{"id":35842,"date":"2018-11-01T11:59:16","date_gmt":"2018-11-01T06:29:16","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35842"},"modified":"2018-11-01T11:59:16","modified_gmt":"2018-11-01T06:29:16","slug":"make-in-india-yet-to-spur-manufacturing-says-panel","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/make-in-india-yet-to-spur-manufacturing-says-panel\/","title":{"rendered":"\u2018Make In India\u2019 yet to spur manufacturing, says panel:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-business\/make-in-india-yet-to-spur-manufacturing-says-panel\/article19423090.ece\"><span style=\"font-weight: 400;\">\u2018Make In India\u2019 yet to spur manufacturing, says panel<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Parliament Committee shows Concern about poor manufacturing growth<\/b><\/p>\n<p><b> Background:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">T<\/span><span style=\"font-weight: 400;\">he Parliament Standing Committee on Commerce has reviewed the country\u2019s low manufacturing growth despite initiatives such as Make In India, Startup India and FDI reforms that are now more than two years old<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Parliament Standing Committee has urged DIPP to take effective steps to implement initiatives such as Make in India in a \u2018more robust manner\u2019, and all obstacles to the \u2018optimal implementation\u2019 of such programs must be removed in a time-bound manner.<\/span><\/li>\n<\/ul>\n<p><b> Current Growth:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">As per the report tabled in Parliament this Marchabout manufacturing growth averaging just 1.6% in the five years till 2015-16 and a 0.5% contraction in the sector in the first 9 months of FY17,<\/span><\/li>\n<\/ul>\n<p><b> Government Initiative to spur Growth<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In an action taken report tabled in Parliament on 02.08.2017, the Department of Industrial Policy and Promotion (DIPP), under the Ministry of Commerce and Industry, has listed out the several measures taken by the government to promote manufacturing and ease the business environment which are as under:<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">1.A new \u2018National Industrial Corridor Development Authority\u2019 has been created to \u00a0carry out project development activities, apprise and sanction projects, implement and coordinate all central efforts for industrial corridor development of all Industrial Corridors. <\/span><\/p>\n<ol start=\"2\">\n<li><span style=\"font-weight: 400;\">Work on 5 smart cities namely, Dholera in Gujarat;Shendra-Bidkin in Maharashtra; Integrated Industrial Township in Greater Noida (UP); Integrated Industrial Township \u00a0near Ujjain (MP); Global City in Gurgaon, Haryana is \u00a0moving at a fast pace \u00a0in Delhi-Mumbai Industrial Corridor (DMIC). <\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">3.The Perspective Plan for Chennai-Bengaluru Industrial Corridor has been completed.<\/span><\/p>\n<ol start=\"4\">\n<li><span style=\"font-weight: 400;\">ADB is working on Perspective Plan for the Vizag-Chennai phase of the proposed East Coast Economic Corridor. <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Steps taken to expedite the work relating to the Amritsar-Kolkata Industrial Corridor.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">A Memorandum of Understanding (MoU) between China and India has been signed for promoting cooperation between Chinese and Indian enterprises including the development of industrial parks in India, so as to provide a platform for cluster type development of the enterprises of both countries.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">One additional National Investment and Manufacturing Zone (NIMZ) at Kalinganagar, Jajpur district in Odisha has been given in-principle approval, bringing the number of NIMZ\u2019s which have been given in-principle approval to 17.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">8.Under the Modified Industrial Infrastructure Up-gradation Scheme, in-principle approval has been accorded to 21 Industrial projects.<\/span><\/p>\n<ol start=\"9\">\n<li><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">The government intends to provide a robust infrastructure to business through development of various facilities and institutions. \u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Rules and procedures have been simplified and a number of products has been taken off licensing requirements.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">The government intends to provide a robust infrastructure to business through development of various facilities and institutions.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">The Policy in defence sector has been liberalized and FDI cap has been raised from 26% to 49%.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">100% FDI has been allowed in defence sector for modern &amp;
