The Act also aligns with the <strong>International Year of the Woman Farmer (2026)<\/strong>, which seeks to promote fair, inclusive and sustainable agrifood systems.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Need of the Act<\/strong><\/h2>\n<ol>\n<li>Women undertake a significant share of agricultural work, ranging from production to processing, yet their contribution remains largely unrecognised. They continue to face barriers in accessing institutional credit, crop insurance, extension services, technology and markets, while most government benefits remain linked to land ownership, which is predominantly held by men.<\/li>\n<li>According to the <strong>Periodic Labour Force Survey (2025)<\/strong>, <strong>82% of the rural female workforce<\/strong> in Maharashtra is engaged in agriculture compared to <strong>58% of rural men<\/strong>, but <strong>less than one-fifth of operational landholdings<\/strong> are owned by women.<\/li>\n<li>The increasing migration of men in search of employment has placed greater responsibility on women for agriculture, food security and nutrition.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Key Provisions of the Maharashtra Women Farmers Empowerment Act, 2026<\/strong><\/h2>\n<ol>\n<li>The Act adopts a broad definition of <strong>&#8220;agriculture&#8221;<\/strong> and <strong>&#8220;farmer&#8221;<\/strong> in line with the <strong>National Policy for Farmers (2007)<\/strong> and recognises women engaged in crop husbandry, animal husbandry, poultry, fishery, agro-forestry, vermiculture, mushroom cultivation and primary processing, whether as landowners or labourers.<\/li>\n<li>It provides for the issuance of a <strong>Woman Farmer Certificate (WFC)<\/strong> through the Gram Sabha or Nagar Panchayat, thereby formally recognising women as farmers without making land ownership a mandatory condition.<\/li>\n<li>The Act enables women farmers to access government schemes, institutional credit, extension services and market opportunities, while also promoting gender-responsive skill development programmes and targeted support for single women farmers.<\/li>\n<li>To ensure effective implementation, the Act establishes a digital registry of women farmers, a special fund, empowerment cells at different administrative levels, a <strong>State-level Monitoring Committee<\/strong> headed by the Chief Secretary and a <strong>Governing Council<\/strong> headed by the Chief Minister.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Significance of the Act<\/strong><\/h2>\n<ol>\n<li>The Act provides formal recognition to women as farmers and promotes gender equality by improving their access to agricultural entitlements, productive resources and financial services.<\/li>\n<li>By removing land ownership as a prerequisite for farmer recognition, it enhances women&#8217;s access to government benefits, institutional credit, markets and extension services, thereby strengthening their economic empowerment.<\/li>\n<li>The digital registry and institutional mechanisms will facilitate better targeting of welfare schemes and improve policy formulation for women farmers.<\/li>\n<li>The Act also strengthens women&#8217;s role in agricultural decision-making, food and nutrition security and climate change adaptation, and can serve as a model for other states.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li>The Act should be supported through adequate funding, effective implementation and regular monitoring, along with awareness campaigns to encourage eligible women to obtain the <strong>Woman Farmer Certificate (WFC)<\/strong>.<\/li>\n<li>Women&#8217;s access to credit, insurance, technology, markets and extension services should be further strengthened, while the digital registry should be regularly updated to ensure efficient delivery of benefits.<\/li>\n<li>Other states should adopt similar legislative measures to provide legal recognition and equal opportunities to women farmers across India.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>The <strong>Maharashtra Women Farmers Empowerment Act, 2026<\/strong> is a landmark step towards addressing gender inequalities in agriculture by formally recognising women as farmers and expanding their access to rights and entitlements.
