Imports are used to bridge this gap.<\/li>\n<li><strong>Rainfed Production Base: <\/strong>Nearly <strong>80% of pulse production depends on rainfed areas<\/strong>, which makes output uncertain and vulnerable to weather risks.<\/li>\n<li><strong> Recovery After Decline: <\/strong>Production fell to <strong>16.35 MT in 2015\u201316<\/strong>, requiring <strong>6 MT of imports<\/strong>. The top ten states account for over <strong>91% of national production<\/strong>.<\/li>\n<li><strong>Future Production Outlook: <\/strong>Domestic supply is projected at <strong>30.59 MT by 2030<\/strong> and <strong>45.79 MT by 2047<\/strong>. With focused strategy, supply may reach <strong>48.44 MT by 2030<\/strong> and <strong>63.64 MT by 2047<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Importance of India\u2019s Pulses Sector<\/strong><\/h2>\n<ol>\n<li><strong>Nutritional Security: <\/strong>Pulses provide nearly <strong>one-fourth of non-cereal protein intake<\/strong>, making them essential for balanced diets.<\/li>\n<\/ol>\n<ol>\n<li><strong>Livelihood Support: <\/strong>The sector sustains more than <strong>5 crore farmers and their families<\/strong>, forming a major part of rural income.<\/p>\n<\/li>\n<li>\n<p><strong>Food Security and Sustainability: <\/strong>Pulses are important for food security and support sustainable agriculture with environmental benefits.<\/p>\n<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong>Crop Diversity Across Seasons: <\/strong>India grows <strong>12 pulse crops<\/strong> across kharif, rabi, and summer seasons due to diverse agro-climatic conditions.<\/li>\n<\/ol>\n<h2><strong>Structural Weaknesses and Market Risks in India\u2019s Pulses Sector<\/strong><\/h2>\n<ol>\n<li><strong>Import Sensitivity and Price Impact: <\/strong>A single import decision can reduce consumer prices quickly but may depress domestic prices when supply increases.<\/li>\n<li><strong>Weak MSP Framework: <\/strong>Unlike rice and wheat, pulses lack a reliable procurement system. Under the <strong>Price Support Scheme<\/strong>, procurement ranged between <strong>9% and 12.4%<\/strong> during 2019\u201324.<\/li>\n<li><strong>Inadequate Procurement Infrastructure: <\/strong>Many States do not have sufficient procurement centres. Farmers often sell to private traders regardless of MSP.<\/li>\n<li><strong>Low Investment Trap: <\/strong>Weak price assurance and rainfed risks discourage farmers from investing in pulses. This creates a cycle of low productivity and continued import dependence.<\/li>\n<li><strong>Policy Contradictions and Political Sensitivity: <\/strong>Opening markets to foreign pulses may reduce domestic prices and contradict self-sufficiency goals, increasing political tension.<\/li>\n<\/ol>\n<h2><strong>Government Initiatives for Self-Reliance<\/strong><\/h2>\n<ol>\n<li><strong>Mission for Atmanirbharta in Pulses: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>Announced in Union Budget 2025\u201326 as a six-year focused initiative targeting pigeonpea, black gram, and lentil.<\/li>\n<li>The Mission has a \u20b9<strong>11,440 crore outlay<\/strong>, targeting <strong>310 lakh hectares<\/strong> and <strong>350 lakh tonnes production by 2030\u201331<\/strong>.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Two-Pillar Strategy: <\/strong>Horizontal expansion aims to increase area using rice fallow lands and intercropping. Vertical expansion focuses on yield improvement through better practices and technology.<\/li>\n<li><strong>Technology and Seed Improvement: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>Measures include improved varieties, hybrids, seed treatment, quality assurance, scientific sowing, and integrated nutrient, pest, weed, and water management.<\/li>\n<li><strong>District-Focused Planning: <\/strong>A district-wise quadrant approach identifies clusters for action. Special focus is on <strong>111 high-potential districts contributing 75% of output<\/strong>.<\/li>\n<li><strong>Cluster-Based Seed Systems: <\/strong>\u201cOne Block\u2013One Seed Village\u201d hubs are promoted through FPOs to strengthen seed distribution.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong> Evidence-Based Recommendations: <\/strong>The framework is based on a primary field survey of <strong>885 farmers across Rajasthan, Madhya Pradesh, Gujarat, Andhra Pradesh, and Karnataka<\/strong>, ensuring that the recommendations reflect ground-level realities.<\/li>\n<\/ol>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p>India has improved pulse production but still depends on imports to meet demand.
