MoHFW<\/figcaption><\/figure>\n<ul>\n<li><strong>Released by:<\/strong> Ministry of Health and Family Welfare (<strong>MoHFW<\/strong>)<\/li>\n<li><strong>Prepared by:<\/strong> The <strong>NHA 2022-23<\/strong> is the <strong>10th<\/strong> report on <strong>health expenditure estimates<\/strong> prepared by the <strong>National Health Accounts Technical Secretariat (NHATS), National Health Systems Resource Centre, Ministry of Health and Family Welfare<\/strong>, using the <strong>System of Health Accounts (2011) framework.<\/strong><\/li>\n<li><strong>Key Highlights<\/strong>\n<ul>\n<li><strong>Health expenditure\u2019s share in general government expenditure<\/strong> has <strong>increased<\/strong> from <strong>78% to 4.89%<\/strong> between 2013-14 and 2022-23.<\/li>\n<li><strong>Government Health Expenditure (GHE)<\/strong>\n<ul>\n<li><strong>Increases<\/strong> by <strong>threefold<\/strong> from \u20b9<strong>30 Lakh Crores to \u20b93.85 Lakh Crores<\/strong> between 2013-14 and 2022-23<\/li>\n<li>An increase in the share of <strong>GHE<\/strong> in the country\u2019s Gross Domestic Product (GDP).<\/li>\n<li><strong>GHE<\/strong> as a <strong>share of the country\u2019s GDP increased<\/strong> from <strong>15% to 1.43% <\/strong>between 2013-14 and 2022-23.<\/li>\n<li><strong>Government Health Expenditure as a share of Total Health Expenditure (THE)<\/strong> <strong>increases from 28.6% to 43.7%<\/strong> between 2013-14 and 2022-23.<\/li>\n<li>In <strong>per capita terms<\/strong>, <strong>GHE<\/strong> has increased nearly <strong>7 times<\/strong>, from \u008f<strong>Rs. <\/strong><strong>1,042 to Rs. 2,786<\/strong> between 2013-14 and 2022-23.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Out-of-Pocket Expenditure (OOPE)<\/strong>: The out-of-pocket expenditure (<strong>OOPE<\/strong>) share in <strong>total health expenditure<\/strong> (<strong>THE<\/strong>) has declined by 21%, from 2013-14 till date.\n<ul>\n<li>The <strong>OOPE as a share of the THE<\/strong> has been calculated as <strong>4% in 2022-23, as against 64.2% in 2013-14.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Social Security Expenditure (SSE)<\/strong>: <strong>Inter-temporal comparisons<\/strong> also reveal a <strong>positive trend<\/strong> in the growth of <strong>social security expenditure. <\/strong>\n<ul>\n<li><strong>Spending<\/strong> here <strong>increased substantially<\/strong> from <strong>6% in 2013-14 to 9.9% in 2022\u201323.<\/strong><\/li>\n<li>The <strong>share of private health insurance<\/strong> has also <strong>increased<\/strong>, from <strong>4% to 9.2%,<\/strong> clearly indicating <strong>improved health-seeking behaviour<\/strong> due to awareness.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Expenditure On Primary Health Care<\/strong> by Government has <strong>more than doubled<\/strong> from <strong>\u20b90.5 Lakh Crores to \u20b91.4 Lakh Crores<\/strong> between 2013-14 and 2022-23.<\/li>\n<li><strong>During COVID Crisis:<\/strong> To <strong>address the emergency COVID pandemic situation<\/strong>, the government <strong>increased<\/strong> the <strong>health expenditure signi<\/strong><strong>ficantly to 1.84% of GDP in 2021-22<\/strong> towards managing the pandemic situation given these additional spending by the government as a one-time measure, <strong>OOPE as a percentage of total health expenditure during this period also declined to 39.4<\/strong>%.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Government expenditure on healthcare has nearly tripled over the last decade to Rs. 3.85 lakh crore in 2022-23, while out-of-pocket spending by households on treatment has declined significantly, according to the National Health Accounts (NHA) estimates released by the Union Health Ministry .
