aims to increase voluntary compliance, reduce tax evasion, and ensure fair and unbiased tax enforcement through AI and data analytics.<\/li>\n<li><strong>Three components of Project Insight:<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>INTRAC (analytical engine):<\/strong> INTRAC uses AI to analyse data from <strong>banking, property, securities, GST, credit cards, and high-value transactions<\/strong> to build a <strong>360-degree financial profile of taxpayers<\/strong>.<\/li>\n<li><strong>Compliance Management Centralized Processing Centre:<\/strong> It uses INTRAC data to <strong>monitor taxpayer behaviour and guide compliance actions<\/strong>.<\/li>\n<li><strong>NUDGE strategy for voluntary compliance:<\/strong> It sends <strong>SMS and email reminders<\/strong> to help taxpayers correct or confirm their returns.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> Working mechanism of AI system: <\/strong>AI identifies gaps between declared income and actual financial activities, enabling detection of potential tax evasion.<\/li>\n<\/ol>\n<h2><strong>Benefits of AI in tax governance:<\/strong><\/h2>\n<ol>\n<li><strong> Risk-based prioritisation:<\/strong> AI helps authorities <strong>focus on high-risk and complex evasion cases<\/strong>, improving enforcement efficiency.<\/li>\n<li><strong>Automation of routine tasks:<\/strong> AI reduces manual work, allowing officials to <strong>focus on cases requiring human judgment<\/strong>.<\/li>\n<li><strong> Improved taxpayer services:<\/strong> AI supports <strong>correct return filing, chatbot assistance, and prevention of tax scams<\/strong>, improving compliance experience.<\/li>\n<\/ol>\n<h2><strong>Effectiveness and Global Validation of AI in tax governance<\/strong><\/h2>\n<ol>\n<li><strong> Rise in voluntary compliance: <\/strong>Since 2020-21, over one crore revised returns have been filed, generating \u20b911,000 crore additional tax revenue.<\/li>\n<li><strong>Improved foreign asset disclosure: <\/strong>In targeted campaigns, 62% taxpayers corrected returns, and 30,161 filers disclosed \u20b929,208 crore assets and \u20b91,089 crore income.<\/li>\n<li><strong>Correction of false deductions: <\/strong>NUDGE campaigns led to correction of \u20b9963 crore false claims and payment of \u20b9410 crore additional taxes.<\/li>\n<li><strong>Faster refund processing: <\/strong>Refund time reduced from 93 days to 17 days, improving efficiency and taxpayer experience.<\/li>\n<li><strong>Detection of large-scale evasion: <\/strong>AI tools uncovered \u20b970,000 crore suppressed turnover in restaurants using advanced manipulation methods.<\/li>\n<li><strong>Global acceptance of AI systems: <\/strong>Countries like Australia, Italy, the UK, and the US have adopted similar AI-based systems and generated additional revenue.<\/li>\n<\/ol>\n<h2><strong>Challenges and Risks in AI-Based Tax Governance<\/strong><\/h2>\n<ol>\n<li><strong> Data quality and false positives: <\/strong>AI depends on data quality and may wrongly flag legitimate financial behaviour as evasion, especially in complex income cases.<\/li>\n<li><strong>Algorithmic bias in decision-making: <\/strong>AI models may reflect existing socio-economic or geographic biases, leading to unequal targeting of taxpayers.<\/li>\n<li><strong>Lack of transparency and explainability: <\/strong>Taxpayers may not know why they are flagged or how decisions are made, weakening trust in the system.<\/li>\n<li><strong>Limited human oversight: <\/strong>Absence of easy human review forces taxpayers to justify flagged transactions, increasing compliance burden.<\/li>\n<li><strong>Privacy and data security risks: <\/strong>Use of sensitive financial data creates risk of misuse and cyber threats.<\/li>\n<li><strong>Institutional gaps in AI governance: <\/strong>Lack of AI ombudsperson, audit systems, and public reporting of errors reduces accountability.<\/li>\n<\/ol>\n<h2><strong>What should be done?<\/strong><\/h2>\n<ol>\n<li><strong> Improve data quality systems: <\/strong>Strong data systems are needed to reduce false positives and incorrect targeting.<\/li>\n<li><strong>Ensure human-in-the-loop oversight: <\/strong>Human review must be included in key decisions to protect fairness and due process.<\/li>\n<li><strong>Enhance transparency and accountability: <\/strong>Taxpayers should know how AI decisions are made and how to challenge them.<\/li>\n<li><strong>Strengthen data protection frameworks: <\/strong>Robust safeguards are required to protect sensitive financial and personal data.<\/li>\n<li><strong>Establish institutional safeguards: <\/strong>Create systems for independent audits, ombudsperson, and reporting of error and appeal rates.<\/li>\n<li><strong>Maintain trust in tax system: <\/strong>Strong governance is needed to prevent AI systems from becoming opaque and surveillance-driven.<\/li>\n<\/ol>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p>AI can strengthen tax compliance, improve efficiency, and increase revenue.
