{"id":362777,"date":"2026-05-13T15:46:22","date_gmt":"2026-05-13T10:16:22","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=362777"},"modified":"2026-05-13T15:46:22","modified_gmt":"2026-05-13T10:16:22","slug":"forum-of-regulators-for","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/forum-of-regulators-for\/","title":{"rendered":"Forum of Regulators (FOR)"},"content":{"rendered":"<div class=\"content-box-green\"><strong>News<\/strong>: The Forum of Regulators (FOR) conducted its 100th meeting at Bharat Mandapam, New Delhi, completing its 21-year journey.<\/div>\n<h2 class=\"leftbox-black\">About Forum of Regulators (FOR)<\/h2>\n<figure id=\"attachment_362793\" aria-describedby=\"caption-attachment-362793\" style=\"width: 271px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-362793\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/05\/Source-PIB-4.jpg?resize=271%2C300&#038;ssl=1\" alt=\"Forum of Regulators (FOR)\" width=\"271\" height=\"300\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/05\/Source-PIB-4.jpg?resize=271%2C300&amp;ssl=1 271w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/05\/Source-PIB-4.jpg?w=620&amp;ssl=1 620w\" sizes=\"auto, (max-width: 271px) 100vw, 271px\" \/><figcaption id=\"caption-attachment-362793\" class=\"wp-caption-text\">Source &#8211; PIB<\/figcaption><\/figure>\n<h2 class=\"leftbox-default\"><strong>Introduction<\/strong><\/h2>\n<ul>\n<li><strong>Forum of Regulators (FOR)<\/strong>\u00a0is a <strong>statutory platform<\/strong> that <strong>coordinates<\/strong> and <strong>improves regulatory practices in the power sector.<\/strong><\/li>\n<li><strong>Establishment<\/strong>: It was <strong>constituted in 2005<\/strong> as per <strong>the Electricity Act, 2003.<\/strong><\/li>\n<li><strong>Aim<\/strong>: The Forum <strong>aims<\/strong> to improve coordination, harmonisation of regulations, consumer protection, and efficiency in the power sector.<\/li>\n<li><strong>Composition<\/strong>:\n<ul>\n<li>It consists of the <strong>Chairperson of the Central Electricity Regulatory Commission<\/strong> (CERC) and <strong>Chairpersons of the State Electricity Regulatory Commissions<\/strong> (SERCs).<\/li>\n<li>The <strong>Chairperson of CERC acts<\/strong> as the <strong>Chairperson of the Forum.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Headquarters<\/strong>: It\u2019s headquarters is <strong>located at New Delhi.<\/strong><\/li>\n<li><strong>Secretary: <\/strong>The <strong>Secretary to the Central Commission<\/strong> shall be the <strong>ex-officio Secretary to the Forum.<\/strong><\/li>\n<li><strong>Finances of the Forum: <\/strong>The Central Commission <strong>may collect financial contributions from State Commissions<\/strong> for Forum activities and maintains separate accounts for these activities.<\/li>\n<li><strong>Meetings<\/strong>: The Forum <strong>meets at least twice every year<\/strong> and frames its own business rules.<\/li>\n<li><strong>Annual Report:<\/strong> The Forum prepares an annual report summarizing its activities and <strong>submits it to the Central Government.<\/strong><\/li>\n<\/ul>\n<h2 class=\"leftbox-default\"><strong>Key Functions<\/strong><\/h2>\n<ul>\n<li><strong>Data Collection and Analysis:<\/strong> The Forum analyses tariff orders and examines compliance with the Electricity Act, tariff policy, prudent costs, and subsidy accounting.<\/li>\n<li><strong>Subsidy Accounting:<\/strong> The Forum prepares quarterly statements on subsidy demands, payments, and subsidy gaps for distribution licensees.<\/li>\n<li><strong>Renewable Purchase Compliance:<\/strong> The Forum monitors renewable electricity purchase targets of distribution licensees, captive consumers, and open access consumers.<\/li>\n<li><strong>Regulatory Coordination:<\/strong> The Forum promotes harmonisation of regulations, information sharing, research work, and consumer interest protection.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Forum of Regulators (FOR) conducted its 100th meeting at Bharat Mandapam, New Delhi, completing its 21-year journey.
