prioritised sanitation and <strong>land-use control<\/strong>. Zoning rules fixed how land parcels may be used, and changes require lengthy approvals..<\/li>\n<li><strong> Population-led provisioning:<\/strong> Cities are called <strong>engines of growth<\/strong>, yet master plans are <strong>not derived from an economic vision<\/strong>. They <strong>project population from past trends<\/strong> and size infrastructure accordingly.<\/li>\n<li><strong> Boundary-limited scope: <\/strong>Planning practice tends to <strong>stop at municipal boundaries<\/strong>. However, much urban growth occurs <strong>outside city limits<\/strong>, and urban economies are <strong>interlinked with surrounding rural areas<\/strong>. Smaller cities, crucial for <strong>manufacturing with affordable land<\/strong>, are rarely integrated into <strong>regional plans<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Concerns Related to India\u2019s Approach Towards Urban Planning<\/strong><\/h2>\n<ol>\n<li><strong>Economic vision missing:<\/strong> Without a <strong>20\u201350-year economic vision<\/strong>, land-use plans lack a credible basis. Cities cannot identify <strong>future drivers of growth<\/strong>, making investments and land allocation <strong>misaligned with jobs and productivity<\/strong>.<\/li>\n<li><strong> Mismatch with growth and jobs:<\/strong> People move to cities <strong>for livelihoods<\/strong>, yet plans are <strong>environment-centric on land, not economy-centric on jobs<\/strong>. Population-trend projections <strong>underestimate job-led migration<\/strong> in high-growth phases, risking <strong>under-provisioned infrastructure<\/strong>.<\/li>\n<li><strong>Resource constraints Growing:<\/strong> cities face <strong>natural-resource shortages<\/strong>. Current plans seldom <strong>budget water, energy, and land<\/strong> or <strong>manage demand<\/strong>. Ignoring <strong>carrying capacity<\/strong> creates <strong>unsustainable pressures<\/strong> on limited resources.<\/li>\n<li><strong>Climate concern :<\/strong> Cities must lead <strong>emissions reduction<\/strong> and <strong>resilience<\/strong>, but many lack <strong>climate action plans<\/strong> with pathways for <strong>low-emission growth<\/strong> and <strong>vulnerability roadmaps<\/strong>.<\/li>\n<li><strong>Air pollution<\/strong>, heavily affected by <strong>transport<\/strong>, persists without robust <strong>environmental management<\/strong> and <strong>mobility<\/strong> strategies.<\/li>\n<\/ol>\n<h2><strong>Way forward<\/strong><\/h2>\n<ol>\n<li><strong>Economic vision first:<\/strong> Begin every plan with a 20\u201350-year economic roadmap that names city-specific growth drivers.<\/li>\n<li><strong>Jobs-to-people logic:<\/strong> Estimate population from projected jobs and then size land and infrastructure.<\/li>\n<li><strong>Resource budgeting:<\/strong> Map water, energy, and land balances. Use demand management to stay within carrying capacity.<\/li>\n<li><strong>Climate action:<\/strong> Prepare citywide pathways for low-emission growth and clear resilience measures.<\/li>\n<li><strong>Air-quality and mobility:<\/strong> Adopt an environmental management plan, with an air-pollution focus. Shift travel through a comprehensive mobility plan that favours public and non-motorised modes.<\/li>\n<li><strong>Regional scale:<\/strong> Plan beyond municipal limits, recognise urban\u2013rural linkages, and include smaller cities in a single regional strategy.<\/li>\n<li><strong>Enabling reforms:<\/strong> Update planning laws and retool education to build the multidisciplinary talent this approach needs.<\/li>\n<\/ol>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p><strong>Cities are pivotal<\/strong> to growth, climate goals, jobs, and resilience. A <strong>land-use-only model is inadequate<\/strong>.
