{"id":355848,"date":"2026-02-11T16:42:17","date_gmt":"2026-02-11T11:12:17","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=355848"},"modified":"2026-02-11T16:42:17","modified_gmt":"2026-02-11T11:12:17","slug":"removal-of-lok-sabha-speaker","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/removal-of-lok-sabha-speaker\/","title":{"rendered":"Removal of Lok Sabha speaker"},"content":{"rendered":"<p><b>News- <\/b><span style=\"font-weight: 400;\">The Opposition on February 10 moved a no-confidence motion seeking the removal of the Lok Sabha Speaker, which will be examined and processed as per rules.<\/span><\/p>\n<h2>About Removal of Lok Sabha speaker<\/h2>\n<p><b>Constitutional Provisions: <\/b><span style=\"font-weight: 400;\">Article 94 of the Constitution provides for vacation, resignation, and removal of the Speaker and Deputy Speaker of the House of the People.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Vacation<\/b><span style=\"font-weight: 400;\">: <\/span><b>Under Article 94(a), <\/b><span style=\"font-weight: 400;\">the Speaker or Deputy Speaker vacates office <\/span><b>if they cease to be a member of the House.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Resignation<\/b><span style=\"font-weight: 400;\">: <\/span><b>Under Article 94(b),<\/b><span style=\"font-weight: 400;\"> they may <\/span><b>resign by writing<\/b><span style=\"font-weight: 400;\"> under their hand.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Removal<\/b><span style=\"font-weight: 400;\">: <\/span><b>Under Article 94(c), <\/b><span style=\"font-weight: 400;\">they may be <\/span><b>removed by a resolution of the House passed by a majority of all the then members.<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The procedure is <\/span><b>governed by Rules 200 to 203 of the Rules of Procedure and Conduct of Business in Lok Sabha.<\/b><\/p>\n<p><span style=\"text-decoration: underline;\"><b>Procedure for Removal<\/b><\/span><\/p>\n<ul>\n<li><b>Notice Requirement:<\/b>\n<ul>\n<li>A written notice must be <b>submitted to the Secretary-General of the Lok Sabha.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The notice may be given <\/span><b>jointly by two or more members.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">At <\/span><b>least 14 days\u2019 notice is mandatory<\/b><span style=\"font-weight: 400;\"> before the resolution can be moved.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Listing of Motion: <\/b><span style=\"font-weight: 400;\">After the notice period, the motion for leave to move the resolution is listed for a <\/span><b>day fixed by the presiding authority<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><b>Support Threshold: <\/b><span style=\"font-weight: 400;\">When the motion is taken up, <\/span><b>at least 50 members must rise in their places to support it.<\/b><\/li>\n<li><b>Discussion Timeline<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\"> If the required support is met, the motion is <\/span><b>admitted and must be taken up within 10 days.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The discussion is <\/span><b>strictly confined to the specific charges mentioned in the resolution<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Voting Condition: <\/b>Removal requires a resolution <b>passed by a majority of all the then members of the House.<\/b><\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><b>Rights During Removal Proceedings<\/b><\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> The Speaker has the <\/span><b>right to speak and take part in proceedings.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">They may vote in the first instance but cannot exercise a casting vote in case of equality.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Even after dissolution, the Speaker continues in office until the first meeting of the new House.<\/span><\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><b>Historical Context<\/b><\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> No-confidence motions against the Speaker were moved against <\/span><b>Ganesh Vasudev Mavalankar (1954), Hukam Singh (1966), and Balram Jakhar (1987).\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\"> In all three cases, the motions failed and none were removed from office.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News- The Opposition on February 10 moved a no-confidence motion seeking the removal of the Lok Sabha Speaker, which will be examined and processed as per rules.
