institutions:<\/strong> The number of higher educational institutions increased from <strong>51,534 in 2014\u201315 to over 70,000 in 2025\u201326<\/strong>, showing strong capacity expansion.<\/li>\n<li><strong>GER progress with timeline:<\/strong> GER increased from <strong>0.4 in 1950\u201351 to 28.4 in 2021\u201322 and 29.5 in 2022\u201323<\/strong>, showing progress but still below the <strong>50% target under NEP 2020 (by 2035)<\/strong>.<\/li>\n<li><strong>Dominance of State Public Universities (SPUs):<\/strong> SPUs serve <strong>over 3.25 crore students<\/strong> and account for <strong>around 81% of total enrolment<\/strong>, making them central to access.<\/li>\n<li><strong>Rising inclusion across groups:<\/strong> Enrolment increased among <strong>OBCs (80.9%), SCs (76.3%), STs (106.8%) between 2011\u201312 and 2021\u201322<\/strong>, along with improved gender parity (<strong>GPI 1.01 in 2021\u201322<\/strong>).<\/li>\n<li><strong>Growth in The system followed a clear idea that <strong>ability should not be denied opportunity due to financial constraints<\/strong>, and institutions must actively support talented students.<\/li>\n<li><strong>Global academic systems:<\/strong> In countries like the <strong>U.S. and China<\/strong>, scholarships are treated as a <strong>core part of academic culture<\/strong>, not as external financial aid.<\/li>\n<li><strong>Alignment with local needs:<\/strong> Global models link scholarships with <strong>regional and sectoral priorities<\/strong>, which helps improve enrolment, skills, and employability together.<\/li>\n<\/ol>\n<h2><strong>What Should Be Done<\/strong><\/h2>\n<ol>\n<li><strong>Shift to systemic approach:<\/strong> Scholarships must become <strong>central to higher education strategy<\/strong>, not peripheral support.<\/li>\n<li><strong>Multi-year scholarships:<\/strong> Long-term support can give <strong>certainty and
