However, India\u2019s <strong>Gross Expenditure on R&amp;D (GERD)<\/strong> as a share of GDP has <strong>stagnated around 0.7% for three decades<\/strong>, far below the <strong>OECD average of 2.7%<\/strong>, <strong>South Korea\u2019s 4.9%<\/strong>, <strong>Japan\u2019s 3.4%<\/strong>, and <strong>China\u2019s 2.8%<\/strong>. This low investment threatens India\u2019s scientific competitiveness and its goal of achieving <em>Atmanirbhar Bharat<\/em>.<\/p>\n<h2><strong>Current Scenario<\/strong><\/h2>\n<ul>\n<li><strong>Public dominance:<\/strong> Around <strong>58\u201360% of India\u2019s GERD<\/strong> comes from government sectors like defence, space, and atomic energy.<\/li>\n<li><strong>University sector:<\/strong> Despite having <strong>over 1,100 universities and 48,000 colleges<\/strong>, it contributes only <strong>7% of GERD<\/strong>, even though it produces more than half of the country\u2019s scientific papers.<\/li>\n<li><strong>Private sector:<\/strong> Public companies contribute barely <strong>4%<\/strong>, and large private firms invest minimally \u2014 Infosys (~1% of turnover), Wipro (0.65%), L&amp;T (0.13%), Vedanta (0.02%), and Reliance (0.6%).<\/li>\n<li><strong>Global comparison:<\/strong> In developed economies, the <strong>private sector invests 1.5\u20133% of GDP<\/strong> in R&amp;D, but in India, it\u2019s barely <strong>3%<\/strong>.<\/li>\n<\/ul>\n<h2><strong>Government Efforts<\/strong><\/h2>\n<p>Successive governments have aimed to raise GERD to <strong>2% of GDP<\/strong>, linking R&amp;D with the goal of technological sovereignty.<br \/>\nKey initiatives include:<\/p>\n<ol>\n<li><strong>National Missions<\/strong> in critical sectors \u2014 AI, green hydrogen, semiconductors, electric mobility, quantum computing, biopharma, and ocean research.<\/li>\n<li><strong>Anusandhan National Research Foundation (NRF):<\/strong> Aims to expand private participation, with <strong>70% of its \u20b91.4 lakh crore budget<\/strong> expected from private investors.<\/li>\n<li><strong>Research and Development Innovation Scheme<\/strong> and <strong>Vigyan Bhara<\/strong> for capacity building.<\/li>\n<li>Integration of R&amp;D in <strong>Production-Linked Incentive (PLI)<\/strong> schemes and structural reforms aligned with <em>Atmanirbhar S&amp;T<\/em> policies.<\/li>\n<\/ol>\n<h2><strong>Challenges in R&amp;D Investment<\/strong><\/h2>\n<ol>\n<li><strong>Low private sector participation:<\/strong> Major Indian firms underinvest compared to global peers; only <strong>2% of listed firms<\/strong> qualify as R&amp;D-intensive.<\/li>\n<li><strong>Limited academic research funding:<\/strong> Universities receive minimal support despite producing significant research output.<\/li>\n<li><strong>Over-concentration in strategic sectors:<\/strong> Around 60% of R&amp;D spending goes to defence, space, and atomic energy, leaving limited support for civilian innovation.<\/li>\n<li><strong>Weak innovation culture:<\/strong> Poor collaboration among academia, industry, and government reduces innovation translation.<\/li>\n<li><strong>Policy gaps:<\/strong> Lack of a robust mechanism to verify claims under tax incentives for in-house R&amp;D.<\/li>\n<li><strong>Insufficient coordination:<\/strong> Institutions like <strong>CSIR<\/strong> have limited regional engagement with small and medium enterprises (SMEs).<\/li>\n<li><strong>Dependence on public funding:<\/strong> New missions rely on private participation that may not materialize as expected.<\/li>\n<\/ol>\n<p><strong>Way Forward<\/strong><\/p>\n<ol>\n<li><strong>Strengthen private sector role:<\/strong> Encourage industrial R&amp;D through fiscal incentives, competitive grants, and recognition mechanisms.<\/li>\n<li><strong>Expand university-industry collaboration:<\/strong> Increase funding to universities and foster innovation clusters linked to local industries.<\/li>\n<li><strong>Reform CSIR and create regional R&amp;D hubs<\/strong> to coordinate with MSMEs and support technology diffusion.<\/li>\n<li><strong>Institutionalise accountability:<\/strong> Ensure proper monitoring of R&amp;D tax incentives and outcomes.<\/li>\n<li><strong>Adopt global best practices:<\/strong> Learn from <strong>South Korea\u2019s R&amp;D\u2013industry partnerships<\/strong> and innovation-driven ecosystems.<\/li>\n<li><strong>Enhance public spending:<\/strong> Increase government GERD to <strong>at least 1.5\u20132% of GDP<\/strong> in the next three years to attract matching private investment.<\/li>\n<li><strong>Encourage frontier research:<\/strong> Support national missions in AI, quantum, semiconductors, and biopharma with clear timelines and deliverables.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><strong>: <\/strong>India\u2019s aspiration to become a global innovation hub and achieve <em>strategic autonomy<\/em> depends on transforming its R&amp;D ecosystem.
