emphasise integrating <strong>climate resilience and adaptation into development strategy<\/strong>.<\/li>\n<li><strong>Sectoral Focus of Adaptation:<\/strong> Key areas include <strong>coastal resilience, infrastructure, disaster preparedness, heat mitigation, biodiversity conservation, and sustainable livelihoods<\/strong>.<\/li>\n<li><strong>Global Alignment of Adaptation Goals:<\/strong> The framework aligns with global efforts to <strong>increase adaptation finance three times by 2035<\/strong> and to adopt <strong>Bel\u00e9m Adaptation Indicators at COP30 under the United Nations Climate Resilient Agriculture<\/strong> (<strong>NICRA) <\/strong>, covering <strong>448 villages across 151 climate-vulnerable hotspots<\/strong> and mapping risks in <strong>651 districts<\/strong>, focusing on <strong>climate-smart agriculture and farmer capacity-building<\/strong>.<\/li>\n<li><strong>Tamil Nadu CRV Programme under TNCCM:<\/strong> Recognised in the <strong>Economic Survey 2025\u201326<\/strong>, the <strong>Climate Resilient Villages (CRV)<\/strong> operates under the <strong>Tamil Nadu Climate Change Mission (TNCCM)<\/strong> with support from <strong>World Resources Institute (WRI) India<\/strong> across <strong>11 vulnerable districts<\/strong>.<\/li>\n<li><strong>Integrated and Community-Based Approach:<\/strong> The CRV model includes <strong>water management, flood and drought mitigation, waste management, renewable energy, biodiversity conservation, alternate livelihoods, and climate information<\/strong>, with local consultation and participation.<\/li>\n<\/ol>\n<h2><strong>Challenges related to Climate Adaptation in India<\/strong><\/h2>\n<ol>\n<li><strong> Structural and Implementation Challenges<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Fragmented Implementation:<\/strong> Adaptation efforts remain <strong>scattered<\/strong>, which makes scaling and coordination difficult.<\/li>\n<li><strong>Weak State-Level Planning:<\/strong> While most States prepared initial <strong>State Action Plans on Climate Change (SAPCCs)<\/strong>, <strong>only a few updated them in line with NDC targets till 2030<\/strong>.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong> Financial Challenges<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Budgetary Imbalance:<\/strong> Although <strong>adaptation and resilience spending was estimated at 5.6% of India GDP in FY22<\/strong>, the <strong>Union Budget 2026\u201327 remains skewed toward mitigation<\/strong>, indicating a continued imbalance in prioritising adaptation.<\/li>\n<li><strong>Large Global Financing Gap:<\/strong> Developing countries face an annual gap of <strong>$284\u2013$339 billion till 2035<\/strong>, as per the <strong>United Nations Environment Programme (UNEP) Adaptation Gap Report, 2025<\/strong>.<\/li>\n<li><strong>Weak Public Finance Tracking:<\/strong> Adaptation spending is not systematically tracked in <strong>State budgets<\/strong>, limiting transparency and effectiveness.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> Policy and Framework Gaps<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Lack of Clear Adaptation Finance Framework:<\/strong> India\u2019s <strong>Draft Framework of Climate Finance Taxonomy (2025)<\/strong> is <strong>mitigation-focused<\/strong>, covering <strong>emission avoidance, emission intensity reduction, and transition in hard-to-abate sectors<\/strong>, with only possible adaptation co-benefits.<\/li>\n<li><strong>Need for Clear Typology of Finance:<\/strong> There is a need to <strong>prioritise sectors and assess resource requirements for each vulnerable sector<\/strong>.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong> Institutional and Data Gaps<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Institutional Gaps in Planning Systems:<\/strong> There is a lack of <strong>regular climate vulnerability assessments at State, district, and block levels<\/strong>, along with weak <strong>data systems, methodologies, and monitoring frameworks<\/strong>.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong> Economic and Outcome Measurement Gaps<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Importance of Benefit Quantification:<\/strong> Adaptation benefits such as <strong>avoidable losses, socio-economic and environmental gains, and mitigation co-benefits<\/strong> need proper measurement; a <strong>WRI study estimates ten-fold returns on adaptation investment<\/strong>.<\/li>\n<\/ul>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Strengthening Adaptation Finance Systems:<\/strong> Mobilise <strong>domestic resources<\/strong> and leverage <strong>private and international investment<\/strong>, supported by <strong>state-level adaptation facilities to identify bankable projects<\/strong>.<\/li>\n<li><strong>Climate Budgeting and Financial Integration:<\/strong> Track adaptation in State budgets and mandate <strong>climate budgeting through State Finance Departments<\/strong>, integrated into <strong>annual budget processes through budget circulars<\/strong>.<\/li>\n<li><strong>Institutionalising Planning Frameworks:<\/strong> Operationalise NDCs through a <strong>National Adaptation Plan, national missions, and updated SAPCCs<\/strong>, with <strong>time-bound prioritisation and monitoring frameworks<\/strong>.<\/li>\n<li><strong>Improving Data and Assessment Systems:<\/strong> Ensure <strong>regular vulnerability assessments<\/strong>, updated data, <strong>standardised monitoring<\/strong>, and <strong>periodic reviews with continuous data collection<\/strong>.<\/li>\n<li><strong>Expanding Scope of Adaptation Strategies:<\/strong> Include <strong>skill development, alternative livelihoods, and rehabilitation guidelines<\/strong> beyond infrastructure-focused approaches.<\/li>\n<li><strong>Strengthening Administrative Mechanisms:<\/strong> Use or create <strong>State and district climate change cells with dedicated workforce<\/strong> and establish <strong>clear reporting channels for cross-learning and timely interventions<\/strong>.<\/li>\n<li><strong>Promoting Locally Led Adaptation (LLA):<\/strong> Extend mechanisms to <strong>urban local bodies and panchayati raj institutions<\/strong>, with <strong>community-led planning, implementation, and ownership of interventions<\/strong>, as emphasised at <strong>COP30<\/strong>.<\/li>\n<li><strong>Scaling Context-Specific Models:<\/strong> Expand models like <strong>CRV<\/strong> (<strong>Climate Resilient Villages) <\/strong>to different regions using <strong>place-based and context-specific approaches<\/strong> to build awareness and participation.<\/li>\n<\/ol>\n<h2><strong>Conclusion<\/strong><\/h2>\n<p>Climate adaptation in India must move from <strong>policy recognition to grounded implementation<\/strong>. This requires <strong>balanced financing, strong institutional systems, and locally driven action<\/strong>. Aligning national commitments with grassroots execution through a <strong>whole-of-systems approach<\/strong> is essential to build resilience.
