Transport Infrastructure (The Pioneer Sector)<\/strong><\/p>\n<ul>\n<li><strong>Roadways (Bus Terminals):<\/strong> Modernizing old bus stations into &#8220;Busports&#8221; with malls and hotels.\n<ul>\n<li><em>Status:<\/em> First phase includes 23 bus terminals.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Expressways:<\/strong> While main carriageways are EPC (State-funded), <strong>Wayside Amenities<\/strong> (Rest stops, EV charging) are developed via PPP.<\/li>\n<li><strong>Logistics:<\/strong> Multi-Modal Logistics Parks (MMLPs) at Dadri and Kanpur being developed by private players under the state&#8217;s warehousing policy.<\/li>\n<\/ul>\n<p><strong>B. Health Infrastructure (One District One Medical College)<\/strong><\/p>\n<ul>\n<li><strong>Objective:<\/strong> To establish medical colleges in unserved districts (e.g., Maharajganj, Sambhal) where the government provides district hospitals and land, while private players bring capital\/expertise.<\/li>\n<li><strong>Model:<\/strong> <strong>VGF Model<\/strong> (Viability Gap Funding) where the Center and State share the subsidy cost.<\/li>\n<\/ul>\n<p><strong>C. Tourism &amp; Heritage (Adaptive Reuse)<\/strong><\/p>\n<ul>\n<li><strong>Heritage Hotels:<\/strong> Converting historical forts and palaces (e.g., Chunar Fort, Barua Sagar) into heritage hotels.\n<ul>\n<li><strong>Policy:<\/strong> <strong>&#8220;Adaptive Reuse Policy&#8221;<\/strong> allows private players to lease heritage sites for 30-90 years.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> <a id=\"t3\"><\/a>Issues &amp; Challenges<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Revenue Risk:<\/strong> Private players fear low footfall in remote districts (e.g., Medical colleges in Chitrakoot\/Shravasti).<\/li>\n<li><strong>Land Acquisition:<\/strong> Delays in handing over encumbrance-free land often stall the &#8220;Appointed Date&#8221; for projects.<\/li>\n<li><strong>User Charges:<\/strong> Political sensitivity towards increasing tolls or bus fares impacts project viability.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong> <a id=\"t4\"><\/a>Current Affairs Linkages <\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Bus Terminal Modernization (March 2025):<\/strong> The UPSRTC awarded a major PPP contract worth <strong>\u20b92,700 Crore<\/strong> to modernize 6 key bus terminals (including <em>Ayodhya Dham<\/em>, <em>Lucknow-Gomti Nagar<\/em>, and <em>Prayagraj Civil Lines<\/em>) into airport-like hubs.<\/li>\n<li><strong>Heritage PPP Projects (July 2025):<\/strong> The UP Cabinet approved the leasing of <strong>11 Heritage Sites<\/strong> (including <em>Talbehat Fort<\/em> in Lalitpur and <em>Chattar Manzil<\/em> in Lucknow) to private hotel chains for conservation and tourism.<\/li>\n<li><strong>Medical Colleges (March 2025):<\/strong> Foundation stones were laid for new PPP-mode medical colleges in <strong>Baghpat, Hathras, and Kasganj<\/strong>, utilizing the VGF scheme to bridge the funding gap.<\/li>\n<li><strong>Jewar Connectivity (Sept 2025):<\/strong> The PPP Appraisal Committee (PPPAC) approved the <strong>Greenfield Link Expressway<\/strong> connecting Jewar Airport to the Delhi-Mumbai Expressway under the HAM model.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>This post is part of our UP Special (Economy) Syllabus Decode with Focused Themes.
