{"id":35793,"date":"2018-11-01T11:49:23","date_gmt":"2018-11-01T06:19:23","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35793"},"modified":"2018-11-01T11:49:23","modified_gmt":"2018-11-01T06:19:23","slug":"a-patchy-green","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/a-patchy-green\/","title":{"rendered":"A patchy green:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/indianexpress.com\/article\/opinion\/columns\/niti-aayog-draft-national-energy-policy-arvind-panagariya-4785430\/\"><span style=\"font-weight: 400;\">A patchy green<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Draft national energy policy still in the draft form and waiting for government\u2019s approval<\/span><\/p>\n<p><b> Loopholes in the policy:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">It does not define roles, responsibilities and accountabilities.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It does not provide a timeline for delivery and there is no discussion on financing.<\/span><\/li>\n<\/ul>\n<p><b>Solution:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Niti Aayog, should extend its mandate unilaterally and map each of its policy recommendations against existing institutions of governance, and where there are mismatches or misalignment, offer suggestions for plugging the institutional lacunae.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It should demand \u201cdifferentiated responsibility\u201d from the international community in managing and mitigating the existential risk arising from this development.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It must push its economy on to a low carbon growth trajectory.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Access to clean technologies like carbon capture and sequestration, cellulosic biofuels and hydrogen fuel cells.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">A separate system need to be created to enable the development and distribution of cleaner fuels.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> The report suggests that the list of policy to dos\u2019 should be monitored by a committee of secretaries chaired by the CEO of Niti Aayog.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0The process supervised by a steering committee chaired by the PM and comprising members of the cabinet.<\/span><\/li>\n<\/ul>\n<p><b>India\u2019s energy policy:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The government has emphasized the importance of pegging India\u2019s energy policy on the following three essential varieties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">1.India\u2019s per capita energy consumption may be a fraction of the per capital energy consumption of the developed world.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2.Its energy policy must, in consequence, focus on increasing the share of renewable in the energy basket and on greening fossil fuels.<\/span><\/p>\n<p><span style=\"font-size: 1rem;\">3.It must leverage technology and innovation to render renewable affordable and accessible.<\/span><\/p>\n<p><b>Challenges in implementation of policy:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> \u00a0There is a clean energy thread running through these components.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Managing energy consumption, energy efficiency, production and distribution of coal, electricity generation, transmission and distribution, supply of oil\/gas, refining and distribution of oil and installation, generation and distribution of renewable.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Currently, there is no institutional platform for mediating the complex of vested interests and stakeholders engaged with different aspects of the energy sector.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> There is a misalignment between the horizontally structured, vertically layered division of responsibilities between the central, state, and municipal governments.<\/span><\/li>\n<\/ul>\n<p><b>Conclusion:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">India must fast-track the implementation of a green energy agenda.
