{"id":35682,"date":"2018-11-01T11:23:16","date_gmt":"2018-11-01T05:53:16","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35682"},"modified":"2018-11-01T11:23:16","modified_gmt":"2018-11-01T05:53:16","slug":"push-for-law-to-ensure-transparency-rules","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/push-for-law-to-ensure-transparency-rules\/","title":{"rendered":"Push for law to ensure transparency rules:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/news\/national\/push-for-law-to-ensure-transparency-rules\/article19476452.ece\"><span style=\"font-weight: 400;\">Push for law to ensure transparency rules<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The government could consider introducing a new law to ensure transparency of rules, the Economic Survey has recommended.<\/span><\/li>\n<\/ul>\n<p><b>The recommendation<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The problem is that it is not easy for ordinary citizens [and businesses] in India to navigate the multitude of rules, regulations, forms, taxes and procedures imposed by various tiers of government.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Moreover, these rules frequently change and sometimes contradict each other.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Arguing that if the average citizen could easily access the latest rules and regulations in a comprehensible format, India would benefit enormously.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The survey suggests a Transparency of Rules Act (TORA) as a possible solution.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Explaining that it is not referring to the content of the rules but solely about the ease of finding out what the citizen is expected to so.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The Survey said even government officials struggle to keep up with \u2018the latest version\u2019 of complicated rules.<\/span><\/li>\n<\/ul>\n<p><b>TORA<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The TORA is an endeavor to change in some ways the relationship between the average normal citizen and the State.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">All forms of governance are based on citizens being expected to follow the rules.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Unfortunately, in India, very often, the rules are not so transparent.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Push for law to ensure transparency rules:\u00a0 Context The government could consider introducing a new law to ensure transparency of rules, the Economic Survey has recommended.
