{"id":35017,"date":"2018-10-31T14:47:13","date_gmt":"2018-10-31T09:17:13","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35017"},"modified":"2018-10-31T14:47:13","modified_gmt":"2018-10-31T09:17:13","slug":"the-missing-jobs","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/the-missing-jobs\/","title":{"rendered":"The missing jobs:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/indianexpress.com\/article\/opinion\/editorials\/the-missing-jobs-pmkvy-skills-training-workforce-4855134\/\"><span style=\"font-weight: 400;\">The missing jobs<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">According to a recent report, less than 10% of the youth who had received training under the Pradhan Mantri Kaushal Vikas Yojana have obtained placement offers (offers, not jobs).<\/span><\/li>\n<\/ul>\n<p><b>The Real Problem of Jobs:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Jobs are not simply a function of the country\u2019s workforce acquiring formal skills making them employable.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">More fundamental to job creation is a vibrant economy, in which investment and consumption fuel demand for labour, skilled and unskilled.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This happened between 2004-05 and 2011-12.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Today\u2019s crisis is not one of employability, but of investment and economic activity leading to shrinking job opportunities.<\/span><\/li>\n<\/ul>\n<p><b>PMKVY<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It seeks to impart industry-relevant skill training to 10 million youth over four years (2016-2020), largely through private accredited \u201ctraining partners\u201d and with the Centre meeting the entire fee expenses.<\/span><\/li>\n<\/ul>\n<p><b>Problem with PMKVY<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The problem with PMKVY is not its poor job placement record.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The question to ask is whether a scheme of this kind is required at all.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ideally, the government\u2019s focus should be on providing decent education.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">That would mean ensuring minimum standards in schools, colleges, polytechnics and industrial training institutes (ITI).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Training is better left to the private sector.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Rs 12,000-crore outlay for PMKVY can instead be used to beef up the infrastructure and course content in 2,284 government ITIs.<\/span><\/li>\n<\/ul>\n<p><b>Way Forward<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Formal skilling \u2014 currently restricted to hardly three per cent of India\u2019s workforce \u2014 is important.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, skills are mostly job-specific and acquired at the workplace.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The market has ways to address skills gap.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government would do a great job by just concentrating on basic education, labour reforms and improving the ease of doing business.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The missing jobs:\u00a0 Context: According to a recent report, less than 10% of the youth who had received training under the Pradhan Mantri Kaushal Vikas Yojana have obtained placement offers (offers, not jobs).
