It has led to massive infrastructure push by India in the region especially with the launching of Great Nicobar Island Development Project in 2021. However, the region is ecologically sensitive and hence civil society activists wildlife conservationists have alleged that the infrastructure upgrade will harm not only the region&#8217;s coral reefs &amp; marine ecosystems but as well as the indigenous communities, including the largely uncontacted Shompen tribe.<br \/>\nThe Great Nicobar Island Development Project is of critical importance for defence, logistics, commerce &amp; industries, and eco-tourism. The Great Nicobar Island Project aims to take <span style=\"color: #ff0000;\">advantage of this strategic position to enhance India\u2019s role<\/span> in the regional and global maritime economy.<\/li>\n<li><strong>Geo-Security Concerns:<\/strong>\u00a0The <span style=\"color: #ff0000;\">Bay of Bengal<\/span> and <span style=\"color: #ff0000;\">Indian Ocean region<\/span> are vital for India\u2019s strategic and security interests, especially with the <span style=\"color: #ff0000;\">Chinese naval expansion<\/span>. The project will strengthen India\u2019s maritime security and deterrence capabilities.<\/li>\n<li><strong>Upgradation of military infrastructure:<\/strong> The Great Nicobar project also helps in the upgradation of military infrastructure by the establishment of airfields, jetties, and surveillance facilities. A tri-service A&amp;N Command has been operational at Port Blair since 2001. The INS Baaz Naval Air Station is also located at Campbell Bay.<\/li>\n<li><strong>Economic Boost:<\/strong> The project includes an International Container Transshipment Terminal (ICTT), which can make Great Nicobar a significant player in cargo trans-shipment. Transshipment ports area equipped to transfer cargo containers from larger to smaller vessels before they head to their eventual destination. The <span style=\"color: #ff0000;\">ICTT is expected to boost economic activities<\/span> in the region. India has only 1 transshipment port at Vizhinjam in Kerala.<\/li>\n<li><strong>Creation of Job opportunities for locals:<\/strong>\u00a0The Nicobar plan involves the <span style=\"color: #ff0000;\">creation of infrastructure<\/span> (<span style=\"color: #ff0000;\">ports<\/span>, <span style=\"color: #ff0000;\">airports<\/span> etc.). This will help in creation of job opportunities for the locals.<\/li>\n<li><strong>Tourism Development:<\/strong>\u00a0It helps in <span style=\"color: #ff0000;\">creation of tourism prospects in the region<\/span>. This will aid the income generation in the region. The percapita income in Andaman &amp; Nicobar Islands for the year 2015-16 was <span style=\"color: #ff0000;\">Rs. 1,24,361<\/span>. This was <span style=\"color: #ff0000;\">much lower than the percapita income of other Union Territories<\/span> (Chandigarh, Delhi, and Puducherry.)<\/li>\n<li><strong>Social Benefits:<\/strong>\u00a0The Project would help in the creation of affordable state-of-the-art facilities for <span style=\"color: #ff0000;\">healthcare<\/span>, <span style=\"color: #ff0000;\">quality education<\/span>, and <span style=\"color: #ff0000;\">adequate air<\/span>, <span style=\"color: #ff0000;\">sea<\/span> and<span style=\"color: #ff0000;\"> web infrastructure<\/span>. It will also facilitate the delivery of e-governance services such as <span style=\"color: #ff0000;\">telemedicine<\/span> and<span style=\"color: #ff0000;\"> tele-education<\/span>, as a part of the Digital India initiative.<\/li>\n<\/ol>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc3\"><\/a>What are the associated concerns with the project?<\/strong><\/span><\/span><\/h2>\n<ol>\n<li><strong>Threat to biodiversity:<\/strong> Nearly a million trees could be felled as part of the project &amp; nearly 130sq km of pristine forest will be diverted. This could potentially devastate the island\u2019s ecosystem, including <span style=\"color: #ff0000;\">coral reefs<\/span>, <span style=\"color: #ff0000;\">the Nicobar Megapode bird<\/span>, and <span style=\"color: #ff0000;\">leatherback turtles<\/span>. The Nicobar islands are a part of <strong>Sundaland Biodiversity Hotspot<\/strong>. The compensatory afforestation is being planned in Haryana. For e.g. the transshipment port will be located at the Galathea Bay &#8211; which is an ecologically important area that is home to the nesting sites of Leatherback turtles, and where the Galathea river drains into the sea.<\/li>\n<li><strong>Threat to rights of Indigenous Tribes:<\/strong>\u00a0The proposed Nicobar project endangers the rights of the <span style=\"color: #ff0000;\">Shompen<\/span> and <span style=\"color: #ff0000;\">Nicobarese tribes<\/span>, living on the island. It also\u00a0violates the letter and spirit of the <span style=\"color: #ff0000;\">Forest Rights Act<\/span> (2006), which holds the <span style=\"color: #ff0000;\">Shompen as the sole legally empowered authority<\/span> to protect, preserve, regulate and manage the tribal reserve.<\/li>\n<li><strong>Seismic Vulnerability:<\/strong>\u00a0The proposed port which is an integral part of this project, is located in a seismically volatile zone, which <span style=\"color: #ff0000;\">experienced permanent subsidence of around 15 feet during the 2004 tsunami<\/span>. This <span style=\"color: #ff0000;\">raises concerns about the safety and viability of constructing such a large-scale infrastructure project in a high-risk, disaster-prone area<\/span>.<\/li>\n<li><strong>Lack of Adequate Consultation:<\/strong>\u00a0The project has been pushed through without adequate deliberations of all the stakeholders like the <span style=\"color: #ff0000;\">The Tribal Council<\/span>. The National Green Tribunal&#8217;s high-powered committee&#8217;s report reviewing the environmental clearances has also not been made public.<\/li>\n<li><b>Undermining international obligations:<\/b>\u00a0The Galathea Bay Wildlife Sanctuary located in the Great Nicobar Island forms part of a UNESCO World Heritage Site. Hence the <span style=\"color: #ff0000;\">preservation of this pristine biodiversity<\/span> is an <span style=\"color: #ff0000;\">international obligation of India<\/span>. The Galathea Bay WLS &amp; a megapode WLS were de-notified for the project. The Nicobar megapode is a ground-dwelling bird found only on Nicobar islands &amp; the project area will affect its nesting ground.<\/li>\n<li><strong>Lack of adequate Social Impact Assessment:<\/strong>\u00a0The Campbell Bay panchayat has raised concerns regarding the <span style=\"color: #ff0000;\">lack of adequate social impact assessment<\/span> before land acquisition. The project will affect the forests &amp; tribal reserves used by the indigenous Shompen &amp; Nicobarese community. <b>Shompen <\/b>are hunter-gatherers numbering around 250, and are not exposed to regular contact with outside world.\u00a0Increased contact with outsiders, will increase the risks of Shompen tribe to diseases for which their immunity is not developed.<\/li>\n<li><strong>Economic unviability:<\/strong>\u00a0The aspiration to replicate Singapore\/Hong Kong duty-free ports\/free trade zones on remote Great Nicobar Island (2,000 km from Chennai and Kolkata) <span style=\"color: #ff0000;\">without a hinterland, resources or industrial backup<\/span> makes it economically unviable and unrealistic.<\/li>\n<\/ol>\n<h2><span style=\"text-decoration: underline;\"><strong><a id=\"toc4\"><\/a><span style=\"color: #000000; text-decoration: underline;\">What should be the Way Forward?<\/span><\/strong><\/span><\/h2>\n<p>We must aim to address the trilemma of infrastructure development, preserving pristine biodiversity respect and being sensitive to the rights of the indigenous inhabitants, and tribals. Following measures should be adopted to address the trilemma:<\/p>\n<ol>\n<li><strong>Due regards to tribal rights:<\/strong>\u00a0The development work must be carried out with due regard to tribal rights. This should involve proper adherence to policies like the <span style=\"color: #ff0000;\"><strong>Shompen Policy<\/strong> of 2015<\/span>. The <span style=\"color: #ff0000;\">Shompen Policy of 2015 calls for giving priority to tribal rights<\/span> over large scale development proposals.<\/li>\n<li><strong>Separation of security and development capabilities:<\/strong> The security capabilities of Andaman and Nicobar Island need to be addressed separately. This must have no linkage with the developments contemplated for Great Nicobar Island.<\/li>\n<li><strong>Re-assessment of economic feasibility of the project:<\/strong>\u00a0The <span style=\"color: #ff0000;\">project lies equidistant (1,300 km) from established trans-shipment hubs and bunkering ports<\/span> of<span style=\"color: #ff0000;\"> Singapore<\/span>, <span style=\"color: #ff0000;\">Port Klang (Malaysia)<\/span> and <span style=\"color: #ff0000;\">Hambantota<\/span> (Sri Lanka). Hence the economic viability of yet another transshipment terminal in Great Nicobar Island needs to be reassessed, especially since India inaugurated its own trans-shipment terminal in Vizhinjam in Kerala.<\/li>\n<li><strong>Proper Social and Environmental Impact Assessment: <\/strong>Any construction under the Great Nicobar Development plan should involve a proper and detailed Environment Impact Assessment (as mandated by the <span style=\"color: #ff0000;\">Environment Protection Act 1986<\/span>). This will make development more socially and environmentally feasible.<\/li>\n<li><strong>Eco-friendly Construction:<\/strong>\u00a0The construction of infrastructure should be done using eco-friendly practices like<span style=\"color: #ff0000;\"> strict adherence to GRIHA code for building construction<\/span>.<\/li>\n<li><strong>Transparency in Data and Report:<\/strong>\u00a0<span style=\"color: #ff0000;\">NITI Aayog and the agencies participating in planning should maintain transparency in data<\/span>. The government should release the data on the rationale, the process of creation, consulted groups etc. in public domain. This will give a holistic view to critics and supporters.<\/li>\n<li><strong>Enhanced International Cooperation:<\/strong>\u00a0India should <span style=\"color: #ff0000;\">enhance cooperation with countries<\/span> like<span style=\"color: #ff0000;\"> Japan<\/span>, <span style=\"color: #ff0000;\">South Korea<\/span> etc. This will help in developing successful island development models.<\/li>\n<li><strong>Exploration of other Islands:<\/strong>\u00a0Other islands in the the Nicobar group, apart from GNI, like <span style=\"color: #ff0000;\">Little Nicobar, Nancowry, Kamorta and Katchall<\/span> can be explored. These could accommodate most components of such a project, without risking environmental, ecological and anthropological damage on large scale.<\/li>\n<\/ol>\n<p><strong>CONCLUSION:<br \/>\n<\/strong><span style=\"font-weight: 400;\">India needs to achieve the Vision of <em><strong>\u201cHappy and prosperous islanders on ecologically-protected Islands\u201d<\/strong><\/em>.
