The PM may also nominate additional trustees.<\/span><\/li>\n<li><b>Audit and transparency:<\/b><span style=\"font-weight: 400;\"> The Supreme Court stated that PM CARES is a public charitable trust and there is <\/span><b>no requirement for audit by the Comptroller and Auditor General of India. The Centre stated that it is not a public authority under the RTI Act.<\/b><\/li>\n<li><b>Utilisation of funds:<\/b><span style=\"font-weight: 400;\"> The fund is meant to deal with emergency or distress situations and to provide relief to affected persons.<\/span><\/li>\n<\/ul>\n<h2>About the Prime Minister\u2019s National Relief Fund<\/h2>\n<ul>\n<li><b>Established in:<\/b><span style=\"font-weight: 400;\"> The fund was created in January 1948 to assist displaced persons from Pakistan.<\/span><\/li>\n<li><b>Funding source:<\/b><span style=\"font-weight: 400;\"> It is funded fully through voluntary public contributions without government budgetary support.<\/span><\/li>\n<li><b>Administration:<\/b><span style=\"font-weight: 400;\"> The Prime Minister serves as ex-officio Chairperson, assisted by staff on an honorary basis.<\/span><\/li>\n<li><b>Audit and transparency:<\/b><span style=\"font-weight: 400;\"> The fund is <\/span><b>audited annually by an independent non-government <\/b><span style=\"font-weight: 400;\">auditor and is <\/span><b>not treated as a public authority under the RTI Act.<\/b><\/li>\n<li><b>Utilisation of funds:<\/b><span style=\"font-weight: 400;\"> The resources are used for immediate relief to families affected by natural calamities, accidents, riots and also to assist with high-cost medical treatments (e.g., cardiac surgery, kidney transplants, cancer care).<\/span><\/li>\n<\/ul>\n<h2>About the National Defence Fund<\/h2>\n<ul>\n<li><b>Established in:<\/b><span style=\"font-weight: 400;\"> The fund was created in <\/span><span style=\"font-weight: 400;\">1962, <\/span><span style=\"font-weight: 400;\">after the Indo-China War,<\/span> <span style=\"font-weight: 400;\">to <\/span><span style=\"font-weight: 400;\">support the welfare of Indian Armed Forces personnel, para-military forces, and their dependents<\/span><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><b>Funding source:<\/b><span style=\"font-weight: 400;\"> It relies only on voluntary donations from the public.<\/span><\/li>\n<li><b>Administration:<\/b><span style=\"font-weight: 400;\"> An Executive Committee administers the fund, with the Prime Minister as Chairperson and Defence, Finance, and Home Ministers as as Members.<\/span><\/li>\n<li><b>Audit and transparency:<\/b><span style=\"font-weight: 400;\"> It is not subject to the CAG\u2019s statutory audit, unlike regular defence expenditures audited.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News&#8211; The PMO informed the Lok Sabha Secretariat that questions related to PM CARES, PMNRF, and NDF are not admissible under Lok Sabha rules.
