Governance and Accountability Gaps<\/strong><\/p>\n<p>Fire safety responsibility in India is fragmented across multiple actors:<\/p>\n<ul>\n<li>Fire No-Objection Certificates (NOCs) are treated as a <strong>one-time administrative formality<\/strong> for occupancy certificates, not an ongoing safety commitment.<\/li>\n<li>Building bye-law violations are often treated as minor civil infractions rather than serious offences.<\/li>\n<li>Electricity distribution companies (DISCOMs) frequently release power connections without mandatory structural load audits of internal wiring.<\/li>\n<\/ul>\n<p>This fragmentation among urban local bodies, electrical inspectors, and law enforcement produces a reactive, post-disaster response system rather than proactive risk reduction.<\/p>\n<p><strong>3.
