{"id":36709,"date":"2018-11-09T17:24:04","date_gmt":"2018-11-09T11:54:04","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=36709"},"modified":"2018-11-16T16:02:37","modified_gmt":"2018-11-16T10:32:37","slug":"in-a-first-india-to-send-two-former-diplomats-to-talks-that-include-taliban-representatives","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/in-a-first-india-to-send-two-former-diplomats-to-talks-that-include-taliban-representatives\/","title":{"rendered":"In a first, India to send two former diplomats to talks that include Taliban representatives"},"content":{"rendered":"<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/taliban-talks-in-moscow-india-to-attend-at-non-official-level\/article25445933.ece\"><strong>In a first, India to send two former diplomats to talks that include Taliban representatives<\/strong><\/a><\/p>\n<p><strong>News:<\/strong><\/p>\n<ol>\n<li>Russia has invited a group of senior Afghan politicians to talks with the Taliban in Moscow, in which India would be participating at a \u201cnon-official\u201d level.<\/li>\n<\/ol>\n<p><strong>Important Facts:<\/strong><\/p>\n<ol start=\"2\">\n<li>Russia in August proposed holding<strong> multilateral peace talks <\/strong>in Moscow and invited delegations from India, Pakistan, the U.S., China, Iran and five Central Asian Republics and the Taliban to attend a summit<\/li>\n<li>.India will be sending two former senior diplomats to attend these talks on the Afghanistan peace process in Russia.<\/li>\n<li>It will mark the first time an Indian delegation has been present at the table in talks with the Taliban representatives.<\/li>\n<li>The talks, known as the <strong>\u201cMoscow format\u201d <\/strong>will include a \u201chigh-level\u201d delegation from the Taliban as well as a delegation of Afghanistan \u201cHigh Peace Council\u201d, along with twelve countries.<\/li>\n<li>USA and Pakistan have also agreed to send their representatives to peace process.<\/li>\n<li><strong>Background:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>The talks has come at a time when the Afghan government is struggling to recover control of districts lost to Taliban insurgents while<strong> casualties<\/strong> among security forces have reached record levels.<\/li>\n<li>Hamid Karzai, former Prez of Afghanistan, who ran the country for 13 years following the overthrow of the Taliban in 2001 has become a <strong>vocal critic of US policy<\/strong>, and is among those planning to travel to Moscow.<\/li>\n<li>Karzai believes that Washington is using Afghanistan as a<strong> client state<\/strong> to keep an eye on its foes Iran, Russia and China and Pakistan.<\/li>\n<li>Diplomatic engagement between the Taliban and the US gained mome\u00adntum recently after US special envoy for peace in Afghanistan met Taliban leaders in Qatar. But many Afghan politicians expressed concern that they have been <strong>left out<\/strong> of the process.<\/li>\n<\/ul>\n<ol start=\"8\">\n<li><strong>Afghanistan stand:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>It has angered officials in Kabul who say it could muddle the U.S.-backed peace process in Afghanistan.<\/li>\n<li>According to officials in Kabul, holding talks with Taliban at multiple forums will further complicate the peace process backed by the U.S.<\/li>\n<\/ul>\n<ol start=\"9\">\n<li><strong>Shift in India\u2019s stand vis-a-vis Taliban:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>According to government officials said that the decision was the outcome of \u201cclose discussions with the Afghanistan government,\u201d and it was felt necessary for India to have a \u201cpresence\u201d there.<\/li>\n<li>India would have preferred a direct process between the Ghani government and the Taliban, but since that is not possible, a regional process like the one in Russia is the next best option.<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-36702\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/11\/image-1-1.jpg?resize=646%2C149&#038;ssl=1\" alt=\"\" width=\"646\" height=\"149\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/11\/image-1-1.jpg?w=646&amp;ssl=1 646w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/11\/image-1-1.jpg?resize=150%2C35&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/11\/image-1-1.jpg?resize=300%2C69&amp;ssl=1 300w\" sizes=\"auto, (max-width: 646px) 100vw, 646px\" \/><\/p>\n<ol start=\"10\">\n<li><strong>Significance:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>The Moscow talks underline the increasingly <strong>active role Russia<\/strong> is playing in Afghanistan, decades after Soviet forces withdrew from the country, with business investment plans, diplomatic and cultural outreach, and small military support for the central government.<\/li>\n<li>In 2014, it reopened a<strong> cultural center<\/strong> in Kabul.
