{"id":35859,"date":"2018-11-01T12:02:10","date_gmt":"2018-11-01T06:32:10","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=35859"},"modified":"2018-11-01T12:33:55","modified_gmt":"2018-11-01T07:03:55","slug":"wco-to-unveil-norms-for-e-commerce-trade","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/wco-to-unveil-norms-for-e-commerce-trade\/","title":{"rendered":"WCO to unveil norms for e-commerce trade:"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-business\/wco-to-unveil-norms-for-e-commerce-trade\/article19411347.ece\"><span style=\"font-weight: 400;\">WCO to unveil norms for e-commerce trade<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<p><b>Context:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Customs body aims to address digital, illegal trade<\/span><\/p>\n<p><b>Introduction:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The World Customs Organization (WCO) will soon bring out guidelines on \u2018cross-border e-commerce\u2019, which will focus on preventing illegal trade as well as addressing the challenges stemming from the \u2018digital divide\u2019, according to the WCO Secretary General Kunio Mikuriya.<\/span><\/li>\n<\/ul>\n<p><b>Focus areas<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">WCO will address issues related to digital divide by looking into what is blocking e-commerce trade, and what kind of enabling environment is needed to support developing countries so that they benefit more from e-commerce.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The new guideline would include provisions to prevent illegal trade and illicit financial flows<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This would be ensured through measures that would help strengthen information exchange between Customs administrations of countries as well as collaboration with other government a<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">It will be a \u201cgame changer\u201d in global trade that is benefiting small firms and consumers.<\/span><\/li>\n<\/ul>\n<p><b>Working groups:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">The WCO has a Working Group on e-Commerce and four sub-groups.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">To develop guidelines on cross-border e-commerce, the work packages identified are- Trade facilitation and simplification of procedures, Safety and security, revenue collection and measurement and analyis.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">According to UN body \u2018UNCTAD\u2019, the value of online trade jumped from $ 16 trillion to $ 22 trillion between 2013 and 2015.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">According to WCO\u2019s Study Report on Cross-Border E-Commerce, the continuous increase in online trading has raised questions regarding regulations, consumer protection, revenue collection and national security.<\/span><\/li>\n<\/ul>\n<p><b>Key points:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The WCO highlighted that more sophisticated equipment was needed to combat illicit trading through low-value shipments in postal, express and cargo streams<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">Pre-arrival information on the consignment and the consignee could be of great importance in detecting and intercepting illicit trade.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The improvement of non-intrusive inspection equipment and increase in the number of trained staff could help to enhance the detection rate of illicit goods.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>WCO to unveil norms for e-commerce trade: Context: Customs body aims to address digital, illegal trade Introduction: The World Customs Organization (WCO) will soon bring out guidelines on \u2018cross-border e-commerce\u2019, which will focus on preventing illegal trade as well as addressing the challenges stemming from the \u2018digital divide\u2019, according to the WCO Secretary General Kunio&hellip;
