The proposed <strong>Regulatory Stack (RegStack)<\/strong> aims to make regulation <strong>predictable, transparent, and humane<\/strong>, turning compliance from a maze into a mirror that reflects a state that is <strong>trustworthy, efficient, and ethical<\/strong>. Conceived as a <strong>centrally sponsored digital infrastructure<\/strong>, RegStack can harmonize governance functions across ministries, municipalities, and regulators, mirroring the success of India\u2019s <em>Digital Public Infrastructure (DPI)<\/em> such as Aadhaar, UPI, and Jan Dhan.<\/p>\n<h2><strong>Need for Regulatory Reform<\/strong><\/h2>\n<ol>\n<li>India\u2019s regulatory landscape remains <strong>fragmented, paper-heavy, and discretionary<\/strong>, especially in local governance (construction permits, property registrations, waste management, etc.).<\/li>\n<li>Bureaucratic opacity and procedural friction increase <strong>delays, corruption, and rent-seeking<\/strong>.<\/li>\n<li>RegStack seeks to <strong>digitally transform<\/strong> the compliance ecosystem, ensuring that regulation is <strong>applied uniformly, verifiably, and transparently<\/strong>, reducing dependence on physical verification and subjective approvals.<\/li>\n<\/ol>\n<h2><strong>Core Objectives of RegStack<\/strong><\/h2>\n<ol>\n<li><strong>Simplify compliance:<\/strong> Make regulation easy to apply, track, and verify digitally.<\/li>\n<li><strong>Enhance accountability:<\/strong> Ensure transparency and auditability of every regulatory transaction.<\/li>\n<li><strong>Reduce friction:<\/strong> Limit discretionary power, making governance predictable and impartial.<\/li>\n<li><strong>Build trust:<\/strong> Move from a \u201cpresumption of suspicion\u201d to a \u201cpresumption of honesty.\u201d<\/li>\n<\/ol>\n<h2><strong>Key Components and Structure<\/strong><\/h2>\n<p>RegStack is envisioned as a <strong>four-layer interoperable digital architecture<\/strong>:<\/p>\n<ol>\n<li><strong>Identity &amp; Authorisation Layer: <\/strong>Uses <strong>Aadhaar, PAN, and enterprise identifiers<\/strong> to authenticate citizens and firms across interactions.<\/li>\n<li><strong>Rule Engine Layer: <\/strong>Encodes legal and regulatory provisions into <strong>machine-readable logic<\/strong>, allowing automatic real-time compliance checks.<\/li>\n<li><strong>Data Exchange Layer: <\/strong>Enables ministries and local bodies to share verified data securely, preventing redundant documentation and ensuring <strong>auto-clearances<\/strong> once one agency approves.<\/li>\n<li><strong>Audit &amp; Oversight Layer: <\/strong>Maintains <strong>immutable, traceable records<\/strong> of all regulatory actions, strengthening both accountability and transparency.<\/li>\n<\/ol>\n<h2><strong>Implementation Strategy<\/strong><\/h2>\n<ul>\n<li><strong>Pilot Phase: <\/strong>Begin with <strong>100 municipal pilot cities<\/strong>, digitising select regulatory processes such as <strong>building plan approvals and vendor licensing<\/strong>.
