{"id":35254,"date":"2018-10-31T16:00:21","date_gmt":"2018-10-31T10:30:21","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35254"},"modified":"2018-10-31T16:00:21","modified_gmt":"2018-10-31T10:30:21","slug":"debt-project-delays-worry-bhutan","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/debt-project-delays-worry-bhutan\/","title":{"rendered":"Debt, project delays worry Bhutan:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-national\/debt-project-delays-worry-bhutan\/article19639762.ece\">Debt, project delays worry Bhutan<\/a>:<\/p>\n<p><strong>Context:<\/strong><\/p>\n<p>Recently, the Doklam stand-off brought a spotlight on India-Bhutan ties however there is need for greater focus on other issues like hydropower project construction.<\/p>\n<p><strong>What is the role of Hydropower in Bhutan\u2019s economy?<\/strong><\/p>\n<ul>\n<li>Hydropower projects are critical for the Bhutanese economy.<\/li>\n<li>They have been at the core of Bhutan\u2019s plans for self-reliance since the first five-year plans in 1961<\/li>\n<\/ul>\n<p><strong>What are the emerging challenges?<\/strong><\/p>\n<ul>\n<li>At present Bhutan is facing growing debt burden due to delays in hydropower projects.<\/li>\n<li>As of July 2017, Bhutan\u2019s debt to India for the three major ongoing projects: Mangdechhu, Punatsangchhu 1 and 2 is approximately \u20b912,300 crores<\/li>\n<li>This accounts for 77% of the country\u2019s total debt, and is 87% of its GDP.<\/li>\n<li>A major reason for delays in hydropower projects is attributed to the fact that India is at present a power-surplus country and the demand growth was slower than expected.<\/li>\n<\/ul>\n<p><strong>What proposals has the Bhutanese Hydropower Committee put forward for India?<\/strong><\/p>\n<ul>\n<li>To only undertake any new projects after the current projects being undertaken by NHPC are commissioned;<\/li>\n<li>to move from \u201crun of the river\u201d projects currently favoured to only a few major \u201creservoir\u201d projects;<\/li>\n<li>To undertake only those that come with Inter-governmental guarantees rather than joint ventures between Indian and Bhutanese entities.<\/li>\n<\/ul>\n<p><strong>What is India\u2019s response?<\/strong><\/p>\n<ul>\n<li>The Government has looked at the proposals of the Bhutanese hydropower committee however; it has also accepted that it would be difficult to meet many of them, as India\u2019s own power sector needs to compete.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Debt, project delays worry Bhutan: Context: Recently, the Doklam stand-off brought a spotlight on India-Bhutan ties however there is need for greater focus on other issues like hydropower project construction.
