He alleged that the Minister held a press conference on the Indo-US trade deal before briefing Parliament while it was in session.<\/p>\n<h2>About Breach of Privilege Notice<\/h2>\n<ul>\n<li data-start=\"1445\" data-end=\"1582\">A Breach of Privilege is the violation of respective rights and immunities of either <strong>House of Parliament<\/strong> and <strong>State Legislative Assembly.<\/strong><\/li>\n<li>It is treated as a <strong data-start=\"1604\" data-end=\"1623\">serious offence<\/strong> and is punishable by the concerned House.<\/li>\n<li data-start=\"2036\" data-end=\"2077\"><strong>Sources of Parliamentary Privileges<\/strong>\n<ul>\n<li data-start=\"2081\" data-end=\"2108\">Constitutional provisions\n<ul>\n<li data-start=\"1882\" data-end=\"1966\"><strong data-start=\"1882\" data-end=\"1897\">Article 105<\/strong> \u2013 Powers, privileges and immunities of Parliament and its members.<\/li>\n<li data-start=\"1969\" data-end=\"2029\"><strong data-start=\"1969\" data-end=\"1984\">Article 194<\/strong> \u2013 Similar provisions for State Legislatures.<\/li>\n<\/ul>\n<\/li>\n<li data-start=\"2111\" data-end=\"2139\">Laws enacted by Parliament, Rules of Procedure of both Houses, Parliamentary conventions and Judicial interpretations.<\/li>\n<\/ul>\n<\/li>\n<li data-start=\"2111\" data-end=\"2139\"><strong>Procedure to move notice<\/strong>\n<ul>\n<li data-start=\"2111\" data-end=\"2139\">Under certain rule which are mentioned below a member of parliament submits a written notice to the Lok Sabha Speaker and Chairman of Rajya Sabha-\n<ul>\n<li data-hveid=\"CAUQAA\" data-processed=\"true\"><span class=\"T286Pc\" data-sfc-cp=\"\" data-processed=\"true\"><strong class=\"Yjhzub\" data-processed=\"true\">Lok Sabha:<\/strong>\u00a0Rule 222 in Chapter 20 of the Lok Sabha Rules.<\/span><\/li>\n<li data-hveid=\"CAUQAQ\" data-processed=\"true\"><span class=\"T286Pc\" data-sfc-cp=\"\" data-processed=\"true\"><strong class=\"Yjhzub\" data-processed=\"true\">Rajya Sabha:<\/strong>\u00a0Rule 187 in Chapter 16 of the Rajya Sabha Rules.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li data-start=\"2243\" data-end=\"2280\"><strong>Examples of Breach of Privilege<\/strong>\n<ul>\n<li data-start=\"2284\" data-end=\"2360\">Making <strong data-start=\"2291\" data-end=\"2325\">false or defamatory statements<\/strong> about Parliament or its members.<\/li>\n<li data-start=\"2363\" data-end=\"2424\">Casting reflections on the <strong data-start=\"2390\" data-end=\"2421\">impartiality of the Speaker<\/strong>.<\/li>\n<li data-start=\"2427\" data-end=\"2511\">Publishing <strong data-start=\"2438\" data-end=\"2479\">false, distorted or premature reports<\/strong> of parliamentary proceedings.<\/li>\n<li data-start=\"2514\" data-end=\"2579\">Publishing committee evidence before it is tabled in the House.<\/li>\n<li data-start=\"2582\" data-end=\"2635\"><strong data-start=\"2582\" data-end=\"2626\">Threatening, obstructing or intimidating<\/strong> an MP.<\/li>\n<li>Announcing important <strong>executive decisions outside Parliament<\/strong> during session, bypassing legislative scrutiny.<\/li>\n<\/ul>\n<\/li>\n<li data-start=\"2785\" data-end=\"2815\"><strong>Committee of Privileges<\/strong>\n<ul>\n<li data-start=\"2819\" data-end=\"2893\">Each House has a <strong data-start=\"2836\" data-end=\"2863\">Committee of Privileges<\/strong> to examine cases of breach.<\/li>\n<li data-start=\"2896\" data-end=\"2960\">It performs <strong data-start=\"2908\" data-end=\"2935\">semi-judicial functions<\/strong> and recommends action.<\/li>\n<li data-start=\"2963\" data-end=\"3001\"><strong data-start=\"2963\" data-end=\"2987\">Lok Sabha Committee:<\/strong> 15 members.<\/li>\n<li data-start=\"3004\" data-end=\"3042\"><strong data-start=\"3004\" data-end=\"3030\">Rajya Sabha Committee:<\/strong> 10 members.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: A DMK MP, Tiruchi Siva, has moved a privilege notice against Commerce Minister Piyush Goyal.
