Recent incidents, such as the Bhagirathpura tragedy in Indore, where contaminated water led to multiple deaths, highlight a persistent governance failure. Similar outbreaks have been reported in Mahisagar, Gujarat, Tiruvallur, Tamil Nadu, and Sambhalpur, Odisha, indicating that unsafe water is a <strong>national, not local, problem<\/strong>.<\/p>\n<h2><strong>Scale of the Crisis<\/strong><\/h2>\n<ul>\n<li>Between 2005 and 2022, over <strong>98 crore cases of major water-borne diseases<\/strong> \u2014 including Acute Diarrhoeal Disease, Typhoid, Viral Hepatitis, and Cholera \u2014 were reported, causing more than <strong>50,000 deaths<\/strong>.<\/li>\n<li>According to NITI Aayog, nearly <strong>2 lakh people die annually<\/strong> in India due to inadequate access to safe water.<\/li>\n<li>India ranks <strong>120th out of 122 countries<\/strong> on the global Water Quality Index, with approximately <strong>70 percent of water sources contaminated<\/strong>.<\/li>\n<\/ul>\n<h2><strong>Economic and Social Impact<\/strong><\/h2>\n<ul>\n<li>Contaminated water leads to <strong>lost workdays, higher medical expenses, and reduced labour productivity<\/strong>.<\/li>\n<li>An estimated <strong>7 million people are affected annually<\/strong>, resulting in a loss of around <strong>73 million working days<\/strong>.<\/li>\n<li>The human and economic costs of unsafe water are closely linked and <strong>affect national development and livelihoods<\/strong>.<\/li>\n<\/ul>\n<h2><strong>Root Causes of Unsafe Drinking Water<\/strong><\/h2>\n<ul>\n<li>The main problem is not always the source of water but its <strong>journey through aging and poorly maintained infrastructure<\/strong>.<\/li>\n<li>In many cities, <strong>sewage contaminates drinking water pipes<\/strong>, often due to poor coordination between municipal departments, road authorities, and utility agencies.<\/li>\n<li>Lack of <strong>accurate underground utility mapping<\/strong> causes accidental damage to water and sewer pipelines, allowing contamination during pressure drops.<\/li>\n<li>Urban programmes like <strong>AMRUT 2.0<\/strong> focus more on laying new pipelines rather than <strong>maintaining existing networks, safety protocols, and monitoring systems<\/strong>.<\/li>\n<\/ul>\n<h2><strong>Governance and Institutional Challenges<\/strong><\/h2>\n<ul>\n<li>Municipal bodies often act as <strong>provider, tester, and regulator<\/strong> simultaneously, creating a <strong>conflict of interest<\/strong>.<\/li>\n<li>Absence of an <strong>independent water regulator<\/strong> prevents enforcement of standards and transparency of water quality data.<\/li>\n<li>Governance remains <strong>reactive<\/strong>, with interventions occurring only after outbreaks, rather than through <strong>preventive measures<\/strong>.<\/li>\n<\/ul>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ul>\n<li>There is a need for <strong>better underground utility mapping<\/strong> to prevent contamination from construction and pipeline damage.<\/li>\n<li>An <strong>independent water regulator<\/strong> should separate service provision from auditing and enforcement.<\/li>\n<li>Urban water programmes should shift from <strong>coverage targets to \u201cwater safety at the tap\u201d<\/strong>, ensuring the quality of water delivered to households.<\/li>\n<li>Continuous monitoring, transparent reporting, and preventive governance mechanisms should be <strong>prioritized over reactive emergency responses<\/strong>.<\/li>\n<li>Safe drinking water should be treated as a <strong>Constitutional obligation and foundational economic necessity<\/strong>, not merely a welfare measure.<\/li>\n<\/ul>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p>Unsafe drinking water is a <strong>recurring public health and economic crisis<\/strong> in India.
