Infrastructural Gaps<\/strong><\/p>\n<ul>\n<li><strong>Observation Network:<\/strong>\n<ul>\n<li><strong>Density:<\/strong> Lack of Automatic Weather Stations (AWS) at the <strong>Nyaya Panchayat<\/strong> level leading to &#8220;Blank Spots.&#8221;<\/li>\n<li><strong>Radars:<\/strong> Insufficient Doppler Weather Radar (DWR) coverage for the entire state (critical for predicting <em>Kal-Baisakhi<\/em> storms).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Technology:<\/strong>\n<ul>\n<li><strong>Nowcasting:<\/strong> Limited accuracy in predicting localized events like lightning (major killer in Mirzapur\/Sonbhadra) 3-4 hours in advance.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>B. Dissemination Challenges<\/strong><\/p>\n<ul>\n<li><strong>Digital Divide:<\/strong> Small farmers unable to access apps like <em>Meghdoot<\/em> or <em>Damini<\/em> due to lack of smartphones\/internet in remote areas.<\/li>\n<li><strong>Language Barrier:<\/strong> Technical jargon in forecasts often misunderstood by rural communities.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> <a id=\"t3\"><\/a>Policy &amp; Institutional Framework (Solutions)<\/strong><\/li>\n<\/ol>\n<p><strong>Trend:<\/strong> <strong>&#8220;Decentralized Forecasting&#8221;<\/strong> and <strong>&#8220;Climate Resilience.&#8221;<\/strong><\/p>\n<p><strong>A. Recent Initiatives <\/strong><\/p>\n<ul>\n<li><strong>WINDS Program (Weather Information Network Data System):<\/strong>\n<ul>\n<li><strong>Launch:<\/strong> UP Agriculture Department initiated this mega-project in late 2024\/2025.<\/li>\n<li><strong>Target:<\/strong> Installing <strong>308 Automatic Weather Stations (AWS)<\/strong> at Block level and <strong>55,570 Rain Gauges<\/strong> at Gram Panchayat level.<\/li>\n<li><strong>Goal:<\/strong> To generate &#8220;Hyper-local&#8221; weather data for accurate <em>Fasal Bima<\/em> (Crop Insurance) claims.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Mission Mausam (Central Linkage):<\/strong>\n<ul>\n<li>UP is a beneficiary of this 2024-launched mission, receiving funds for upgrading radars in <strong>Lucknow<\/strong> and new installations in Western UP.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>B. UP State Action Plan on Climate Change (SAPCC &#8211; Revised)<\/strong><\/p>\n<ul>\n<li><strong>Alignment:<\/strong> Revised to align with India\u2019s <strong>&#8220;Panchamrit&#8221;<\/strong> (Net Zero) goals.<\/li>\n<li><strong>Focus Areas:<\/strong>\n<ul>\n<li><strong>Climate Smart Agriculture:<\/strong> Promotion of heat-tolerant wheat varieties (<em>DBW-187<\/em>).<\/li>\n<li><strong>Urban Resilience:<\/strong> &#8220;Cool Roof&#8221; policies mandated in the <strong>State Capital Region (SCR)<\/strong> to combat Urban Heat Islands.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>C. Technological Interventions<\/strong><\/p>\n<ul>\n<li><strong>Damini App:<\/strong> Aggressive promotion in 2024-25 to warn citizens of lightning strikes 30-40 mins in advance (using GPS location).<\/li>\n<li><strong>Prahari App:<\/strong> Used for flood forecasting and monitoring river levels in the Terai belt.<\/li>\n<\/ul>\n<p><strong>Current Affairs Linkage :<\/strong><\/p>\n<ul>\n<li><strong>Flood of August 2025:<\/strong> The rapid flooding in the Ganga-Yamuna belt (breaking 2013 records) highlighted the need for better <strong>&#8220;Trans-boundary River Forecasting&#8221;<\/strong> coordination with Uttarakhand and Nepal.<\/li>\n<li><strong>Digital Crop Survey:<\/strong> In 2025, UP linked weather station data directly with the <strong>&#8220;Digital Crop Survey&#8221;<\/strong> portal to automate drought declaration, reducing the time for relief disbursement from months to weeks.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>This post is part of our UP Special (Geography) Syllabus Decode with Focused Themes.
