It ensures efficient allocation of water across sectors such as agriculture, domestic use, industry, livestock, and the environment, promoting <strong>climate resilience<\/strong> and <strong>sustainable development<\/strong>. In India, water budgeting has been implemented under schemes like <strong>Atal Bhujal Yojna (2019)<\/strong> and the <strong>National Water Mission (2018)<\/strong>. Recently, NITI Aayog piloted water budgeting in <strong>18 Aspirational Blocks (2025)<\/strong> using the <strong>\u2018Varuni App\u2019<\/strong>, integrating spatial and non-spatial data for precise assessment.<\/p>\n<h2><strong>Need for Water Budgeting:<\/strong><\/h2>\n<ol>\n<li>India\u2019s <strong>per capita water availability<\/strong> has dropped from <strong>5177 m\u00b3 in 1951 to 1545 m\u00b3 in 2011<\/strong>, and the number of over-exploited groundwater blocks rose from <strong>839 in 2004 to 1034 in 2014<\/strong>.<\/li>\n<li><strong>Excessive groundwater extraction<\/strong>, shrinking rivers, pollution, and erratic rainfall due to climate change have aggravated water scarcity.<\/li>\n<li>Future projections suggest that by 2030, India\u2019s <strong>water demand (1.5 trillion m\u00b3)<\/strong> may far exceed its current supply (<strong>740 billion m\u00b3<\/strong>), affecting agriculture, industry, and livelihoods.<\/li>\n<li>Water budgeting allows identification of <strong>water surplus and deficit areas<\/strong>, optimizes resource allocation, and supports planning for <strong>infrastructure, irrigation efficiency, and water conservation measures<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Methodology:<\/strong><\/h2>\n<ol>\n<li>Water sources assessed include <strong>rainfall, glaciers, rivers, springs, tanks, wetlands, groundwater, coastal water, and wastewater<\/strong>.<\/li>\n<li>Demand is calculated for <strong>domestic, agricultural, livestock, industrial, tourism, and ecological needs<\/strong>.<\/li>\n<li>Tools like the <strong>Varuni App<\/strong> use advanced data analytics and remote sensing to generate block-level water budgets.<\/li>\n<li>Blocks are categorized based on <strong>geography and climate<\/strong>, including coastal, arid, semi-arid, plateau, Himalayan cold desert, and reservoir-dominated regions.<\/li>\n<\/ol>\n<h2><strong>Challenges:<\/strong><\/h2>\n<ol>\n<li><strong>Data gaps<\/strong> at local levels make accurate water budgeting difficult.<\/li>\n<li><strong>Limited technical capacity<\/strong> among local bodies and Gram Panchayats hampers adoption of tools like the Varuni App.<\/li>\n<li><strong>Stakeholder coordination<\/strong> among farmers, industries, local communities, and policymakers remains a challenge.<\/li>\n<li><strong>Infrastructure deficiencies<\/strong>, such as insufficient groundwater recharge and surface water storage, restrict effective implementation.<\/li>\n<li>Integration of water budgeting into <strong>Central and State Water Policies<\/strong> is still incomplete, delaying systematic adoption.<\/li>\n<\/ol>\n<h2><strong>Way Forward:<\/strong><\/h2>\n<ol>\n<li>Expand water budgeting from pilot blocks to <strong>village, GP, district, and State levels<\/strong>, with public access to data for transparency.<\/li>\n<li>Conduct <strong>capacity-building programs<\/strong> for local officials and community members to utilize digital tools efficiently.<\/li>\n<li>Encourage <strong>participatory decision-making<\/strong> to align policies with local needs and ensure equitable water distribution.<\/li>\n<li>Promote <strong>efficient use of water<\/strong> by maximizing rainwater harvesting, surface water utilization, and minimizing groundwater dependence.<\/li>\n<li>Incorporate water budgeting into <strong>central and state water policies<\/strong> with a <strong>time-bound action plan<\/strong> to ensure nationwide implementation.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>Water budgeting is essential for India to meet its future water demands, reduce scarcity, and maintain water quality.
