{"id":35429,"date":"2018-10-31T17:21:40","date_gmt":"2018-10-31T11:51:40","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35429"},"modified":"2018-10-31T17:21:40","modified_gmt":"2018-10-31T11:51:40","slug":"caste-in-new-moulds","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/caste-in-new-moulds\/","title":{"rendered":"Caste in new moulds:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/indianexpress.com\/article\/opinion\/editorials\/reservations-other-backward-classes-obc-caste-in-new-moulds-4813741\/\"><span style=\"font-weight: 400;\">Caste in new moulds<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The Union cabinet\u2019s decision to set up a commission to explore the creation of subcategories in the central list of the Other Backward Classes is a move in the right direction.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This step has been taken with the proposals submitted by the Ministry of Social Justice and Empowerment, the National Commission for Backward Classes and a Parliamentary Standing Committee towards addressing grievances among OBCs regarding reservations in central government jobs and educational institutions.<\/span><\/li>\n<\/ul>\n<p><b>The need for subcategories:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The OBC is an umbrella category that, at the Centre, clubs together nearly 5,000 castes that are at different stages of social, political and economic advancement.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It is a reasonable assumption that the better empowered castes in the OBC list have cornered the benefits of reservation to the exclusion of the rest.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Thus, the creation of subcategories could go some way in addressing the problem.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Moreover, in many states OBC lists have already been subcategories and the system has, by and large, worked.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Besides, there are no legal restrictions towards creating subcategories in the OBC list.<\/span><\/li>\n<\/ul>\n<p><b>Suggestions:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The sub-categorisation needs to be done systematically and after rigorous scrutiny of the necessary data regarding income, education, employment etc, as required by the law.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The process must be guarded from various pressure groups, considering that reservation is a politically fraught subject.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Caste in new moulds:\u00a0 Context: The Union cabinet\u2019s decision to set up a commission to explore the creation of subcategories in the central list of the Other Backward Classes is a move in the right direction.
