It opens on the five relationships that carry disproportionate weight in India&#8217;s external strategy \u2014 the United States, Russia, Japan, Europe, China \u2014 and sets Kenneth Waltz&#8217;s three levels of analysis as the working frame for any bilateral answer. The American half moves through Dennis Kux&#8217;s estranged democracies, Devin T. Hagerty&#8217;s entente after the 2005\u201308 civil-nuclear breakthrough and David M. Malone&#8217;s engaged democracies, then the four foundational agreements from GSOMIA to BECA, and on to the tariff round of 2025, the contested February 2026 settlement and the hemispheric turn of NSS 2025. The Russian half follows Vidya Nadkarni&#8217;s five phases to the 23rd Annual Summit of December 2025 and closes on the resilience-or-stagnation debate. Part D takes the Indo-Pacific, the Quad, SAGAR to MAHASAGAR, and the balancing vocabulary \u2014 soft, zone, limited hard, evasive \u2014 that scholars now use to classify India&#8217;s conduct. Between 2016 and 2024, this unit carried three 10-markers, five 15-markers and three 20-markers.<\/p>\n<h2 class=\"red-h2-box\"><strong>Write before the evening:<\/strong><\/h2>\n<ol>\n<li>&#8220;India and USA have become such strong strategic partners that they need not become formal allies.&#8221; Comment.
