The <strong>Model Youth Gram Sabha (MYGS)<\/strong> turns civics into a lived experience for students, building <strong>leadership<\/strong>, <strong>accountability<\/strong>, and <strong>community-focused problem-solving<\/strong> in simple, hands-on ways.<\/p>\n<h2><strong>Need for Model Youth Gram Sabhas<\/strong><\/h2>\n<ol>\n<li><strong>Foundational yet overlooked:<\/strong> Gram Sabha is the base of local democracy, but it stays invisible in public talk and civic learning. Its role needs fresh attention.<\/li>\n<li><strong>Curriculum gap:<\/strong> Schools highlight Parliament and global forums, while Panchayati Raj receives little space. Students miss how village decisions actually happen.<\/li>\n<li><strong>Aspiration deficit:<\/strong> Few youths imagine leading as <strong>Sarpanch<\/strong> or <strong>ward member<\/strong>. Without relatable exposure, local leadership feels distant and unglamorous.<\/li>\n<li><strong>Participation and accountability:<\/strong> Low attendance weakens deliberation on budgets and plans. Early, hands-on exposure can build habits of participation and demand for accountability.<\/li>\n<\/ol>\n<h2><strong>Initiative taken (Model Youth Gram Sabha- MYGS)<\/strong><\/h2>\n<p>In <strong>2025<\/strong>, the <strong>Ministry of Panchayati Raj<\/strong>, with the <strong>Ministry of Education<\/strong>, <strong>Ministry of Tribal Welfare<\/strong>, and the <strong>Aspirational Bharat Collaborative<\/strong>, launched <strong>Model Youth Gram Sabha (MYGS)<\/strong>.<br \/>\nIt is strongly aligned with the vision of <strong>National Education Policy (NEP) 2020<\/strong>, which underscores the need for curriculum and pedagogy to instill in students a deep respect for <strong>Fundamental Duties<\/strong> and <strong>constitutional values<\/strong>, along with a strong sense of <strong>national belonging<\/strong>.<\/p>\n<p><strong>Its key objectives are to:<\/strong><\/p>\n<ul>\n<li><strong>Educate students<\/strong> about the Panchayati Raj System \u2013 Introduce students to the <strong>three-tier Panchayati Raj <\/strong>framework established through the <strong>73rd Constitutional Amendment<\/strong>.<\/li>\n<li><strong>Encourage participation<\/strong> \u2013 Motivate students to engage in <strong>Gram Sabhas<\/strong> and local governance processes.<\/li>\n<li><strong>Develop leadership skills<\/strong> \u2013 Foster a sense of responsibility and leadership among youth toward strengthening <strong>Panchayati Raj Institutions (PRIs)<\/strong>.<\/li>\n<li><strong>Promote understanding of local issues<\/strong> \u2013 Provide a platform for students to discuss and analyze real-life governance challenges at the <strong>grassroots<\/strong> level.<\/li>\n<\/ul>\n<h2><strong>The core vision of MYGS is aimed to:<\/strong><\/h2>\n<ul>\n<li>Foster <strong>active, empathetic, and informed<\/strong> citizenship among youth, rooted in constitutional values and democratic principles.<\/li>\n<li>Instill values of <strong>inclusivity, consensus building, justice, and equity<\/strong>. It includes:<\/p>\n<ul>\n<li><strong>NLMT Guide<\/strong> with roles, processes, and step-by-step facilitation.<\/li>\n<li><strong>Teacher Facilitation Module<\/strong> that is pictorial and user-friendly.<\/li>\n<li><strong>Evaluation Framework<\/strong> with <strong>pre\/during\/post<\/strong> indicators and differential metrics to recognize exemplary schools.<\/li>\n<\/ul>\n<h2><strong>Funding and recognition<\/strong><\/h2>\n<ul>\n<li>Each participating school gets \u20b9<strong>20,000 (one-time)<\/strong> for logistics and refreshments.
