
{"id":363666,"date":"2026-05-26T15:47:18","date_gmt":"2026-05-26T10:17:18","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=363666"},"modified":"2026-05-26T15:47:18","modified_gmt":"2026-05-26T10:17:18","slug":"pradhan-mantri-anusuchit-jaati-abhyuday-yojna-pm-ajay-pm-ajay-portal-and-pm-ajay-mobile-app","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/pradhan-mantri-anusuchit-jaati-abhyuday-yojna-pm-ajay-pm-ajay-portal-and-pm-ajay-mobile-app\/","title":{"rendered":"Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY), PM-AJAY portal and PM-AJAY Mobile App"},"content":{"rendered":"<div class=\"content-box-green\">\n<p><strong>News:<\/strong> Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY) portal and AJAY mobile app will be launched by the Union Minister for Social Justice and Empowerment.<\/p>\n<\/div>\n<h2 class=\"red-h2-box\"><strong>About Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY)<\/strong><\/h2>\n<figure style=\"width: 466px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/i0.wp.com\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image003GIFG.jpg?resize=466%2C234&#038;ssl=1\" alt=\"Pradhan Mantri Anusuchit Jaati Abhuyday Yojana(PM-AJAY)\" width=\"466\" height=\"234\" \/><figcaption class=\"wp-caption-text\">Source: PIB<\/figcaption><\/figure>\n<ul>\n<li style=\"text-align: left;\">The\u00a0<strong>Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY)<\/strong> is a comprehensive initiative launched in <strong>FY 2021-22.<\/strong><\/li>\n<li style=\"text-align: left;\"><strong>Nodal ministry:<\/strong> The scheme is implemented by the\u00a0<strong>Ministry of Social Justice &amp; Empowerment.<\/strong><\/li>\n<li style=\"text-align: left;\"><strong>Aim:<\/strong> It aimed at the <strong>socio-economic upliftment<\/strong>\u00a0of\u00a0<strong>Scheduled Castes (SCs)<\/strong>.<\/li>\n<li style=\"text-align: left;\">It is a\u00a0<strong>merger scheme<\/strong>\u00a0of three erstwhile Centrally Sponsored Schemes, namely,\u00a0<strong>Pradhan Mantri Adarsh Gram Yojana (PMAGY)<\/strong>,\u00a0<strong>Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP)<\/strong>\u00a0and\u00a0<strong>Babu Jagjivan Ram Chhatrawas Yojana (BJRCY)<\/strong>.<\/li>\n<li style=\"text-align: left;\"><strong>Focus:<\/strong> It focuses on reducing poverty, enhancing educational opportunities, and improving infrastructure in SC-dominated areas.\u200b<\/li>\n<li><strong>Funding pattern:<\/strong> The scheme is <strong>100%<\/strong>\u00a0<strong>funded<\/strong>\u00a0by the\u00a0<strong>Central Government<\/strong>. However, the States\/UTs are free to provide additional funds from their own resources if they so desire.<\/li>\n<li><strong>Implementation pattern:<\/strong> It has been implemented in total<strong>\u00a028 States and UTs<\/strong>.\n<ul>\n<li><strong>Note:<\/strong> Arunachal Pradesh, Nagaland, Meghalaya, Mizoram, Andaman &amp; Nicobar Islands, Dadra Nagar Haveli, Daman &amp; Diu, Ladakh&amp; Lakshadweep are <strong>not covered<\/strong> under this scheme.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Eligibility Criteria for the Scheme<\/strong>\n<ul>\n<li>The <strong>Scheduled Castes<\/strong>\u00a0persons\u00a0<strong>living below the poverty lines<\/strong>\u00a0are eligible for getting benefits under the\u00a0<strong>various Income Generating Schemes and Skill Development Programmes.<\/strong><\/li>\n<li>In case of\u00a0<strong>Infrastructure Development<\/strong>, the villages having\u00a0<strong>50% or<\/strong>\u00a0<strong>more SC population<\/strong> are eligible for grants under the Scheme.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Components:<\/strong> It encompasses several components designed to address various aspects of development:\u200b\n<ul>\n<li><strong>Adarsh Gram Development: <\/strong>Transforming SC-majority villages into\u00a0<strong>\u2018Adarsh Grams\u2019<\/strong>\u00a0(model villages) by filling critical gaps in infrastructure and services<strong>.\u200b <\/strong>\n<ul>\n<li><strong>Up to 50%<\/strong>\u00a0of the\u00a0<strong>total allocated funds<\/strong> under the scheme to the States\/UTs are used for gap-filling activities for selected villages.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Grants-in-Aid for Socio-Economic Projects: It p<\/strong>rovides financial assistance for district\/state-level projects aimed at the socio-economic betterment of SCs. This includes:\u200b\n<ul>\n<li>Creation of\u00a0<strong>infrastructure<\/strong>\u00a0in SC-dominated villages.\u200b<\/li>\n<li>Construction of\u00a0<strong>hostels\/residential schools.\u200b<\/strong><\/li>\n<li>Comprehensive\u00a0<strong>livelihood projects<\/strong>, including skill development and related infrastructure.\u200b<\/li>\n<li><strong>Financial assistance<\/strong> towards loans taken by beneficiaries for asset acquisition\/creation required for livelihood generation.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Construction of Hostels:<\/strong> This component includes <strong>building hostels in higher educational institutions<\/strong> ranked under the National Institutional Ranking Framework (NIRF) and funded by the Centre\/State\/UT Governments.\n<ul>\n<li>Similarly, it also includes <strong>constructing hostels in schools funded by the Centre\/State\/UT Governments and recommended by the Ministry of Education.<\/strong>\u200b<\/li>\n<li>Up to 2% of the total allocated funds are utilised for hostel construction and repair.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>\u00a0Monitoring and Evaluation: <\/strong>This component has an<strong> allocation of up to\u00a05%\u00a0of the total funds for administrative expenses<\/strong>, including:\u200b\n<ul>\n<li>Development of a centralized <strong>Management Information System (MIS).<\/strong>\u200b\n<ul>\n<li>Hiring institutions for technical resource support and manpower.\u200b<\/li>\n<li>Provision of office equipment and IT facilities.\u200b<\/li>\n<li>Undertaking evaluation projects and social audits.\u200b<\/li>\n<li>Social Audit of the scheme implementation.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 class=\"red-h2-box\"><strong>About PM-AJAY Portal<\/strong><\/h2>\n<ul>\n<li>The PM-AJAY portal serves as the<strong> central database linked digital face, to enable milestone-linked fund flows.<\/strong><\/li>\n<li>It is <strong>designed to facilitate seamless coordination among stakeholders<\/strong> and ensure faster and more accountable service delivery to beneficiaries.<\/li>\n<li><strong>Features:<\/strong>\n<ul>\n<li><strong>Digitalization planning:\u00a0<\/strong> The paper-based planning will be<strong> replaced with digital planning at village level<\/strong> especially for Adarsh Gram component.<\/li>\n<li>It will <strong>provide comprehensive national, state, and district-level dashboards<\/strong> to monitor model village development against 50 monitorable socio-economic indicators across<strong> 10 developmental domains for Adarsh Gram component<\/strong>.\n<ul>\n<li>It automates milestone-linked tracking as soon as a <strong>Village Development Plan (VDP) is digitally approved.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>Further, <strong>for Grants-in-Aid (GIA) Component, the portal serves as a centralized management information system<\/strong> (MIS) that aggregates state-wide data to track large-scale financial outlays and funding allocations for livelihoods.<\/li>\n<li>It also provides the <strong>platform for the physical and financial progress of the Hostel Component.<\/strong><\/li>\n<li>It enforces <strong>absolute transparency and faster turnaround time<\/strong>\u00a0for scheme progress.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Progress:<\/strong> Its dashboard records progress in<strong> socio-economic development in more than 47000 SC majority villages and over 4 million beneficiaries<\/strong> across all components.<\/li>\n<\/ul>\n<h2 class=\"red-h2-box\"><strong>About PM-AJAY Mobile App<\/strong><\/h2>\n<ul>\n<li>It has been developed as a<strong> unified digital platform<\/strong> to extend the <strong>services and functionalities of the existing PMAGY and PM AJAY portals to mobile users. <\/strong><\/li>\n<li>The application provides <strong>seamless access to scheme-related information, monitoring, reporting, and beneficiary-centric services<\/strong> through a user-friendly mobile interface.<\/li>\n<li><strong>Aim:<\/strong> It aims to provide <strong>mobile-based access to scheme services, <\/strong>improve field-level monitoring, facilitate real-time reporting, and strengthen transparency and digital governance.<\/li>\n<li><strong>Features:<\/strong>\n<ul>\n<li>The application i<strong>ncludes Adarsh Gram, Grant-in-Aid (GIA), and Hostel components with integrated monitoring, reporting, proposal management, inspection, and beneficiary tracking functionalities. <\/strong><\/li>\n<li>It <strong>enables offline door-to-door surveys and real-time generation of Village Development Plans (VDPs)<\/strong> across 50 socio-economic indicators across 10 developmental domains, in Adarsh Gram.<\/li>\n<li>In Grants-in-Aid (GIA) Component,<strong> the mobile application enables field teams to execute digital beneficiary registration.<\/strong> It also allows implementing agencies in the state to seamlessly track the end-to-end progress of individual livelihood initiatives and skill training journeys in real time.<\/li>\n<li>Hostel Component part of the the mobile app f<strong>acilitates the instant electronic submission of new construction and repair proposals<\/strong> directly from the project site.<\/li>\n<li>It e<strong>mpowers field inspectors to capture and upload mandatory geo-tagged,<\/strong> time-stamped photographs across critical building stages to visually
