Despite progressive provisions, weak enforcement and institutional constraints continue to hinder effective waste management in cities like Delhi.<\/p>\n<h2><strong>Key Provisions of SWM Rules 2026<\/strong><\/h2>\n<ol>\n<li><strong> Four-way Waste Segregation: <\/strong>Waste must now be segregated into <strong>dry, wet, sanitary, and special care waste<\/strong> (e.g., medicines, paint cans, bulbs).<\/li>\n<li><strong> Extended Bulk Waste Generator Responsibility (EBWGR): It <\/strong>applies to generators producing <strong>&gt;100 kg waste\/day<\/strong>, occupying <strong>&gt;20,000 sq m<\/strong>, or using <strong>&gt;40,000 litres of water\/day<\/strong>. There is mandatory <strong>on-site treatment of wet waste<\/strong> or certified disposal.<\/li>\n<li><strong> Restrictions on Landfill Dumping: <\/strong>Only <strong>non-recyclable and inert waste<\/strong> allowed in landfills. Higher landfill fees for <strong>unsegregated waste<\/strong>.<\/li>\n<li><strong> Legacy Waste Management: <\/strong>Mandatory <strong>mapping of dumpsites<\/strong> and time-bound <strong>biomining and bioremediation<\/strong>.<\/li>\n<li><strong> Digital Monitoring System: <\/strong>Creation of a <strong>centralised portal<\/strong> to track waste generation, transportation, processing and disposal.<\/li>\n<\/ol>\n<h2><strong>Key Challenges<\/strong><\/h2>\n<ol>\n<li><strong> Weak Enforcement by Urban Local Bodies (ULBs): <\/strong>Municipal capacity remains limited, resulting in <strong>mixed waste reaching landfills<\/strong>.<\/li>\n<li><strong> Poor Segregation at Source: <\/strong>Public participation is inadequate, and waste collectors often <strong>remix segregated waste<\/strong>, eroding trust.<\/li>\n<li><strong> Legacy Landfill Crisis: <\/strong>Large dumps such as <strong>Ghazipur Landfill<\/strong>, <strong>Bhalaswa Landfill<\/strong>, and <strong>Okhla Landfill<\/strong> continue to release methane and pollutants.<\/li>\n<li><strong> Pollution from Waste-to-Energy Plants: <\/strong>Incinerators have been linked with emissions of <strong>toxic substances such as dioxins and furans<\/strong>.<\/li>\n<li><strong> Institutional and Financial Constraints: <\/strong>Limited municipal budgets and <strong>poor fee collection systems<\/strong> weaken waste management infrastructure.<\/li>\n<li><strong> Environmental and Health Impacts: <\/strong>Waste burning significantly contributes to <strong>air pollution, methane emissions, and urban heat stress<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong> Strengthen Segregation at Source: <\/strong>Mandatory household segregation with <strong>strict penalties and incentives<\/strong>.<\/li>\n<li><strong> Capacity Building of ULBs: <\/strong>Improve funding, technical capacity, and accountability mechanisms.<\/li>\n<li><strong> Decentralised Waste Processing: <\/strong>Promote <strong>composting, biomethanation, and material recovery facilities<\/strong> at ward level.<\/li>\n<li><strong> Integrate Informal Waste Sector: <\/strong>Formal recognition and integration of <strong>waste pickers into recycling systems<\/strong>.<\/li>\n<li><strong> Rationalise Waste-to-Energy Projects: <\/strong>Limit WtE plants to <strong>non-recyclable fractions only<\/strong> and enforce strict emission standards.<\/li>\n<li><strong> Public Awareness and Community Participation: <\/strong>Partnerships with NGOs, RWAs, and local communities for behavioural change.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong> While the SWM Rules 2026 provide a stronger regulatory framework, their success depends on <strong>effective enforcement, citizen participation, and decentralised waste processing<\/strong>.
