ET<\/figcaption><\/figure>\n<ul>\n<li>The EMI Scheme is a <strong>trust-based Customs facilitation scheme<\/strong> that allows <strong>deferred payment of Customs duty.<\/strong><\/li>\n<li><strong>Launched By: <\/strong>The scheme is launched by the <strong>Central Board of Indirect Taxes and Customs<\/strong> under <strong>Section 47(1) of the Customs Act, 1962.<\/strong><\/li>\n<li><strong>Aim<\/strong><strong>: <\/strong>The scheme <strong>enables Eligible Manufacturer Importers<\/strong> to <strong>clear imported goods without paying Customs duty<\/strong> at the <strong>time of clearance<\/strong> and <strong>promotes compliance<\/strong> under the <strong>Authorised Economic Operator (AEO) framework.<\/strong><\/li>\n<li><strong>Implementation period<\/strong><strong>: <\/strong>The facility will remain valid from <strong>1 April 2026 to 31 March 2028.<\/strong><\/li>\n<li><strong>Eligibility criteria<\/strong>\n<ul>\n<li>The importer must have <strong>strong Customs and GST compliance<\/strong>, sound financial standing, adequate turnover, and a clean past track record.<\/li>\n<li>Existing <strong>Authorised Economic Operator (AEO)-T1 entities<\/strong>, including MSMEs, are eligible if they meet the prescribed conditions.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Key features<\/strong>\n<ul>\n<li><strong>Deferred payment facility: <\/strong>The scheme allows <strong>clearance of imported<\/strong> goods <strong>without upfront Customs duty payment<\/strong>, and duty is <strong>payable monthly<\/strong> under the <strong>Deferred Payment of Import Duty Rules, 2016.<\/strong><\/li>\n<li><strong>Progression to higher AEO status: <\/strong>Approved Eligible Manufacturer Importers (EMIs) are encouraged to <strong>obtain AEO-T2 or AEO-T3 status<\/strong> for enhanced facilitation.<\/li>\n<li><strong>Creation of new category: <\/strong>The scheme creates a new category called <strong>Eligible Manufacturer Importers<\/strong> with <strong>duty payable on a monthly basis<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>About Authorised Economic Operator (AEO) Framework<\/h2>\n<ul>\n<li><strong>International basis:<\/strong> The AEO programme operates under the <strong>World Customs Organisation SAFE Framework of Standards<\/strong>, adopted in June <strong>2005<\/strong> to secure the <strong>international supply chain.<\/strong><\/li>\n<li><strong>Nature of programme:<\/strong> It is a <strong>voluntary compliance programme<\/strong> that builds close partnership between <strong>Customs and trade stakeholders<\/strong> in the international supply chain.<\/li>\n<li><strong>Launch and Implementation in India:<\/strong> It was launched by the <strong>Central Board of Indirect Taxes and Customs<\/strong> as a <strong>pilot in 2011,<\/strong> revised in <strong>2016<\/strong>, and is implemented by the <strong>Directorate of International Customs.<\/strong><\/li>\n<li>The <strong>Authorised Economic Operator framework has four categories<\/strong>, which are explained below:\n<ul>\n<li><strong>AEO-T1 (Authorised Economic Operator <\/strong><strong>\u2013 Tier 1):<\/strong> This is the foundational level of certification and is granted on the basis of review of submitted documents.<\/li>\n<li><strong>AEO-T2 (Authorised Economic Operator <\/strong><strong>\u2013 Tier 2):<\/strong> This is the intermediate level of certification and requires document verification along with a physical site visit by Customs authorities.<\/li>\n<li><strong>AEO-T3 (Authorised Economic Operator <\/strong><strong>\u2013 Tier 3):<\/strong> This is the highest level of certification and is granted to businesses that have held AEO-T2 status for at least two years or have AEO-certified partners.<\/li>\n<li><strong>AEO-LO (Authorised Economic Operator <\/strong><strong>\u2013 <\/strong><strong>Logistics Operator):<\/strong> This category is meant for logistics operators such as customs brokers, warehouse operators and transporters, who are part of the supply chain other than importers and exporters.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Recently, the Central Board of Indirect Taxes and Customs issued detailed eligibility conditions and operational guidelines for the EMI scheme.
