What is the Status of Forest Fires in India?<\/strong><\/span><\/h2>\n<p><strong>Forest Fire-<\/strong> A forest fire is an\u00a0<span style=\"color: #ff0000;\">uncontrolled fire<\/span> that destroys large parts of the forest. November to June is considered to be forest fire season in India. The Peak fire season typically begins in late February and spans about 12 weeks.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Forest Fire Prone Regions:<\/strong><\/span><\/p>\n<p><strong>Historically identified fire-prone areas<\/strong>: According to the India State of Forest Report (ISFR) 2023, India&#8217;s total forest cover is 7,15,343 sq km, which constitutes <span style=\"color: #ff0000;\">21.76% of the country&#8217;s geographical area<\/span>. Forests in Assam, Mizoram and Tripura have been identified as &#8216;extremely fire-prone&#8217;. These are mentioned below-<\/p>\n<p><span style=\"color: #000000;\"><strong>Natural Causes<\/strong><\/span><\/p>\n<p><strong>a. Lightning-<\/strong> A lightning strikes <span style=\"color: #ff0000;\">power cables<\/span>, <span style=\"color: #ff0000;\">trees<\/span>, or <span style=\"color: #ff0000;\">rocks<\/span> can produce a spark trigerring forest fires.<\/p>\n<p><strong>b. Volcanic eruption-<\/strong> Hot magma in the earth\u2019s crust is <span style=\"color: #ff0000;\">usually expelled out as lava<\/span> during a volcanic eruption. The hot lava then flows into nearby fields or lands to start wildfires.<\/p>\n<p><strong>c. Heat patterns-<\/strong> <span style=\"color: #ff0000;\">Increased temperatures due to global warming<\/span> make the forests more vulnerable to forest fires. <span style=\"color: #ff0000;\">Rising atmospheric temperatures<\/span> and <span style=\"color: #ff0000;\">dryness<\/span> (<span style=\"color: #ff0000;\">low humidity<\/span>) make favourable circumstances for a fire to start.<\/p>\n<p><strong>d. Lack of soil moisture-<\/strong> The dryness in the soil triggers fire in forests. <strong>For ex-<\/strong> The recent <span style=\"color: #ff0000;\">Uttarakhand wildfires<\/span> have been caused due to this.<\/p>\n<p><strong>e. Natural availability of materials trigerring forest fire-<\/strong> In India, availability of large quantities of <span style=\"color: #ff0000;\">dry wood<\/span>, <span style=\"color: #ff0000;\">logs<\/span>, <span style=\"color: #ff0000;\">stumps<\/span>, <span style=\"color: #ff0000;\">dead leaves<\/span>, <span style=\"color: #ff0000;\">dry grass<\/span> and <span style=\"color: #ff0000;\">weeds<\/span> in forest lands are also reasons of forest fires.<\/p>\n<p><span style=\"color: #000000;\"><strong>Anthropogenic Factors\u00a0<\/strong><\/span><\/p>\n<p><strong>a. Smoking-<\/strong> Smoking is the leading cause of forest fires globally. <span style=\"color: #ff0000;\">Throwing away the cigarette butts<\/span> without completely extinguishing them can lead to wildfires.<\/p>\n<p><strong>b. Campfires-<\/strong> During camping or outdoor activities, people normally leave lit fires or combusting materials unattended. This ignites wildfires.<\/p>\n<p><strong>c. Burning Debris-<\/strong> Wastes and trash on several occasions are burned to ashes as a way of reducing the accumulation of rubbish. Slash and Burn Cultivation-<\/strong> This is one of the major reason for the fire in India\u2019s Northeastern region.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>Why peak forest fires occur during the spring?<\/strong><\/span><\/h2>\n<p>Spring in India occurs between March and April. In India, the <span style=\"color: #ff0000;\">occurrence of wildfires will be at peak during spring season<\/span>. The reasons are as follows-<\/p>\n<p><strong>a. Less rainfall during the winter months-<\/strong> Less rainfall during winter months reduce the soil moisture in forests. The forest soil loses the capacity to control the fire on its own. <strong>For ex-<\/strong> The <span style=\"color: #ff0000;\">recent Uttarakhand forest fires<\/span>.<\/p>\n<p><strong>b. Loss of Ecosystems and Biodiversity-<\/strong> Forest fires <span style=\"color: #ff0000;\">destroy the habitats and the intricate relationships of diverse flora and fauna<\/span>, leading to loss of ecosystems and biodiversity. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Extinction of wildlife in India<\/span>.<\/p>\n<p><strong>b. Forest Degradation-<\/strong> Forest fires reduce the quality of certain forest features like soil fertility, biodiversity, and ecosystems.<\/p>\n<p><strong>c. Impact on livelihood-<\/strong> According to the <span style=\"color: #ff0000;\">2011 census<\/span>, <span style=\"color: #ff0000;\">1.70 lakh villages in India have proximity to forests<\/span>. The livelihood of several crores of people is dependent on fuelwood, bamboo, fodder, and small timber. Forest fires directly impact their livelihood.<\/p>\n<p><strong>d. Air Pollution-<\/strong> Forest fires reduce carbon sequestration, and <span style=\"color: #ff0000;\">instigate huge clouds of smoke<\/span> leading to massive air pollution.<\/p>\n<p><strong>e. Soil Degradation-<\/strong> Forest fires <span style=\"color: #ff0000;\">kill beneficial soil microorganisms<\/span> that are responsible for breaking down the soil and promoting soil microbial activities. Further, the <span style=\"color: #ff0000;\">wildfires also make soils vulnerable to soil erosion<\/span>.<\/p>\n<p><strong>f. Destruction of Watersheds-<\/strong> Forest fires lead to the destruction of wetlands of forest, which are protected by the forest.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What are the Government initiatives for forest Fires in India?<\/strong><\/span><\/h2>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid; background-color: #fcffe0;\">\n<tbody>\n<tr>\n<td style=\"width: 20.5455%;\"><strong>Forest Fire Alert System(FFAS)<\/strong><\/td>\n<td style=\"width: 79.4545%;\">Forest Survey of India(FSI) developed a Forest Fire Alert System (FFAS). This system has been developed to monitor wildfires in real-time.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 20.5455%;\"><strong>MODIS (Moderate Resolution Imaging Spectroradiometer) Sensors<\/strong><\/td>\n<td style=\"width: 79.4545%;\">Using these sensors, the real time information on forest is collected and sent to the <span style=\"color: #ff0000;\">Forest Survey of India<\/span>. The FSI forwards the data by email to state, district, circle, division, range and beat levels. People in the locality receive SMS alerts.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 20.5455%;\"><strong>National Master Plan for Forest Fire Control<\/strong><\/td>\n<td style=\"width: 79.4545%;\">The government prepared the National Master Plan for Forest Fire Control. Under this, the government <span style=\"color: #ff0000;\">aims to introduce a coordinated <span style=\"color: #333333;\">and<\/span> integrated fire-management programme<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc6\"><\/a>What should be the Way Forward to reduce Forest Fires?<\/strong><\/span><\/h2>\n<p><strong>a. Capacity Development-<\/strong> Capacity development of forest departments\u2019 officials at different <span style=\"color: #ff0000;\">levels (national, regional, local) to reduce the vulnerability<\/span> of Indian forests fire.<\/p>\n<p><strong>b. Forest Control Manuals-<\/strong> Creation of forests fire control manuals for<span style=\"color: #ff0000;\"> field staff<\/span> helps in early detection, reporting and controlling the fires.<\/p>\n<p><strong>c. Comprehensive forest fire policy-<\/strong> A <span style=\"color: #ff0000;\">cohesive policy or action plan<\/span> should be formulated to set forth the guiding principles and framework for wildfire Management. The policy should also incorporate the dimension of climate change.<\/p>\n<p><strong>d. Indigenous knowledge-<\/strong> Using indigenous knowledge and techniques of <span style=\"color: #ff0000;\">local and tribal people<\/span> in comprehensive wildfire management.<\/p>\n<p><strong>e. Infrastructure creation-<\/strong> Improving the Staffing and capacity of firefighters in the country. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Construction of watchtowers and crew stations<\/span>, <span style=\"color: #ff0000;\">hiring seasonal fire watchers to spot fires<\/span> etc.<\/p>\n<p><strong>f. Development of Technology-<\/strong> Modern firefighting techniques such as the <span style=\"color: #ff0000;\">radio-acoustic sound system<\/span> for early fire detection and Doppler radar should be adopted. We must also aim at developing a <span style=\"color: #ff0000;\">National Fire Danger Rating System<\/span> (<span style=\"color: #ff0000;\">NFDRS<\/span>) and <span style=\"color: #ff0000;\">Fire Forecasting System<\/span> for faster detection and control of fire.<\/p>\n<p><strong>g.
