Its road deaths are far higher than China, which records only <strong>36% of India\u2019s total<\/strong>, and the United States, which records <strong>25%<\/strong>.<\/li>\n<li><strong> Deaths concentrated in limited districts: <\/strong>In <strong>2023 and 2024<\/strong>, about <strong>3.5 lakh people died<\/strong> in <strong>9.68 lakh road accidents<\/strong> across India. Of these, <strong>89,085 deaths occurred in just 100 districts<\/strong>, accounting for <strong>over one-fourth of total fatalities<\/strong>.<\/li>\n<li><strong>Time of accidents and emergency response gap: <\/strong>About <strong>53% of all deaths occur between 6 pm and 12 am<\/strong>. After accidents, <strong>eight out of ten victims are hospitalised without using the 108 ambulance service<\/strong>, showing weak emergency coverage.<\/li>\n<li><strong>Road network and fatality distribution: <\/strong>India has the <strong>second-largest road network in the world<\/strong>, covering <strong>about 63.45 lakh km<\/strong>. However, <strong>63% of road crash fatalities occur outside National Highways<\/strong>, showing that local roads drive most deaths.<\/li>\n<li><strong> Limited enforcement impact: <\/strong>Among violations, <strong>speeding accounts for 19% of deaths<\/strong>, followed by <strong>rash driving (7%)<\/strong> and <strong>dangerous overtaking (3%)<\/strong>. Enforcement remains weak at the local level.<\/li>\n<\/ol>\n<h2><strong>What Are India\u2019s Road Safety Challenges<\/strong><\/h2>\n<ol>\n<li><strong> Engineering defects <\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong> Road engineering as the main contributor: <\/strong>Around <strong>59% of fatalities do not involve any traffic violation<\/strong>, clearly pointing to <strong>poor road design and engineering failures<\/strong> as major causes of deaths.<\/li>\n<li><strong>Frequent engineering defects on roads: <\/strong>Common issues include <strong>damaged crash barriers, faded or missing pavement markings, unprotected hard structures, wrong or damaged signage, and inadequate illumination<\/strong>. These defects appear repeatedly across districts.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Accidents occur in known locations: <\/strong>Most crashes are concentrated in <strong>specific road stretches, crash-prone spots, and police station areas<\/strong>. These locations repeatedly report fatalities every year.<\/li>\n<li><strong> Crash patterns causing maximum deaths:<\/strong> <strong>Rear-end, head-on, and pedestrian crashes account for 72% of all fatalities<\/strong>. These crashes are closely linked to design flaws, visibility issues, and poor separation of traffic.<\/li>\n<li><strong>Weak Vehicle Safety Standards in India-<\/strong> Crash tests carried out by the Global New Car Assessment Programme (NCAP) in 2014 revealed that some of India\u2019s top-selling car models failed the UN (United Nations)\u2019s frontal impact crash test.<\/li>\n<li><strong>Lack of Golden Hour Treatment- <\/strong>Lack of rapid trauma care on highways leads to high fatalities.<\/li>\n<\/ol>\n<h2><strong>Evidence from High-Risk Districts<\/strong><\/h2>\n<ol>\n<li><strong> State-wise spread of severe districts: Uttar Pradesh accounts for most of the top 20 districts<\/strong> with high fatalities. <strong>Tamil Nadu has 19 severe districts<\/strong>, followed by <strong>Maharashtra (11)<\/strong>, <strong>Karnataka (9)<\/strong>, and <strong>Rajasthan (8)<\/strong>.<\/li>\n<li><strong> Critical corridors and hotspots:<\/strong> About <strong>54% of all fatalities occur on 18 identified corridors<\/strong> managed by the National Highways Authority of India and state PWDs. These corridors include <strong>379 critical locations<\/strong>.<\/li>\n<li><strong> Intensity of deaths in severe districts:<\/strong> Each of the 100 severe districts records an <strong>average of 455 deaths every year<\/strong>. <strong>58% of deaths occur at crash-prone locations<\/strong>, while <strong>42% occur on critical corridors<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Initiatives Taken<\/strong><\/h2>\n<ol>\n<li><strong> Formulation of National Road Safety Policy (NRSP), 2010- <\/strong>The policy was formulated based on the recommendations of S Sundar Committee. Some important highlights are-<br \/>\n(a) Establishment of a Road Safety Information Database.<br \/>\n(b) Periodical review of road design standards and Vehicle safety standards.<br \/>\n(c)\u00a0 Creation of a National\u00a0Road Safety Council to supervise matters related to road safety.<\/li>\n<li><strong> Establishment of District Road Safety Committees (DRSC)- <\/strong>Established under the Section 215 of the Motor Vehicle Act of 1988. These have been entrusted with creation of a district road safety plan and an emergency medical plan.<\/li>\n<li><strong> Passage of Motor Vehicles (Amendment) Act 2019-\u00a0<\/strong>GOI has tried to enhance the road safety measures through this act.<br \/>\n(a) Creating a National Road Safety Board to advise the government on traffic management.<\/li>\n<\/ol>\n<p>(b) Higher fines for traffic rule violations.<br \/>\n(c) Recalling defective vehicles which are dangerous for the environment and people.<br \/>\n(d) Creation of a \u2018Solatium Fund\u2019 for victims of hit-and-run accidents.<br \/>\n(e) Punishment to the owner for violations committed by Juvenile.<br \/>\n(f)\u00a0 Automated testing for driver\u2019s licence and fitness certificate (FC).<br \/>\n(g) Protection of Good Samaritans from civil and criminal liability.<\/p>\n<ol start=\"4\">\n<li><strong> Focused national assessment: <\/strong>The Ministry of Road Transport and Highways and SaveLIFE Foundation jointly identified and ranked the <strong>100 most severe districts<\/strong>, highlighting where deaths occur and why.<\/li>\n<li><strong> Global commitment to reduction: <\/strong>India is a signatory to the Stockholm Declaration on Road Safety, which sets a target to <strong>reduce road deaths and injuries by 50% by 2030<\/strong>.<\/li>\n<li><strong> Some global initiatives for Road Safety<\/strong><\/li>\n<\/ol>\n<p><strong>Brasilia Declaration on Road Safety (2015)- <\/strong>India is a signatory to the Declaration.<\/p>\n<p>The countries plan to achieve Sustainable Development Goal 3.6 i.e., to halve the number of global deaths and injuries from road traffic accidents by 2030.<\/p>\n<p><strong>Decade of Action for Road Safety 2021-2030- <\/strong>The UN General Assembly adopted resolution \u201cImproving global road safety\u201d with the ambitious target of preventing at least 50% of road traffic deaths and injuries by 2030.<\/p>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong> Corridor-wise road safety surveys: <\/strong>NHAI and state PWDs should conduct <strong>comprehensive road safety surveys<\/strong> on each critical corridor to identify repeated engineering defects.<\/li>\n<li><strong> Site-specific engineering correction:<\/strong> Crash-prone locations need <strong>location-specific fixes<\/strong> based on existing IRC and MoRTH guidelines rather than broad solutions.<\/li>\n<li><strong> Strengthening enforcement capacity:<\/strong> Critical police stations must be upgraded with <strong>adequate manpower<\/strong> to improve enforcement at high-fatality locations.<\/li>\n<li><strong> Improving ambulance coverage:<\/strong> All <strong>108 ambulances should be audited<\/strong> for compliance, with a clear target to handle <strong>75% of hospitalisations<\/strong> after crashes.<\/li>\n<li><strong> Better coordination using existing schemes: <\/strong>No new schemes are required. <strong>Current budgets must align engineering repair, enforcement, and hospital readiness <\/strong>through better coordination.<\/li>\n<li><strong>Implementation of the important recommendations of the KS Radhakrishnan panel on Road Safety\u2013<\/strong> The important ones are<\/li>\n<\/ol>\n<p>(a) Compulsory Audit on road safety by the state governments<\/p>\n<p>(b) Creating awareness among people on road safety rules, insurance policies<\/p>\n<p>(c) Providing enough compensation to victims on time.<\/p>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p>Road deaths in India follow clear patterns. <strong>Over one-fourth of fatalities occur in just 100 districts<\/strong>, many at fixed locations and times. <strong>Engineering failures, weak emergency response, and local enforcement gaps<\/strong> drive outcomes more than violations. Using existing schemes, fixing known road defects, strengthening police stations, and improving ambulance reach can sharply reduce deaths without new policies or budgets.<\/p>\n<p><strong>Question for Practice:<\/strong><\/p>\n<p>Despite multiple policy interventions, road accidents in India continue to rise.
