Dairying<\/li>\n<li><strong>Aligns with:<\/strong> It is aligned with India\u2019s <strong>vision of building a prosperous and inclusive Blue Economy<\/strong> and <strong>fulfills Budget 2025\u201326 announcement.<\/strong><\/li>\n<li><strong>Legality:<\/strong> It come under the ambit of the <strong>Territorial Waters, Continental Shelf, Exclusive Economic Zone and Other Maritime Zones Act, 1976 (80 of 1976)<\/strong>.<\/li>\n<li><strong>Focus on: <\/strong>Rule specifically <strong>focused on Andaman &amp; Nicobar and Lakshadweep Islands<\/strong> that <strong>account for nearly half of India\u2019s EEZ.<\/strong><\/li>\n<li><strong>Applicability<\/strong>\n<ul>\n<li>Rule is applicable to fishing and fishing related activities in the <strong>exclusive economic zone (EEZ).<\/strong><\/li>\n<li><strong>Traditional and small-scale fishers <\/strong>are<strong> exempted <\/strong>from this requirement<strong>.<\/strong><\/li>\n<li><strong> Prohibition of foreign vessels <\/strong>from operating in India\u2019s EEZ.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Key provisions<\/strong>\n<ul>\n<li><strong>Access Pass:<\/strong> A fully <strong>digital Access Pass via the ReALCRaft portal<\/strong> for mechanized and large motorized vessels, issued by an authority not below Deputy Director in the Department of Fisheries, Government of India.<\/li>\n<li><strong>Empowering cooperatives and capacity building:<\/strong> Priority to cooperatives and <strong>Fish Farmer Producer Organizations (FFPOs)<\/strong>, with training, international exposure, and credit under <strong>Pradhan Mantri Matsya Sampada Yojana (PMMSY)<\/strong>and <strong>Fisheries and Aquaculture Infrastructure Development Fund (FIDF)<\/strong>.<\/li>\n<li><strong>Sustainable practices:<\/strong> Ban on LED light fishing, pair trawling, and bull trawling;
