the upper house in the bicameral legislature of some states.<\/li>\n<li><strong>6 Bicameral States:<\/strong> Currently, six states have a Legislative Council.\n<ul>\n<li>These states are <strong>Andhra Pradesh, Bihar, Karnataka, Maharashtra, Telangana, and Uttar Pradesh.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Permanent Body:<\/strong> The Legislative Council is a <strong>permanent<\/strong> house and <strong>cannot be dissolved.<\/strong><\/li>\n<li><strong>Duration<\/strong>: <strong>Members serve for six years<\/strong>, and <strong>one-third retire every two years.<\/strong><\/li>\n<li><strong>Constitutional Provisions:<\/strong>\n<ul>\n<li><strong>Article 169: <\/strong>It empowers Parliament to <strong>create or abolish<\/strong> a State Legislative Council <strong>by a simple majority<\/strong> <strong>after a special majority resolution of the State Legislative Assembly.<\/strong>\n<ul>\n<li>However, the resolution passed by the Legislative Assembly is <strong>not binding on Parliament.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 171:<\/strong> It lays down the <strong>composition of the State Legislative Council.<\/strong><\/li>\n<li><strong>Article 172:<\/strong> It provides that <strong>members serve for six years, with one-third retiring every two years.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Composition:<\/strong>\n<ul>\n<li><strong>Nature<\/strong>: The Legislative Council <strong>consists of nominated and indirectly elected members.<\/strong><\/li>\n<li><strong>Strength<\/strong>: The total membership <strong>cannot exceed one-third of the strength of the Legislative Assembly<\/strong> and must have a <strong>minimum of 40 members.<\/strong><\/li>\n<li><strong>Presiding Officers:<\/strong> The <strong>Council elects a Chairman and a Deputy Chairman<\/strong> from among its members.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Electorate Breakdown:<\/strong>\n<ul>\n<li><strong>Legislative Assembly:<\/strong> <strong>One-third<\/strong> of the members are <strong>elected by the Legislative Assembly.<\/strong><\/li>\n<li><strong>Local Authorities<\/strong>: <strong>One-third<\/strong> of the members are <strong>elected by municipalities and other local authorities.<\/strong><\/li>\n<li><strong>Graduates<\/strong>: <strong>One-twelfth<\/strong> of the members are <strong>elected by graduates.<\/strong><\/li>\n<li><strong>Teachers<\/strong>: <strong>One-twelfth<\/strong> of the members are <strong>elected by teachers.<\/strong><\/li>\n<li><strong>Governor<\/strong>: About <strong>one-sixth<\/strong> of the members are <strong>nominated by the Governor.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Voting System<\/strong> : Elections are conducted <strong>through proportional representation<\/strong> by means of the <strong>single transferable vote under Article 171<\/strong>.<\/li>\n<li><strong>Eligibility Criteria:<\/strong>\n<ul>\n<li>Must be a <strong>citizen of India.<\/strong><\/li>\n<li>Must be <strong>30 years of age or above.<\/strong><\/li>\n<li>Must make an <strong>oath or affirmation of allegiance to the Constitution.<\/strong><\/li>\n<li>Must be an <strong>elector in an Assembly constituency of the concerned state.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Disqualifications:<\/strong>\n<ul>\n<li data-start=\"192\" data-end=\"332\"><strong data-start=\"194\" data-end=\"215\">Office of Profit:<\/strong> A person holding a paid office under the Union or State Government is disqualified, except in cases exempted by law.<\/li>\n<li data-start=\"333\" data-end=\"430\"><strong data-start=\"335\" data-end=\"352\">Unsound Mind:<\/strong> A person declared to be of unsound mind by a competent court is disqualified.<\/li>\n<li data-start=\"431\" data-end=\"491\"><strong data-start=\"433\" data-end=\"448\">Insolvency:<\/strong> An undischarged insolvent is disqualified.<\/li>\n<li data-start=\"492\" data-end=\"623\"><strong data-start=\"494\" data-end=\"518\">Foreign Citizenship:<\/strong> A person who <strong>acquires foreign citizenship<\/strong> or acknowledges allegiance to a foreign State is disqualified.<\/li>\n<li data-start=\"624\" data-end=\"752\"><strong data-start=\"626\" data-end=\"645\">Anti-Defection:<\/strong> A person who defects to another party or violates the party whip under the <strong>Tenth Schedule<\/strong> is disqualified.<\/li>\n<li data-start=\"753\" data-end=\"849\"><strong data-start=\"755\" data-end=\"780\">Statutory Violations:<\/strong> A person disqualified under <strong>laws made by Parliament<\/strong> is disqualified (e.g., if they are convicted of a serious crime and sentenced to 2 or more years of imprisonment, fail to lodge election expenses, or commit corrupt electoral practices).<\/li>\n<li data-start=\"850\" data-end=\"965\"><strong data-start=\"852\" data-end=\"874\">Prolonged Absence:<\/strong> A member <strong>absent from all House meetings for sixty days without permission<\/strong> is disqualified
