Bharat Express<\/figcaption><\/figure>\n<ul>\n<li>The <strong>High-Level Committee on Demographic Change<\/strong> <strong>is a government committee<\/strong> formed to <strong>scientifically study demographic changes in India.<\/strong><\/li>\n<li><strong>Nodal Ministry:<\/strong> Ministry of Home Affairs <strong>(MoHA)<\/strong><\/li>\n<li><strong>Aim<\/strong>: The Committee <strong>aims<\/strong> to <strong>study the causes and consequences<\/strong> of demographic changes arising <strong>from illegal immigration<\/strong> and other abnormal reasons and <strong>recommend suitable measures.<\/strong><\/li>\n<li><strong>Composition of the Committee:<\/strong>\n<ul>\n<li><strong>Chairman<\/strong>: Justice <strong>Prakash Prabhakar Naolekar<\/strong> (Retired Supreme Court Judge)<\/li>\n<li><strong>Members:<\/strong>\n<ul>\n<li>The Census Commissioner of India<\/li>\n<li>Shri Durga Shanker Mishra (Retired IAS officer)<\/li>\n<li>Shri Balaji Srivastava (Retired IPS officer)<\/li>\n<li>Dr. Shamika Ravi (Eminent Economist)<\/li>\n<\/ul>\n<\/li>\n<li><strong>Member Secretary:<\/strong> The <strong>Joint Secretary (Foreigners-I), Ministry of Home Affairs<\/strong>, will be the Member Secretary.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Timeline<\/strong>: The Committee will <strong>submit its report within one year.<\/strong>\n<ul>\n<li>The <strong>Ministry of Home Affairs may extend its tenure by up to six months<\/strong> if required.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Key Mandates &amp; Terms of Reference (ToR):<\/strong>\n<ul>\n<li><strong>Assessment of Challenges: <\/strong>The Committee will comprehensively deliberate upon challenges arising from demographic changes, including illegal immigration.<\/li>\n<li><strong>Study of Causes and Factors: <\/strong>The Committee will study causes and identify underlying factors <strong>behind demographic changes, including cross-border activities, economic opportunities, illegal immigration, abnormal settlement patterns, and orchestrated migration.<\/strong><\/li>\n<li><strong>Population Analysis:<\/strong> The Committee will analyse <strong>structural population changes among religious and social communities<\/strong> where trends differ significantly.<\/li>\n<li><strong>Mechanism for Illegal Immigrants:<\/strong> The Committee will <strong>recommend a legal, fair, and time-bound mechanism<\/strong> for identification, detention, and deportation of illegal immigrants.<\/li>\n<li><strong>Institutional Strengthening:<\/strong> The Committee will suggest <strong>mechanisms to strengthen border management, population stabilization, and identification systems.<\/strong><\/li>\n<li><strong>Centre-State Coordination<\/strong>: The Committee <strong>will propose a policy framework for better coordination between the Central and State<\/strong> Governments.<\/li>\n<li><strong>Additional Measures:<\/strong> The Committee may recommend any other suitable measures to address demographic changes and illegal immigration.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Government of India constituted a High-Level Committee to study demographic changes caused by illegal immigration and other abnormal reasons.
