Other grades are <strong>Uttam-1, <\/strong><strong>Uttam-2, <\/strong><strong>Uttam-3, <\/strong><strong>Prachesta-1, <\/strong><strong>Prachesta-2 and <\/strong><strong>Prachesta-3.<\/strong><\/li>\n<li>The states and UTs have also figured in the<strong> Akanshi-1 category (21-30 pc), Akanshi-2 (11-20 pc) and Akanshi-3 (up to 10 pc).<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Performance of states and UTs:<\/strong>\n<ul>\n<li><strong>Top performer:<\/strong> Chandigarh became the<strong> first State\/ UT in the PGI 2.0 series<\/strong> to enter the<strong> Uttam range, scoring 766 out of 1,000<\/strong> in 2025-26.\n<ul>\n<li><strong>Delhi<\/strong> has been <strong>placed among the country\u2019s better-performing States and Union Territories<\/strong>.<\/li>\n<li>No State\/UT reached the <strong>Utkarsh<\/strong>, <strong>Uttam-1<\/strong>, or <strong>Uttam-2<\/strong> categories.<\/li>\n<\/ul>\n<\/li>\n<li><strong><strong>Second top: Punjab, Kerala, Delhi, and the Union Territory of Dadra and Nagar Haveli and Daman and Diu jointly secured the second position.<\/strong><\/strong>\n<ul>\n<li>Remaining States\/UTs were distributed across <strong>Prachesta-2<\/strong>, <strong>Prachesta-3<\/strong>, and <strong>Akanshi-1<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>Punjab remained the<strong> national leader<\/strong> and the <strong>only State\/UT in Uttam-3 in learning outcomes.<\/strong><\/li>\n<li><strong>Meghalaya stayed last in Akanshi-2.<br \/>\n<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 class=\"red-h2-box\"><strong>About Performance Grading Index for Districts (PGI-D) for 2025-26<\/strong><\/h2>\n<figure id=\"attachment_366982\" aria-describedby=\"caption-attachment-366982\" style=\"width: 441px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-366982\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/07\/Screenshot_8-7-2026_154210_dpgi.udiseplus.gov_.in_.jpeg?resize=441%2C166&#038;ssl=1\" alt=\" Performance Grading Index for Districts (PGI-D) for 2025-26\" width=\"441\" height=\"166\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/07\/Screenshot_8-7-2026_154210_dpgi.udiseplus.gov_.in_.jpeg?resize=300%2C113&amp;ssl=1 300w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/07\/Screenshot_8-7-2026_154210_dpgi.udiseplus.gov_.in_.jpeg?resize=1024%2C387&amp;ssl=1 1024w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/07\/Screenshot_8-7-2026_154210_dpgi.udiseplus.gov_.in_.jpeg?resize=768%2C290&amp;ssl=1 768w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/07\/Screenshot_8-7-2026_154210_dpgi.udiseplus.gov_.in_.jpeg?w=1285&amp;ssl=1 1285w\" sizes=\"auto, (max-width: 441px) 100vw, 441px\" \/><figcaption id=\"caption-attachment-366982\" class=\"wp-caption-text\">Source \u2013 Ministry of Education<\/figcaption><\/figure>\n<ul>\n<li>The PGI-D is for<strong> assessing districts on a common parameter<\/strong> with attention shifting towards outcome measurement of educational policies.<\/li>\n<li><b>Weightage<\/b>: The PGI-D framework comprises a<strong> total weightage of 600 points.<\/strong><\/li>\n<li><strong> Indicators and categories:<\/strong> It is built on <strong>70 indicators which are grouped under 6 categories<\/strong>: Outcomes, Effective Classroom Transaction, Infrastructure Facilities &amp; Student Entitlements, School Safety &amp; Child Protection, Digital Learning and Governance Process.\u00a0 These categories are<strong> further divided into 11 domains.<\/strong><\/li>\n<li><strong>Data Sources:<\/strong> The data for PGI-D are drawn from several sources such as<strong> Unified District Information System for Education Plus (UDISE +), <a href=\"https:\/\/forumias.com\/blog\/rashtriya-sarvekshen-by-parakh-2024\/\">PARAKH Rashtriya Sarvekshan 2024<\/a> (PRS 2024) and the PRABANDH Portal.<\/strong><\/li>\n<li><strong>Performance of Districts:<\/strong>\n<ul>\n<li>A total of 462 districts have improved their score in outcomes, <strong>out of which 50 districts have made grade level improvement.<\/strong><\/li>\n<li>Among the districts, <strong>no district has attained highest grade of Utkarsh in 2025-26.<\/strong><\/li>\n<li><strong> One district has attained Uttam-1 grade<\/strong>.<\/li>\n<li><strong>19 districts reached the Uttam-2 grade in 2025\u201326<\/strong> by achieving more than 70 pc of the total score.\n<ul>\n<li>The <strong>19 top performing districts include four from Delhi, seven in Punjab, three in Kerala<\/strong> and<strong> two in Maharashtra.
