Status &amp; Production<\/strong><\/p>\n<ul>\n<li><strong>Leading Producer:<\/strong> UP is India&#8217;s leading producer of <strong>Mango, Guava, Potato, and Peas<\/strong>.<\/li>\n<li><strong>Production Statistics :<\/strong> Horticulture production rose to <strong>~53 Million Tonnes<\/strong>, contributing over <strong>33%<\/strong> to the state&#8217;s Agricultural GVA.<\/li>\n<li><strong>Key Belts:<\/strong>\n<ul>\n<li><strong>Mango:<\/strong> Malihabad (Lucknow) and Saharanpur.<\/li>\n<li><strong>Guava:<\/strong> Prayagraj (Allahabad Safeda) and Kaushambi.<\/li>\n<li><strong>Potato:<\/strong> Agra-Farrukhabad-Kannauj belt.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>B. Policy &amp; Initiatives<\/strong><\/p>\n<ul>\n<li><strong>Mission for Integrated Development of Horticulture (MIDH):<\/strong> Focus on establishment of <strong>Centers of Excellence (CoE)<\/strong>.\n<ul>\n<li><em>CoE for Sweet Potato:<\/em> Mirzapur.<\/li>\n<li><em>CoE for Vegetables:<\/em> Chandauli (Indo-Israel project).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Perishable Cargo Centers:<\/strong> Near airports (Varanasi\/Lucknow) to boost exports to Gulf nations.<\/li>\n<\/ul>\n<p><strong>Current Affairs Linkage :<\/strong><\/p>\n<ul>\n<li><strong>Dragon Fruit Expansion:<\/strong> Under the &#8220;Bundelkhand Special Package,&#8221; UP successfully expanded Dragon Fruit (Kamalam) cultivation to <strong>Chitrakoot and Jhansi<\/strong>, offering \u20b930,000\/hectare subsidy.<\/li>\n<li><strong>Digital Crop Survey:<\/strong> UP became the first state to digitally map horticultural crops in 2025 to streamline insurance claims for vegetable growers.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong> <a id=\"t2\"><\/a>Aquaculture (The &#8220;Blue Revolution&#8221;)<\/strong><\/li>\n<\/ol>\n<p><strong>Trend:<\/strong> <strong>&#8220;Inland Fisheries&#8221;<\/strong> and <strong>&#8220;River Ranching.&#8221;<\/strong><\/p>\n<p><strong>A. Potential &amp; Production<\/strong><\/p>\n<ul>\n<li><strong>Resources:<\/strong> UP has vast inland resources\u20141.95 Lakh km of rivers\/canals and ~4 Lakh hectares of reservoirs.<\/li>\n<li><strong>Production:<\/strong> Fish production has <strong>doubled<\/strong> in the last decade, crossing <strong>9 Lakh Metric Tonnes<\/strong> in 2024-25.<\/li>\n<li><strong>River Ranching:<\/strong> Regular release of fingerlings into the Ganga (Varanasi\/Kanpur) to maintain ecological balance.<\/li>\n<\/ul>\n<p><strong>B. Schemes<\/strong><\/p>\n<ul>\n<li><strong>Pradhan Mantri Matsya Sampada Yojana (PMMSY):<\/strong>\n<ul>\n<li><strong>Focus:<\/strong> Establishment of <strong>Recirculatory Aquaculture Systems (RAS)<\/strong> and Biofloc units in water-scarce areas.<\/li>\n<li><strong>Fish Mall:<\/strong> Construction of ultra-modern wholesale fish markets in <strong>Chandauli<\/strong> and <strong>Gorakhpur<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Chief Minister Matsya Sampada Yojana:<\/strong> Additional state subsidy to convert <em>Gram Sabha<\/em> ponds into fish farming units.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> <a id=\"t3\"><\/a>Sericulture (The &#8220;Silk Route&#8221; of UP)<\/strong><\/li>\n<\/ol>\n<p><strong>Trend:<\/strong> <strong>&#8220;Import Substitution&#8221;<\/strong> and <strong>&#8220;Silk Tourism.&#8221;<\/strong><\/p>\n<p><strong>A. Types of Silk in UP<\/strong><\/p>\n<ul>\n<li><strong>Mulberry (Shahtoot):<\/strong> Produced in Terai districts (Bahraich, Shravasti).<\/li>\n<li><strong>Tasar:<\/strong> Produced in Vindhyan districts (Sonbhadra, Mirzapur, Chandauli) using <em>Arjun\/Asan<\/em> trees.<\/li>\n<li><strong>Eri:<\/strong> Introduced in semi-arid zones like Kanpur\/Fatehpur.<\/li>\n<\/ul>\n<p><strong>B. Infrastructure &amp; Marketing<\/strong><\/p>\n<ul>\n<li><strong>Silk Exchange:<\/strong> Establishing a &#8220;Silk Exchange&#8221; in <strong>Varanasi<\/strong> to stop the migration of weavers to Karnataka for raw material.<\/li>\n<li><strong>Thread Banks:<\/strong> Setting up <strong>&#8220;Yarn Banks&#8221;<\/strong> in Mau and Mubarakpur to provide raw silk at subsidized rates.<\/li>\n<\/ul>\n<p><strong>Current Affairs Linkage :<\/strong><\/p>\n<ul>\n<li><strong>Silk Yarn Bank Policy:<\/strong> In 2025, the UP government announced a <strong>50% subsidy on silk yarn<\/strong> for registered weavers in Varanasi to counter rising raw material costs.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong> <a id=\"t4\"><\/a>Floriculture (The &#8220;Fragrance Economy&#8221;)<\/strong><\/li>\n<\/ol>\n<p><strong>Trend:<\/strong> <strong>&#8220;Aroma Mission&#8221;<\/strong> and <strong>&#8220;Wellness Industry.&#8221;<\/strong><\/p>\n<p><strong>A. Major Flower Clusters<\/strong><\/p>\n<ul>\n<li><strong>Kannauj:<\/strong> Roses and Marigolds for the <strong>Attar (Perfume)<\/strong> industry.<\/li>\n<li><strong>Varanasi:<\/strong> Marigold and Rose for religious tourism (Temples).<\/li>\n<li><strong>Lucknow\/Aligarh:<\/strong> Gladiolus and Tuberose for cut-flower markets.<\/li>\n<\/ul>\n<p><strong>B. Development Strategies<\/strong><\/p>\n<ul>\n<li><strong>Polyhouse Farming:<\/strong> Subsidies (50-75%) for setting up Greenhouses to grow exotic flowers (Gerbera\/Carnation).<\/li>\n<li><strong>International Flower Festival:<\/strong> Organized annually at Governor House (Lucknow) and now extended to <strong>Noida<\/strong> to attract NCR markets.<\/li>\n<\/ul>\n<p><strong>Current Affairs Linkage :<\/strong><\/p>\n<ul>\n<li><strong>NBRI Collaboration:<\/strong> The UP Government tied up with <strong>CSIR-NBRI<\/strong> (National Botanical Research Institute) in 2025 to introduce new varieties of &#8220;Heat-Tolerant Roses&#8221; suitable for the changing climate of Central UP.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong> <a id=\"t5\"><\/a>Arboriculture (Tree Cultivation &amp; Agro-Forestry)<\/strong><\/li>\n<\/ol>\n<p><strong>Trend:<\/strong> <strong>&#8220;Carbon Credits&#8221;<\/strong> and <strong>&#8220;Tree Outside Forest (TOF).&#8221;<\/strong><\/p>\n<p><strong>A. Agro-Forestry (Wood Economy)<\/strong><\/p>\n<ul>\n<li><strong>Focus Species:<\/strong> Poplar (Matchstick industry in Bareilly), Eucalyptus (Paper industry), and Melia Dubia (Plywood).<\/li>\n<li><strong>Policy:<\/strong> Relaxation in felling and transit rules for agro-forestry species to encourage farmers.<\/li>\n<\/ul>\n<p><strong>B. Carbon Credit Model (Pioneering Move)<\/strong><\/p>\n<ul>\n<li><strong>Carbon Farming:<\/strong> UP is the <strong>first state<\/strong> to link farmers with the carbon market.\n<ul>\n<li><strong>Mechanism:<\/strong> Farmers planting trees on boundaries (<em>Medh Par Ped<\/em>) earn credits sold to industries.<\/li>\n<li><strong>Pilot:<\/strong> Launched in Gorakhpur and Saharanpur with <strong>TERI<\/strong> and <strong>IIT-Roorkee<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Current Affairs Linkage :<\/strong><\/p>\n<ul>\n<li><strong>Pre-Payment System:<\/strong> In a historic first (July 2024\/25), the UP government distributed <strong>advance payments<\/strong> to farmers against expected carbon credits to motivate tree plantation, creating a new &#8220;Green Income&#8221; stream.<\/li>\n<\/ul>\n<ol start=\"6\">\n<li><strong> <a id=\"t6\"><\/a>Viticulture (The Niche Sector)<\/strong><\/li>\n<\/ol>\n<p><strong>Trend:<\/strong> <strong>&#8220;Fruit Wine&#8221;<\/strong> and <strong>&#8220;Sub-tropical Grapes.&#8221;<\/strong><\/p>\n<p><strong>A. Current Status<\/strong><\/p>\n<ul>\n<li><strong>Limited Scale:<\/strong> Grape cultivation is limited to Western UP (Muzaffarnagar\/Saharanpur) due to climatic constraints.<\/li>\n<li><strong>Research:<\/strong> CISH (Lucknow) is developing sub-tropical grape varieties suited for North Indian summers.<\/li>\n<\/ul>\n<p><strong>B. The &#8220;Fruit Wine&#8221; Policy<\/strong><\/p>\n<ul>\n<li><strong>New Excise Policy :<\/strong>\n<ul>\n<li><strong>Incentive:<\/strong> <strong>100% Excise Duty exemption<\/strong> for 5 years for wineries producing wine from <em>locally grown<\/em> fruits (Mango, Jamun, Guava, Grapes).<\/li>\n<li><strong>First Winery:<\/strong> Inaugurated in <strong>Malihabad<\/strong> to produce Mango Wine, opening a new avenue for Viticulture and fruit processing.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Impact on Development of UP<\/strong><\/p>\n<ol>\n<li><strong>Doubling Farmers&#8217; Income:<\/strong> Diversification into high-value crops (Floriculture\/Sericulture) breaks the low-income wheat-paddy cycle.<\/li>\n<li><strong>Export Boost:<\/strong> Horticulture and processed goods (ODOP) now contribute significantly to UP&#8217;s <strong>\u20b91.75 Lakh Crore<\/strong> export basket.<\/li>\n<li><strong>Women Empowerment:<\/strong> Sericulture and Floriculture are labor-intensive, employing &gt;60% women workforce.<\/li>\n<li><strong>Environmental Resilience:<\/strong> Arboriculture (Carbon credits) helps UP meet its &#8220;Net Zero&#8221; and &#8220;15% Green Cover&#8221; targets.<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>This post is part of our UP Special (Agriculture) Syllabus Decode with Focused Themes.
