PIB<\/figcaption><\/figure>\n<ul>\n<li>The C2S Programme is an <strong>umbrella capacity-building initiative <\/strong>to build <strong>semiconductor design capacity<\/strong>, covering academic institutions across India.<\/li>\n<li><strong>Nodal Ministry:<\/strong> Ministry of Electronics and Information Technology (<strong>MeitY<\/strong>)<\/li>\n<li><strong>Nodal Agency:<\/strong> Centre for Development of Advanced Computing <strong>(C-DAC)<\/strong><\/li>\n<li><strong>Outlay and timeline:<\/strong> It launched in <strong>2022<\/strong>, with a total <strong>outlay of \u20b9250 crore over five years.<\/strong><\/li>\n<li><strong>Objectives<\/strong>\n<ul>\n<li>The Programme <strong>targets<\/strong> the <strong>development of 85,000 industry-ready professionals<\/strong> across undergraduate, postgraduate, and doctoral levels.<\/li>\n<li>It aims to catalyse the <strong>incubation of 25 start-ups<\/strong> and enable <strong>10 technology transfers<\/strong>.<\/li>\n<li>It also seeks to provide <strong>access to SMART lab facilities<\/strong>, <strong>train one lakh students<\/strong>, generate <strong>50 patents<\/strong>, and support at <strong>least 2,000 focused research publications<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Functioning :<\/strong> It caters to the <strong>whole electronics value chain<\/strong> through:\n<ul>\n<li><strong>Specialized Manpower Training:<\/strong> The program provides <strong>in-depth hands-on exposure to chip designing, fabricating, and testing<\/strong> through periodic training provided jointly with industry partners.<\/li>\n<li><strong>Design Infrastructure Support:<\/strong> Providing access to <strong>Electronic Design Automation (EDA) tools<\/strong> (e.g., from Siemens, Cadence, Synopsys, Mentor Graphics, Silvaco, Ansys, Keysight), access to <strong>foundries for fabrication in MPW<\/strong> (Multi-Project Wafer) mode, support for <strong>packaging<\/strong> of chips, support for <strong>testing and characterization<\/strong>, and having an <strong>IP Core Repository.<\/strong><\/li>\n<li><strong>Centralized Design Facility:<\/strong> The C2S Programme initiated the <strong>ChipIN Centre at C-DAC,<\/strong> which is <strong>one of the biggest design facilities in the country<\/strong>, and is a <strong>centralized design<\/strong> facility providing <strong>high-end chip design infrastructure<\/strong> directly to the semiconductor design community in India.\n<ul>\n<li>The <strong>ChipIN Centre<\/strong> has <strong>state-of-the-art tools<\/strong> which support the entire chip design cycle <strong>up to a 5nm or advanced node technology,<\/strong> and aggregate services for fabricating designs at foundries and packaging.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Collaborative Projects:<\/strong> There are initiatives to promote <strong>Academia \u2013 Industry Collaborative Projects, Grand Challenges, Hackathons, and Requests for Proposals (RFPs)<\/strong> for the development of System\/SoC\/IP Core.<\/li>\n<li><strong>Participation of Startups and MSME:<\/strong> Startups and MSMEs can also apply under various categories, using expertise from Academic institutions and R&amp;D organisations.<\/li>\n<li>The <strong>MeitY Startup Hub (MSH)<\/strong> provides <strong>facilitation and monitors innovation and IPR activities<\/strong>, bringing together incubator centres and startups.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Key Outcomes of the C2S programme<\/strong><\/li>\n<\/ul>\n<figure id=\"attachment_354385\" aria-describedby=\"caption-attachment-354385\" style=\"width: 475px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-354385 \" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/01\/Source-PIB-1-1.jpg?resize=475%2C269&#038;ssl=1\" alt=\"Key Outcomes of the C2S programme\" width=\"475\" height=\"269\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/01\/Source-PIB-1-1.jpg?resize=300%2C170&amp;ssl=1 300w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/01\/Source-PIB-1-1.jpg?resize=768%2C435&amp;ssl=1 768w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/01\/Source-PIB-1-1.jpg?w=946&amp;ssl=1 946w\" sizes=\"auto, (max-width: 475px) 100vw, 475px\" \/><figcaption id=\"caption-attachment-354385\" class=\"wp-caption-text\">Source &#8211;
