The UN has declared the period 2021-2030 as the \u2018<span style=\"color: #ff0000;\">UN Decade of Ocean Science for Sustainable Development<\/span>\u2019.<\/p>\n<p><strong>Extent of Blue Economy in India:<\/strong> India has a coastline of more than ~11,000 km spread across 9 states. India also has an Exclusive Economic Zone (EEZ) of more than 2.2 million sq km. India\u2019s blue economy accounts for ~4% of the GDP and is estimated to increase over the period of time.<\/p>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc2\"><\/a>What is the significance of Blue Economy for India?<\/strong><\/span><\/span><\/h2>\n<p>Blue economy can contribute to India&#8217;s economic growth in the following ways:<\/p>\n<ol>\n<li><span style=\"color: #000000;\"><strong>Oceanic Resources:<\/strong><\/span>\n<ol style=\"list-style-type: lower-alpha;\">\n<li><strong>Fisheries: <\/strong>Indian marine fisheries constitute a major portion of India&#8217;s agri-allied exports. India produced <span style=\"color: #ff0000;\">~3.7 MMT of marine fisheries<\/span> in <span style=\"color: #ff0000;\">2019-20<\/span>.<\/li>\n<li><strong>Rare Earth Minerals:<\/strong>\u00a0The continental margins of India have an extensive variety of heavy\u00a0and rare earth minerals like <span style=\"color: #ff0000;\">ilmenite<\/span>, <span style=\"color: #ff0000;\">magnetite<\/span>, <span style=\"color: #ff0000;\">monazite<\/span>, <span style=\"color: #ff0000;\">zircon<\/span>, and <span style=\"color: #ff0000;\">rutile<\/span>.<\/li>\n<li><strong>Hydrocarbons: <\/strong>The oceanic sea beds are a major source of hydrocarbons. India has 26 sedimentary basins, spread across a total area of 3.4 million square km.<\/li>\n<li><strong>Renewable Energy:<\/strong> Renewable energy in offshore regions has tremendous potential in the form of offshore wind, waves, ocean currents, tidal currents, and thermal energy.<\/li>\n<\/ol>\n<\/li>\n<li><strong style=\"color: #000000;\">Ports, Shipping, and Marine Tourism:<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li><strong>Port-led Development:<\/strong> India is focusing on port-led development with the vast network of port connectivity. India comprises 200 ports, of which 12 are major ports that handled 541.76 million tonnes in FY21.<\/li>\n<li><strong>Shipping and Maritime Transport: <\/strong>India has the largest merchant shipping fleets among the developing countries. Around<span style=\"color: #ff0000;\"> 95% of the country\u2019s trade by volume and 68% by value is moved through maritime transport<\/span>. Hence, shipping sector has the potential to provide sustainable livelihood opportunities.<\/li>\n<li><strong>Coastal tourism:<\/strong>\u00a0Coastal Tourism has contributed largely to the development of India&#8217;s tourism sector and livelihood creation.<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\"><strong>Ocean Science and Services:<\/strong><\/span>\n<ol style=\"list-style-type: lower-alpha;\">\n<li><strong>Observations, data, and information services:<\/strong>\u00a0The data set and information services help in providing information regarding <span style=\"color: #ff0000;\">Marine Fishery Advisories<\/span>, <span style=\"color: #ff0000;\">Ocean State Forecasts<\/span>, <span style=\"color: #ff0000;\">Tsunami and Storm Surge Early Warnings<\/span>, <span style=\"color: #ff0000;\">Sea Level Rise<\/span>, <span style=\"color: #ff0000;\">Oil Spill Trajectories<\/span>. These are key to enhancing the safety of lives and livelihoods of coastal communities.<\/li>\n<li><strong>Conservation of Marine Biodiversity: <\/strong>Sustainable use of ocean helps in the conservation of marine and coastal biodiversity.<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\"><strong>Employment Opportunities:<\/strong><\/span>\u00a0Blue economy provides an avenue for employment generation to the burgeoning youth population. For ex- Enhanced employment opportunities in <span style=\"color: #ff0000;\">Fishing and Aquaculture<\/span>, <span style=\"color: #ff0000;\">Marine Tourism<\/span>, <span style=\"color: #ff0000;\">Shipbuilding<\/span> etc.<\/li>\n<\/ol>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc3\"><\/a>What are the challenges associated with Blue Economy in India?<\/strong><\/span><\/span><\/h2>\n<ol>\n<li><strong>Overfishing:<\/strong>\u00a0Overfishing has <span style=\"color: #ff0000;\">emerged as a major challenge in India&#8217;s coastal waters<\/span>. It has led to the <span style=\"color: #ff0000;\">depletion of fish stocks<\/span> and <span style=\"color: #ff0000;\">harming of the marine ecosystem<\/span>. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Depletion of fishery resources in the Palk Bay Area<\/span> due to bottom trawling.<\/li>\n<li><strong>Marine Pollution:<\/strong>\u00a0Pollution from sources such as oil spills, plastic waste, and industrial effluent harm the marine ecosystems and have negative impacts on the blue economy. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Oil spill in Chennai<\/span> originating from the <span style=\"color: #ff0000;\">Chennai Petroleum Corporation Ltd (CPCL&#8217;s) refinery<\/span>.<\/li>\n<li><strong>Lack of Infrastructure:<\/strong> The lack of ports, airports, and road connectivity has hampered the development and expansion of economic activities in these regions.<\/li>\n<li><strong>Piracy and International Conflicts:<\/strong>\u00a0The piracy in the Indian Ocean region near the Red Sea and <span style=\"color: #ff0000;\">unsecured sea lanes of transport<\/span> are a major threat to the development of Indian Shipping Industry. By prioritizing ecosystem restoration, biodiversity protection, and sustainable fisheries, India can set the tone for cooperative management, rather than competitive exploitation.<\/li>\n<li><strong>Resilience<\/strong>: As the climate crisis intensifies, ocean nations must focus on adaptation &amp; preparedness. India can lead by establishing a Regional Resilience &amp; Ocean Innovation Hub &#8211; one that strengthens ocean observation networks, improves early warning systems, and transfer technology to Small Island Developing States and African coastline nations.<\/li>\n<li><strong>Inclusive Growth:\u00a0<\/strong>The Indian Ocean must become a driver of prosperity for all littoral states. Green shipping, offshore renewable energy, sustainable aquaculture, and marine biotechnology offer pathways to development that are compatible with climate goals.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Skill Development Initiatives:<\/strong>\u00a0Skill development initiatives along with<span style=\"color: #ff0000;\">\u00a0preservation of traditional knowledge<\/span> are integral to harnessing the full potential of the blue economy and ensuring prosperity for all.<\/li>\n<li><strong>Blue Diplomacy Cadre:<\/strong>\u00a0We must aim to develop a &#8216;blue diplomacy cadre&#8217; through the use of policies and platforms such as <span style=\"color: #ff0000;\">SAGAR<\/span>, <span style=\"color: #ff0000;\">IORA<\/span>, <span style=\"color: #ff0000;\">BIMSTEC<\/span>, <span style=\"color: #ff0000;\">SAARC<\/span> in the Indo-Pacific region. This will be helpful in peaceful resolution of all international disputes and securing global maritime transport routes.<\/li>\n<li><strong>Coastal and Marine Spatial Planning:<\/strong>\u00a0This scientific approach should be used to <span style=\"color: #ff0000;\">analyse and allocate coastal and marine resources<\/span> over space and time.
