The Morning Voice<\/figcaption><\/figure>\n<ul>\n<li>The Bureau of Port Security is a dedicated body proposed to strengthen security oversight of <strong>ports, ships, and maritime infrastructure<\/strong>.<\/li>\n<li><strong>Legal status:<\/strong> The Bureau of Port Security shall be constituted as a <strong>statutory body<\/strong> under <strong>Section 13<\/strong> of the newly promulgated <strong>Merchant Shipping Act, 2025<\/strong>.<\/li>\n<li><strong>Ministry involved:<\/strong> The Bureau shall function under the aegis of the <strong>Ministry of Ports, Shipping and Waterways (MoPSW)<\/strong>.<\/li>\n<li><strong>Functions<\/strong>\n<ul>\n<li>The Bureau shall carry out <strong>regulatory and oversight functions<\/strong> relating to the security of <strong>ships and port facilities<\/strong> across the country.<\/li>\n<li>It will have the <strong>legal authority to enforce<\/strong> compliance with the <strong>International Ship and Port Facility Security (ISPS) Code.<\/strong><\/li>\n<li><strong>Intelligence and Cybersecurity: <\/strong>The Bureau shall ensure timely <strong>analysis, collection, and exchange<\/strong> of security-related information, with a special focus on <strong>cyber security<\/strong>.\n<ul>\n<li>It will include a <strong>dedicated division<\/strong> to protect port <strong>IT infrastructure<\/strong> from <strong>digital and cyber threats<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Structure<\/strong>\n<ul>\n<li><strong>Interim:<\/strong> The <strong>Director General of Shipping (DGS)<\/strong> will hold additional charge as the <strong>DG of BoPS<\/strong> for the initial one-year transition period.<\/li>\n<li><strong>Permanent:<\/strong> The bureau will subsequently be led by a senior <strong>IPS<\/strong> officer (Pay Level-15) to ensure rigorous regulatory enforcement.<\/li>\n<li>The<strong> Central Industrial Security Force (CISF)<\/strong> has been officially designated as a <strong>Recognised Security Organisation (RSO)<\/strong>.\n<ul>\n<li>This empowers the <strong>CISF<\/strong> to conduct mandatory security assessments, perform audits, and prepare security plans for all port facilities, including private terminals.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>\u201cGraded security\u201d <\/strong><strong>model<\/strong><strong>:<\/strong> The <strong>security protocols<\/strong> will be customized based on a <strong>port\u2019s location, trade volume, and vulnerability<\/strong>, rather than a <strong>\u201cone-size-fits-all\u201d approach.<\/strong><\/li>\n<li><strong>Includes private ports:<\/strong> Its <strong>regulations<\/strong> and CISF <strong>security audits<\/strong> are <strong>mandatory for all ports<\/strong> operating in India, including <strong>private entities<\/strong> like Mundra or Krishnapatnam.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Union Home Minister chaired a meeting to constitute a statutory Bureau of Port Security to strengthen port and vessel security.
