{"id":35782,"date":"2018-11-01T11:44:49","date_gmt":"2018-11-01T06:14:49","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35782"},"modified":"2018-11-01T11:44:49","modified_gmt":"2018-11-01T06:14:49","slug":"lets-talk-about-a-supplemental-income","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/lets-talk-about-a-supplemental-income\/","title":{"rendered":"Let\u2019s talk about a supplemental income:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/lets-talk-about-a-supplemental-income\/article19441336.ece\"><span style=\"font-weight: 400;\">Let\u2019s talk about a supplemental income<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There has been a lot of discussion on universal basic income (UBI) in both developed and developing countries<\/span><\/li>\n<\/ul>\n<p><b>Explanation:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The primary objective of UBI is to enable every citizen to have a certain minimum income.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The term \u2018universal\u2019 is meant to connote that the minimum or basic income will be provided to everyone irrespective of whatever their current income is.<\/span><\/li>\n<\/ul>\n<p><b>Issues:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The adoption of a universal basic income can impose a burden on the fisc which is well beyond the capabilities of most developing countries, including India.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is necessary to first decide whether income supplements should be \u2018universal\u2019 or limited to certain easily identifiable groups. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Most calculations involving the provision of income to one and all are beyond the capabilities of the present Central government Budget unless the basic income is fixed at too low a level.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is extremely difficult to cut so-called implied subsidies or hidden subsidies in order to fund resources.<\/span><\/li>\n<\/ul>\n<p><b>Unresolved Concerns:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There is a philosophical question, whether support to vulnerable sections should be in the form of goods and services or as cash.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Cash gives the discretion to beneficiaries to spend it any way they like. But it is assumed they would be wise in their discretion.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On the other hand, the provision of services or goods directly to beneficiaries may be directed to achieve certain objectives in terms of nutrition or health or education. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In the provision of services, the concern is about leakages and quality of service.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">As far as India is concerned, there \u00a0are a whole lot of services provided by the state, and it would be impossible to knock them off and substitute them with general income support.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Let\u2019s talk about a supplemental income:\u00a0 Context: There has been a lot of discussion on universal basic income (UBI) in both developed and developing countries Explanation: The primary objective of UBI is to enable every citizen to have a certain minimum income.
