movement and the ideals of the Republic.<\/strong><\/li>\n<li><strong>Evolution During the Freedom Movement:\u00a0<\/strong>\n<ul>\n<li><strong>1904:<\/strong> <strong>Sister Nivedita<\/strong> designed <strong>one of the earliest Indian flags<\/strong> with yellow and red colours, a <strong>Vajra symbol and a white lotus,<\/strong> representing<strong> India\u2019s cultural and spiritual nationalism.<\/strong><\/li>\n<li><strong>1906:<\/strong>\u00a0During the <strong>Swadeshi Movement, Sachindra Prasad Bose and Hemchandra Kanungo<\/strong> hoisted a tricolour at <strong>Parsee Bagan Square, Calcutta,<\/strong> featuring<strong> eight lotus flowers, &#8220;Vande Mataram&#8221;, the sun and crescent moon.<\/strong><\/li>\n<li><strong>1907:<\/strong> <strong>Madam Bhikaji Cama<\/strong> unfurled the <strong>Saptarishi Flag at the International Socialist Congress in Stuttgart, Germany, <\/strong>the <strong>first known hoisting of an Indian national flag on foreign soil.<\/strong><\/li>\n<li><strong>1917:<\/strong> During the Home Rule Movement, <strong>Annie Besant and Bal Gangadhar Tilak <\/strong>introduced <strong>a flag with red and green stripes,<\/strong> the <strong>Union Jack<\/strong>,<strong> seven stars, and a crescent with a star.<\/strong><\/li>\n<li><strong>1921:<\/strong> <strong>Pingali Venkayya presented a flag design to Mahatma Gandhi<\/strong> at the AICC meeting in<strong> Bezwada (Vijayawada).<\/strong> Gandhi suggested adding a white band and the Charkha, forming the basis of the present Tricolour.<\/li>\n<li><strong>1931:<\/strong> The <strong>Indian National Congress adopted the saffron-white-green tricolour with the Charkha,<\/strong> regarded as the precursor to the present National Flag.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Adoption of the National Flag<\/strong>\n<ul>\n<li><strong>June 1947: <\/strong>The <strong>Constituent Assembly appointed an ad hoc committee to recommend the National Flag.<\/strong> The committee retained the 1931 tricolour but replaced the Charkha with the Ashoka Chakra.<\/li>\n<li>The <strong>Constituent Assembly adopted the present National Flag on July 22, 1947.<\/strong><\/li>\n<li>The Ashoka Chakra was taken from the <strong>Dharma Chakra on the Lion Capital of Emperor Ashoka at Sarnath.<\/strong><\/li>\n<li>The Tricolour became <strong>India&#8217;s National Flag on August 15, 1947.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Symbolism<\/strong>\n<ul>\n<li>The <strong>saffron<\/strong> band represents <strong>courage, sacrifice and selflessness<\/strong>.<\/li>\n<li><strong>White<\/strong> signifies<strong> peace, truth and integrity<\/strong><\/li>\n<li><strong>Green<\/strong> stands for <strong>prosperity, growth and harmony with nature<\/strong>.<\/li>\n<li>At the <strong>centre of the white band is the Ashoka Chakra,<\/strong> symbolising<strong> Dharma, justice and continuous progress. <\/strong><\/li>\n<li>Its <strong>24 spokes<\/strong> underscore<strong> the importance of constant movement, ethical governance and the rule of law.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Constitutional and Legal Framework<\/strong>\n<ul>\n<li>The Constitution <strong>does not prescribe the design or specifications of the National Flag<\/strong>.<\/li>\n<li><strong>Article 51A(a)<\/strong> makes it a<strong> Fundamental Duty to respect the National Flag.<\/strong><\/li>\n<li>Its display and protection are governed by:\n<ul>\n<li><a href=\"https:\/\/forumias.com\/blog\/explained-what-is-the-flag-code-and-how-has-it-been-changed-recently\/\"><strong>Flag Code of India, 2002<\/strong><\/a><\/li>\n<li><strong>Emblems and Names (Prevention of Improper Use) Act, 1950<\/strong><\/li>\n<li><a href=\"https:\/\/forumias.com\/blog\/law-on-draping-national-flag-over-body-of-a-deceased\/\"><strong>Prevention of Insults to National Honour Act, 1971<\/strong><\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Dimensions and Specifications<\/strong>\n<ul>\n<li>It is <strong>manufactured as per Bureau of Indian Standards (BIS) specifications under the Flag Code.<\/strong><\/li>\n<li>It maintains a <strong>3:2 length-to-height ratio with three equal horizontal bands.<\/strong><\/li>\n<li>The <strong>Ashoka Chakra<\/strong> has 24 equally spaced navy blue spokes.<\/li>\n<li>Traditionally made only from hand-spun and handwoven khadi. <strong>2022 amendments allowed machine-made flags<\/strong> and flags made of polyester, cotton, wool, silk and bunting, besides khadi.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Display of the National Flag<\/strong>\n<ul>\n<li>The <strong>Flag Code of India, 2002 (effective January 26, 2002)<\/strong> governs the display and use of the National Flag.<\/li>\n<li><strong>2022 amendments <\/strong>allowed the Tricolour to be<strong> flown day and night<\/strong><\/li>\n<li>The Flag may be <strong>flown every day if displayed with dignity.<\/strong><\/li>\n<li><strong>It must not:<\/strong>\n<ul>\n<li>Touch the ground or water.<\/li>\n<li>Be used as drapery, decoration or for commercial purposes.<\/li>\n<li>When displayed with other flags, it must occupy the position of honour.<\/li>\n<li>Damaged or soiled flags must be disposed of with dignity.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Punishable:<\/strong>\u00a0Disrespect to the National Flag is punishable under the<strong> Prevention of Insults to National Honour Act,
