style=\"text-align: justify;\">\n<li>It is a scheme <strong>to replace old trucks and buses in the Delhi-NCR area to reduce air pollution in the region.<\/strong><\/li>\n<li><strong>Aim<\/strong>: It aimed at <strong>reducing air pollution in Delhi-NCR and promoting cleaner mobility<\/strong>.\n<ul>\n<li>It will <strong>incentivise owners of trucks and buses registered in the region that comply with BS-IV or earlier emission norms<\/strong> to replace them with BS-VI or stricter emission-compliant vehicles or electric vehicles (EVs).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Duration:<\/strong> The scheme is for<strong> two years.<\/strong><\/li>\n<li><strong>Implementing agency:<\/strong> It will be implemented by the<strong> Ministry of Road Transport and Highways (MoRTH) and Ministry of Petroleum and Natural Gas (MoPNG).<\/strong>\n<ul>\n<li>It will be implemented in collaboration with th<strong>e participating States and Union Territories of Delhi, Haryana, Rajasthan, and Uttar Pradesh.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Funded by:<\/strong> The scheme will be funded through the<strong> National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs (MoHUA).\u00a0<\/strong><\/li>\n<li><strong>Outlay:<\/strong> It has a total financial outlay of <strong>Rs.9,585 crore.<\/strong><\/li>\n<li><strong>Beneficiaries:<\/strong> The scheme will benefit <strong>approximately 2.07 lakh (1.91 lakh trucks and 16,329 buses) owners in Delhi-NCR (comprising Delhi, Haryana, Rajasthan, and Uttar Pradesh).<\/strong><\/li>\n<li><strong>Key Features:<\/strong>\n<ul>\n<li>For <strong>BS\u2011III or older<\/strong> vehicles, scrapping at<strong> Registered Vehicle Scrapping Facilities <\/strong>is<strong> mandatory.<\/strong><\/li>\n<li><strong>BS\u2011IV vehicles <\/strong>may either be <strong>scrapped or sold outside NCR<\/strong> in non\u2011NCAP cities \/ towns.<\/li>\n<li><strong>Owners<\/strong> must then <strong>purchase and register a BS\u2011VI<\/strong> or stricter norms compliant or electric vehicle within NCR.<\/li>\n<li>However, In Delhi, <strong>Light Goods Vehicles purchased under the scheme must be electric,<\/strong> and <strong>buses must be BS\u2011VI CNG or electric only.<\/strong><\/li>\n<li><strong>Government vehicles are excluded<\/strong> from the scheme.<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>Digital portal:<\/strong> The scheme will be implemented by<\/span><b> fully digital integrated portal, <\/b><span style=\"font-weight: 400;\">which will enable real\u2011time eligibility checks, automated interest subvention claims, monthly fuel voucher credits, and monitoring of pollution reduction outcomes.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Monitoring:<\/b><span style=\"font-weight: 400;\"> The scheme will be<\/span> monitored by an <b>Empowered Committee, chaired by Cabinet Secretary with CEO, Niti Ayog, Secretaries of MoHUA, MoRT&amp;H, MoPNG, DFS, Chief Secretaries of states in Delhi NCR<\/b><span style=\"font-weight: 400;\"> as members, and<\/span><b> Member Secretary of NCRPB<\/b><span style=\"font-weight: 400;\"> being the member convenor.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">At the <strong>district level<\/strong>, District <strong>Collectors<\/strong>\/ District <strong>Magistrates<\/strong> will be implementing and monitoring the scheme.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Benefits under scheme:<\/b>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>From Central Government:<\/strong> The benefits from the <strong>central government <\/strong>will continue for<strong> 5 years from the date of registration of the new vehicle<\/strong>, ensuring sustained impact beyond the two\u2011year enrolment window.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Centre will<strong> provide 5% interest subvention on loans for five years,<\/strong> <strong>monthly fuel vouchers worth up to Rs.4,800<\/strong> depending on vehicle category, and lump\u2011sum benefits for EV purchases or Certificate of Deposit trading.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>From State Government: <\/strong>State governments will<strong> waive registration fees and grant up to 100% motor vehicle tax concessions<\/strong> for new vehicles and <strong>50% for used vehicles<\/strong> for <strong>10 years.<\/strong>\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">State Government will also <strong>waive off pending liabilities on the old vehicles participating in the scheme.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>From OEMs:<\/strong> Participating Auto Original Equipment Manufacturers (<strong>OEMs<\/strong>) will offer <strong>8% discounts on ex\u2011showroom
