The fisheries sector contributes about <strong>7.43% to Agricultural Gross Value Added (GVA)<\/strong> and supports the livelihoods of nearly <strong>three crore people<\/strong>, especially in coastal and rural regions. Over the past decade, the sector has witnessed significant transformation through <strong>policy interventions, infrastructure development, financial inclusion initiatives, and digital governance reforms<\/strong>.<\/p>\n<h2><strong>Growth Trends and Economic Importance<\/strong><\/h2>\n<ol>\n<li>India\u2019s fish production increased from <strong>95.79 lakh tonnes in 2013\u201314 to 197.75 lakh tonnes in 2024\u201325<\/strong>, reflecting a growth of about <strong>106%<\/strong>.<\/li>\n<li>India\u2019s seafood exports reached <strong>\u20b962,408 crore in 2024\u201325<\/strong>, with frozen shrimp emerging as the dominant export commodity.<\/li>\n<li>The fisheries sector plays an important role in ensuring <strong>nutritional security, employment generation, rural diversification, and export competitiveness<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Role of Institutional Reforms in Fisheries Development<\/strong><\/h2>\n<ol>\n<li><strong>Blue Revolution (2015)<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>The Blue Revolution repositioned fisheries as a <strong>strategic sector for livelihood enhancement and economic growth<\/strong>.<\/li>\n<li>It strengthened infrastructure development and promoted modern aquaculture practices across inland and marine fisheries.<\/li>\n<\/ol>\n<\/li>\n<li>Pradhan Mantri Matsya Sampada Yojana (PMMSY)<\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>PMMSY serves as the <strong>central pillar of fisheries sector development<\/strong>, with an allocation of <strong>\u20b92,500 crore in 2026\u201327<\/strong>.<\/li>\n<li>The scheme promotes <strong>production enhancement, infrastructure modernization, value chain strengthening, and traceability systems<\/strong>.<\/li>\n<li>It has supported the development of <strong>aquaculture ponds, reservoir cages, fish retail markets, cold storage facilities, and transport infrastructure<\/strong>.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li><strong> Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY)<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>PM-MKSSY promotes <strong>formalisation, insurance coverage, quality assurance, and access to institutional finance<\/strong>.<\/li>\n<li>The scheme has an outlay of <strong>\u20b96,000 crore between 2023\u201327<\/strong>.<\/li>\n<li>It strengthens market integration and improves income stability of fishers and aquaculture farmers.<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong> Fisheries and Aquaculture Infrastructure Development Fund (FIDF)<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>FIDF supports the creation of <strong>fishing harbours, landing centres, cold-chain infrastructure, and fish processing units<\/strong>.<\/li>\n<li>Around <strong>225 infrastructure projects worth \u20b96,685 crore<\/strong> have been approved under the scheme.<\/li>\n<li>These projects have improved landing facilities and generated employment opportunities across the fisheries value chain.<\/li>\n<\/ol>\n<p><strong>Role of Investment Support<\/strong><\/p>\n<ol>\n<li>The <strong>Union Budget 2026\u201327 allocated \u20b92,761.80 crore<\/strong>, which is the highest-ever allocation for the fisheries sector.<\/li>\n<li>Investments in <strong>Recirculatory Aquaculture Systems (RAS)<\/strong> and <strong>Bio-floc technology<\/strong> have promoted water-efficient and high-density fish production.<\/li>\n<li>Infrastructure development such as <strong>fish landing centres, cold-chain logistics, feed mills, processing facilities, and retail fish markets<\/strong> has strengthened the fisheries value chain.<\/li>\n<\/ol>\n<h2><strong>Role of Financial Inclusion and Risk Mitigation<\/strong><\/h2>\n<ol>\n<li>The extension of the <strong>Kisan Credit Card (KCC)<\/strong> scheme to fisheries has improved access to institutional credit for fishers.<\/li>\n<li>The lending limit under the scheme has been increased from <strong>\u20b92 lakh to \u20b95 lakh<\/strong>.<\/li>\n<li>The scheme has benefited <strong>4.39 lakh fishers<\/strong>, thereby improving working capital availability.<\/li>\n<li>Insurance coverage has been extended to <strong>3.3 million beneficiaries<\/strong>, strengthening social security.<\/li>\n<li>Livelihood assistance has been provided to <strong>7.44 lakh fisher families during lean fishing periods<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Role of Digital Governance<\/strong><\/h2>\n<ol>\n<li><strong> National Fisheries Digital Platform (NFDP)<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>NFDP provides a <strong>single-window digital interface<\/strong> for accessing institutional credit, insurance services, incentives, and training programmes.<\/li>\n<li>The platform has registered more than <strong>30.60 lakh fisheries stakeholders<\/strong>.<\/li>\n<li>It strengthens transparency, traceability, and data-driven decision-making in fisheries governance.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong> Marine Fisheries Census 2025<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>The Marine Fisheries Census 2025 introduced <strong>geo-referenced digital enumeration of fisher households<\/strong>.<\/li>\n<li>It provides reliable socio-economic data to support targeted welfare delivery and policy formulation.<\/li>\n<\/ol>\n<h2><strong>Role of Institutional Strengthening and Inclusive Development<\/strong><\/h2>\n<ol>\n<li>The Government has supported the formation of <strong>2,195 Fisheries Farmer Producer Organisations (FFPOs)<\/strong> to improve collective bargaining power and market access.<\/li>\n<li>Nutritional and livelihood support has been extended to <strong>4.33 lakh fisher families during the fishing ban periods<\/strong>.<\/li>\n<li>Fisheries-related schemes have generated approximately <strong>74.66 lakh direct and indirect employment opportunities since 2014\u201315<\/strong>.<\/li>\n<li>Integration of fisheries with <strong>Amrit Sarovars and inland reservoirs<\/strong> has supported livelihood diversification and ecosystem restoration.<\/li>\n<\/ol>\n<h2><strong>Challenges in the Fisheries Sector<\/strong><\/h2>\n<ol>\n<li>The fisheries sector faces challenges of <strong>overfishing and depletion of marine resources<\/strong>, particularly in coastal regions.<\/li>\n<li>Climate change is affecting <strong>fish breeding cycles, migration patterns, and marine ecosystems<\/strong>, reducing productivity.<\/li>\n<li>There are significant <strong>regional disparities in infrastructure availability<\/strong>, especially between coastal and inland fisheries.<\/li>\n<li>Small-scale and traditional fishers continue to face <strong>limited access to institutional credit, insurance, and modern technology<\/strong>.<\/li>\n<li>The sector remains highly dependent on <strong>shrimp exports<\/strong>, making it vulnerable to international market fluctuations.<\/li>\n<li>Post-harvest losses remain high due to <strong>inadequate cold-chain infrastructure and processing facilities<\/strong>.<\/li>\n<li>There is limited awareness and adoption of <strong>digital platforms like NFDP among grassroots fisher communities<\/strong>.<\/li>\n<li>Inland fisheries potential remains <strong>underutilised despite large reservoir resources<\/strong>.<\/li>\n<\/ol>\n<h2><strong>\u00a0Way Forward<\/strong><\/h2>\n<ol>\n<li>The Government should promote <strong>climate-resilient fisheries infrastructure and ecosystem-based fisheries management practices<\/strong>.<\/li>\n<li>Greater investment is required in <strong>cold-chain logistics, storage, and fish processing infrastructure<\/strong> to reduce post-harvest losses.<\/li>\n<li>Export diversification should be encouraged to reduce dependence on shrimp exports.<\/li>\n<li>Institutional credit coverage should be expanded further to include <strong>small-scale, traditional, and women fishers<\/strong>.<\/li>\n<li>Digital literacy programmes should be strengthened to improve the effective utilisation of platforms like NFDP.<\/li>\n<li>Sustainable fishing practices supported by <strong>scientific stock assessments and community participation<\/strong> should be promoted.<\/li>\n<li>Greater participation of <strong>women, cooperatives, startups, and Fisheries Farmer Producer Organisations<\/strong> should be encouraged to ensure inclusive growth.<\/li>\n<li>Inland fisheries development should be accelerated through better utilisation of <strong>reservoirs, Amrit Sarovars, and aquaculture technologies<\/strong>.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>India\u2019s fisheries sector is undergoing a structural transformation through <strong>institutional reforms, investment expansion, financial inclusion initiatives, and digital governance mechanisms<\/strong>.
