The increasing production and trafficking of heroin and synthetic drugs have made drug abuse a major <strong>public health<\/strong>, <strong>social<\/strong>, and <strong>national security<\/strong> challenge.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Challenges<\/strong><\/h2>\n<ol>\n<li><strong> India&#8217;s geographical location facilitates drug trafficking.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>India shares borders with major drug-producing regions, making it highly vulnerable to cross-border smuggling.<\/li>\n<li>The rise of Myanmar as a leading producer of heroin and methamphetamine has increased drug inflows into India.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong> Drug production within India has become a growing concern.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Some narcotic drugs are manufactured domestically using illegally diverted pharmaceutical ingredients.<\/li>\n<li>This has expanded the availability of drugs within the country.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li><strong> Drug trafficking networks are using advanced technology.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Drug smugglers are increasingly using drones to transport narcotics across international borders.<\/li>\n<li>Criminal networks are also using the dark web and cryptocurrencies to organise drug trade and evade law enforcement agencies.<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong> The legal framework places a greater burden on users than traffickers.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Individuals possessing small quantities of drugs can face imprisonment.<\/li>\n<li>At the same time, major drug traffickers often escape punishment because of weak enforcement and investigation.<\/li>\n<\/ol>\n<ol start=\"5\">\n<li><strong> Drug abuse has become a serious public health issue.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Drug addiction causes severe physical and mental health problems.<\/li>\n<li>Forced detoxification and physical abuse continue to occur in several treatment facilities.<\/li>\n<\/ol>\n<ol start=\"6\">\n<li><strong> De-addiction and rehabilitation facilities remain inadequate.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Punjab has developed an extensive network of treatment centres, but many other States have limited facilities.<\/li>\n<li>Most rehabilitation centres are located in urban areas, leaving rural and border regions underserved.<\/li>\n<\/ol>\n<ol start=\"7\">\n<li><strong> Access to treatment remains unequal.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>People living in villages and border districts often have limited access to addiction treatment and rehabilitation services.<\/li>\n<li>This delays recovery and increases the risk of relapse.<\/li>\n<\/ol>\n<ol start=\"8\">\n<li><strong> Social stigma and criminalisation hinder rehabilitation.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Drug addiction is often viewed as a moral failure rather than a health condition.<\/li>\n<li>Criminal records for small-scale possession reduce employment opportunities and make social reintegration difficult.<\/li>\n<\/ol>\n<ol start=\"9\">\n<li><strong> Women face additional barriers in accessing treatment.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Dedicated treatment centres for women are limited.<\/li>\n<li>Social stigma, caregiving responsibilities, and the lack of gender-sensitive services discourage women from seeking treatment.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong> India should adopt a public health-based approach to drug abuse.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Drug addiction should be treated as a health and social issue rather than only as a criminal offence.<\/li>\n<li>Prevention, treatment, rehabilitation, and social reintegration should receive equal attention.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong> Border management should be strengthened.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Surveillance and intelligence gathering along vulnerable borders should be enhanced.<\/li>\n<li>Modern technologies should be used to detect drones and disrupt cross-border drug trafficking.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li><strong> Law enforcement should focus on organised drug networks.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Stronger action should be taken against drug traffickers and organised criminal syndicates.<\/li>\n<li>Small-scale drug users should be encouraged to seek treatment instead of facing excessive criminal penalties.<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong> De-addiction and rehabilitation infrastructure should be expanded.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>More treatment centres should be established across all States.<\/li>\n<li>Rehabilitation facilities should be extended to rural and border areas.<\/li>\n<\/ol>\n<ol start=\"5\">\n<li><strong> Access to treatment should be improved.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Affordable and quality addiction treatment should be made available in underserved regions.<\/li>\n<li>Opioid substitution therapy and counselling services should be expanded.<\/li>\n<\/ol>\n<ol start=\"6\">\n<li><strong> Social reintegration of recovering addicts should be promoted.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Measures should be taken to reduce the long-term impact of criminal records for minor drug possession.<\/li>\n<li>Education, skill development, and employment opportunities should be provided to help recovering addicts rebuild their lives.<\/li>\n<\/ol>\n<ol start=\"7\">\n<li><strong> Gender-sensitive treatment facilities should be developed.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Dedicated rehabilitation centres for women should be established.<\/li>\n<li>Treatment programmes should address the specific social and healthcare needs of women.<\/li>\n<\/ol>\n<ol start=\"8\">\n<li><strong> Regulation of pharmaceutical supply chains should be strengthened.<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Strict monitoring should prevent the diversion of pharmaceutical ingredients for illegal drug manufacturing.<\/li>\n<li>Better coordination between health authorities and law enforcement agencies should be ensured.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong> India needs a balanced strategy that combines <strong>strong action against organised drug trafficking<\/strong> with a <strong>compassionate public health approach<\/strong> centred on prevention, treatment, rehabilitation, and social reintegration.
